Election Duty Remuneration Rates 2020.  GO 161 Dated 17.3.2020 PR&RD Department - Ordinary Elections to Panchayat Raj Institutions - Fixing the rates of remuneration payable to the polling personnel drafted for training classes, polling duty and counting duty - Orders-Issued. GO 695 Dated 25.3.2019  ECI Circular No. 464/INST-PAY/2014-EPS Dated 28th Feb 2014- "Election Remuneration to Polling Personnel" Deployed on Election Duty-2014.  These are the Minimum Rates as prescribed by ECI for "Election Duty Remuneration to Teachers, Employees in General, Assembly Elections 2019" These rates were taken from 2014 Elections , Let us see the Rates briefly for information. The Election Commission Commission of India has enhanced and fixed the Uniform Remuneration Rates for Polling Personnel from 2019 Elections to the to the Polling Staff deployed in Election Duties (Loksabha, General Elections 2019 etc).

ORDER: 
  • In the circumstances stated by the Secretary State Election Commission, AP, Vijayawada in the reference fourth read above, Government after careful consideration of the matter as per the uniform rates of remuneration fixed by the Election Commission of India, hereby fix the following rates of remuneration payable to the staff deployed on training classes/polling/counting duties during ordinary elections to Panchayat Raj Institutions, 2020 in the State:
1 Zonal Officer/Route Officer/ Sectoral Officer Rs.1500/- one time remuneration at lump sum
2 Presiding Officer/Counting Supervisor Rs.350/- per day
3 Polling Officers/Counting Assistants Rs.250/- per day
4 Office  sub-ordinates(Class-IV) Rs.150/- per day
5 Packed lunch and or light refreshment to the personnel   deployed   at   polling stations/counting centres Rs.150/- per head per Day.
  • 2. Besides the above remuneration lunch shall be provided only on polling day and counting day at the rate of Rs.150/- per head per day in case of difficulty in providing packed lunch.
  • 3. In regard to applicable allowances if any to the staff deployed in connection with the elections shall be as per the orders by the Government in General Administration (Elections-C) Department for conduct of General Elections, 2019 vide G.O third read above.
  • 4. The Secretary State Election Commission shall take necessary action accordingly.
  • 5. This orders issues with the concurrence of the General Administration (Elections-C) Department Dt.12.03.2020 and the Finance Department U.O No.FMUOMISC/147/FMU,PR&RD,RWS/2020, dated:14.03.2020,(Computer No.1124548).

  • Government hereby direct that the following orders, wherein certain financial authorisations and allowances were given to the poll personnel shall holds good for the purpose of conduct of General Elections, 2019 simultaneous Elections to the Lok Sabha and State Legislative Assembly to be held on 11-04-2019.

  • 2. The provision of rate packed lunch is permitted to Rs.100.00 to the staff deployed at the polling/counting centres.

Cir.464 Election Duty Remuneration Rates to Polling Personnel on Election Duty

These are the following Rates of Remuneration:

Class - III (Rs. 1000/- Lumpsum)
Class-IV Rs.200 Per day
The above mentioned rates are equally applicable to police personnel actually deployed on polling booths/counting centers.
  1. The above rates are payable to the staff for attending training classes, collecting polling materials, etc. and also for attending duty on the polling day/counting day.
  2. The Commission has also directed that staff deployed at all polling stations/counting centers may be provided with packed Lunch and or light refreshment at the rate of Rs. 150/- per head per day. In case of difficulty in providing packed lunch, a cash payment @ Rs. 150/- per head may be made.
  3. The above rates as recommended by the Commission are minimum rates. The States/Union Territories, which are paying more than the minimum rates recommended by the Commission, may continue to pay at the higher rates.. These rates will come into force prospectively and will have no retrospective effect.
  4. The police personnel deployed on election work on poll day/Counting day including mobile Parties/Home Guards/Forest Guards/Gram Rakshak Dal/NCC (senior) Cadets/Ex-Army/CPF may be provided with packed lunch/refreshment or payment in lieu thereof as is being given to polling/counting personnel.
  5. The expenditure incurred on this. account will be borne in the following manner:
    (i) In case of election to the House of People: 100% by the Union Government.
    (ii) In case of election to the Legislative Assembly: 100% by the State Government concerned.
    (iii) In case of simultaneously election to the House of the People and the State Legislative Assembly: The expenditure will be shared between the Central and the Sate Government on 50:50 basis.
