AP Village Volunteer Selection Process, Procedure 

ఎంపిక విధానం..
  • - వలంటీర్ల నియామకానికి గ్రామం, మున్సిపల్‌ వార్డును ఒక యూనిట్‌గా తీసుకుంటారు. గ్రామీణ ప్రాంతాలలో మండలంను యూనిట్‌గా ఆ మండల పరిధిలో నియమించే వలంటీర్ల సంఖ్యను లెక్కించి తీసుకొని, ఆ సంఖ్యకు అనుగుణంగా రూల్‌ ఆఫ్‌ రిజర్వేషన్స్‌ పాటిస్తారు. ఈ మేరకు ఎస్సీ, ఎస్టీ, బీసీ, జనరల్‌ కేటగిరీల ఎంపిక ఉంటుంది. అన్ని విభాగాల్లో దాదాపు సగం మంది మహిళలను నియమిస్తారు.
  • - ఆన్‌లైన్‌ ద్వారా అందిన దరఖాస్తుల స్క్రూటినీ పట్టణ స్థాయిలో మున్సిపల్‌ కమిషనర్, మండల స్థాయిలో ఎంపీడీవో ఆధ్వర్యంలో జరుగుతుంది.
  • - అర్హులైన అభ్యర్థులందరినీ మండల స్థాయిలో ఇంటర్వూ్య కోసం పిలుస్తారు.
  • - వలంటీర్ల నియామకం కోసం పట్టణాలు, మండల స్థాయిలో ముగ్గురు అధికారులతో కమిటీలు నియమిస్తారు. పట్టణాల్లో మున్సిపల్‌ కమిషనర్‌ లేదా డిప్యూటీ కమిషనర్‌ చైర్మన్‌గా, తహసీల్దార్, జిల్లా కలెక్టరు నియమించే మరో అధికారి కమిటీ సభ్యులుగా ఉంటారు. మండల స్థాయి కమిటీలో ఎంపీడీవో చైర్మన్‌గా, తహసీల్దార్, ఈవోపీఆర్‌డీ కమిటీ సభ్యులుగా ఉంటారు.
  • - మండల, పట్టణ స్థాయిలో ఏర్పాటయ్యే ముగ్గురు సభ్యుల కమిటీ అభ్యర్థులకు ఇంటర్వూ్యలు నిర్వహిస్తుంది. ప్రభుత్వ సంక్షేమ పథకాలపై అభ్యర్థికి ఉన్న అవగాహన, సామాజిక పరిస్థితులపై అతనికున్న తెలివితేటలు, అతని నడవడిక, సామాజిక స్పృహ అన్నవి ఇంటర్వూ్యలో ప్రాధాన్యత అంశాలుగా ఉంటాయి.
  • - వలంటీర్లగా ఎంపికైన వారి పనితీరు ఆధారంగా ప్రభుత్వం ప్రతి నెలా రూ.5 వేల చొప్పున గౌరవ వేతనం చెల్లిస్తుంది.
  • - ఎంపికైన వారిని విధుల్లో చేర్చుకునే ముందు వారికి ఆరు రోజుల పాటు శిక్షణ ఇస్తారు. గ్రామ–వార్డు వలంటీర్‌ వ్యవస్థ ఉద్దేశం. ప్రభుత్వం అమలు చేసే కార్యక్రమాలపై అవగాహన, విధి నిర్వహణలో వారికి కావాల్సిన కనీస నైపుణ్యాలు, నాయకత్వ లక్షణాలపై శిక్షణ ఉంటుంది.
I. METHOD OF SELECTION:
All eligible applicants shall be called for interview by the Selection Committee consisting of MPDO/Tasildhar/EO(PR&RD). The letter of engaging the services of selected Village Volunteers will be issued by the Chairman of the Selection Committee, i.e. MPDO.

Guidelines on Scrutiny of applications:

A. Website login process:
  • Created logins for all Chief Executive Officers ZPPs and MPDOs and sent SMS alerts to the respective mobiles
  • By login with Mobile number as USER ID, passwords can be generated by MPDO.
  • If any MPDO wish to change the mobile number. Please contact concerned CEO. ZPP or RIGS to update mobile number
  • Online Scrutiny user manual can be downloaded from respective logins.
B Application verification process:
  • Applicants Age to be verified with SSC certificate.
  • Applicants name to be verified with SSC / Intermediate / Graduate.
  • Applicant's uploaded Education/Qualification Certificates to be verified (SSC/Intermediate/Diploma/Graduate).
  • Applicants Mee-Seva Certificates to be verified for Socio Economic details.
  • Sadarem Certificate to be verified in case of Disabled category
  • Application will be submitted only after validating all above mentioned criteria's duly selecting the appropriate check boxes
  • MPDO will finally validate the application as Accept Reject.
  • MPDO will update proper remarks for rejected cases
II. Guidelines on Mapping:
  • About 50 contiguous households are to be made as one territorial unit for positioning one Volunteer by 05-07-2019.
  • Voter list prepared for the GP Elections, data furnished by RIGS, House Tax Assessment Register maintained in GPs may be taken as reference for division.
  • Each Gram Panchayat may be taken as unit for division of Territorial units by adopting Participatory Rural Appraisal (PRA) method.
  • In Plain Areas No. of families (Households) living in each habitation shall be divided by 50 to decide the number of territorial units. If the fraction is above 40 then a separate unit can be formed. If the fraction is less than 40 then the fraction should be suitably adjusted to the clearly divided units, so that number of households in each unit may be more than 50. In Plain areas even if contiguous 60 households are located in compact area, it may be carved as a unit.
  • In Tribal areas. wherever scattered population is noticed. hamlets with more than 30 families (Households) can be formed in to a unit Hamlets with less than 30 families can be clubbed as 'ar as possible to the nearest hamlet to make a viable territorial unit, if the distance is less than two kilometers
  • In Tribal Areas. if a hilltop hamlet is having about 35 families and on the foot hill of it if about 10-15 families are residing then one volunteer may be positioned for both the hamlets.
  • A mapping team with Panchayat Secretary as team leader assisted by one or two line department functionaries may be formed for completion of mapping. Depending upon the number of line department functionaries available at village level 2 to 3 teams may be formed for each village for completion of the mapping.
  • In Bigger Panchayats or Urbanized Gram Panchayats having more than 10,000 population 50 households per unit may be followed in slum areas whereas localities having APL Families unit of 65-75 households may be formed duly carvingout a compact area In these GPs if there are multi storeyed buildings with APL families. a unit may consist of 75­100 household also if it forms a compact area
  • These norms are indicative and field officers have to physically perambulate in the area, and carve out the units for deploying volunteers

Guidelines on Reservations for Village Volunteers

  1. Rule of Reservations may be implemented taking Mandal as unit as far as possible after carving out volunteer territorial units and 50% of the volunteers may be women as far as possible.
  2. As per G.O.Ms.No.3, dt.10.01.2000 of Soda, Welfare (TVV.EDN.II) department. any post in scheduled Tribal Area shall be filled in by the Local Scheduled Tribe candidates only. All the Chief Executive Officers. ZPPs and the District Panchayat Officers in the State are requested to communicate the above guidelines on Mapping, Rule of Reservations and Scrutiny of applications to all the Mandal Parishad Development Officers for taking further action
