O R D E R:
  1. In the reference 2nd read above, the Govt. have accorded permission to utilize the services of (2629) C R Ts (against 1134 old sanctioned vacancies and 1495 posts sanctioned in G.O.M s.N o.233, F in.(S M P C -I) Dept., dated 13.08.2013) till regular recruitment take place enabling the department to make the institutions functional, subject to meet the expenditure within the budget provision in B.E. 2018-19 vide Govt Memo.No.18026/28/TW.Edn.1/2018, dt.20.07.2018.
  2. Further, the Government has also informed that the C R Ts are supposed to b continued in service till the time the regular recruitment takes place. Further, the Department was permitted to fill [1900(1100+800)] teaching posts recently in the G.O 3rd read above. Further, it is stated that permission for continuation of the services of all C R Ts till they attain age of (60) years cannot be accorded, as it will lead to legal complications.
  3. In the reference 4th read above, Government have issued orders prescribing Teacher Eligibility Test (TET) as minimum qualification for appointment as a teacher with view to bring National Standards and benchmark of teacher quality in the recruitment process and to further improve their performance standards and to send a positive signal to all Stakeholders that the Government has laid down special emphasis on the quality of teaching. Therefore, the T ET qualification was also included in the guidelines a a minimum qualification for appointment as a teacher on contract basis.
  4. In the reference 5th read above, in W P N o.11976/2015 wherein certain CRTs have approached APHC and the Hon’ble High Court of Andhra Pradesh issued orders stated that “if the petitioners have rendered considerable length of service, respondent Nos.1 to 3 (ie., 1.The State of Andhra Pradesh, Rep. by its Principal Secretary, Tribal Welfare Department, Secretariat, Hyderabad 2. The Commissioner of Tribal Welfare, Government of Andhra Pradesh, 1 Floor, DSS Bhavan, Masab Tank, Hyderabad and 3. The District Collector, Visakhapatnam District, Visakhapatnam) will also focus their attention to provide them one opportunity to complete at such selection along with any other candidate from the open market. If the petitioners are selected, there may not arise any occasion for dispensing with their services. If, for any reason, purely assessed on merit basis, if the petitioners have not ended in the selection list and some other candidates are selected then alone, the petitioner shall be replaced by any such regularly selected candidate”.
  5. Therefore, the Project Officers of IT DA s, DDs(TW) and DTWOs are here permitted to engage Contract Residential Teachers (C R Ts) against the (2629) sanctioned Teacher posts (excluding HM Gr.II posts and L F L HM posts)until end of academic year 2019-20 or till the post is filled by a regular candidate whichever is earlier as per the following guidelines:
a).PERIOD OF CONTRACT :
  • i. The contract is against a sanctioned post only. No contract Teacher is permitted against a post not existing.
  • ii. The contract tenure is for one academic year or till the post is filled by a regular candidate whichever is earlier.
  • iii. Services of the teachers taken on contract basis are purely temporary and against the sanctioned posts according to Government M emo.N o.761558/T W.Edn.2/201 S W T W.Edn.Dept., dated.15.05.2019. The contract teachers cannot claim an eligibility for continuing them or for any right whatsoever against such posts as per the orders dated 7.6.2012 of the Hon’ble High Court of Andhra Pradesh i W.A .Nos.204, 205 of 2012 and batch petitions. This condition is to be explicit mentioned in the agreement as well as the orders to be issued to them.
  • iv. Period of the contract will automatically be terminated on the last working day of the academic year or till a regular candidate is appointed, whichever is earliest. This point is to be specifically mentioned in the agreement form enclosed at Annexure-II. The form has to be filled at the time of entering into contract with the teacher.

SELECTION PROCESS of CRTs

In the ITDA Districts 
  • v. For the posts situated in the T W A shram Schools functioning in the IT DA district selection of candidates shall be done through a Committee consisting of Project Officer, IT DA , as Chairman and DD (T W) as member convener and DE (agency)/Dy.DEO in ITDA as a member.
  • vi. In the ITDA districts, only qualified local S T candidates are to be taken as C R T against the vacancies located in Scheduled areas. In case of N on Scheduled areas Rule of Reservation to be followed.
  • vii. The Committee shall review the performance of the S T C R Ts that have work during 2018-19 and analyze the results and renew the contract wherever the performance is satisfactory.
  • viii. C R Ts worked during last year shall be renewed first and left over vacancies, if any shall be filled with fresh applicants based on merit cum roster. The committee shall call for applications from interested and eligible candidates through paper notification and select the eligible candidates duly following the R ule of Reservation.
In the Non ITDA Districts
  • ix. In Non-IT DA Districts the District Collector or any other Officer nominated b District Collector will be the Chairman with DTWO as M ember Convener and DEO his nominee as Member.
  • x. The Committee shall review the performance of the C R Ts that have worked during 2018-19 and analyze the results and take the contract wherever the performance is satisfactory.
  • xi. C R Ts worked during last year shall be renewed first and left over vacancies, if any shall be filled with fresh applicants based on merit cum roster. The committee shall call for applications from interested and eligible candidates through paper notification and select the eligible candidates duly following the Rule of Reservation. 

c)PROCESS OF NOTIFICATION
(xii) A notification shall be issued in the widely circulated Local Telugu News P aper (District Edition) inviting applications from qualified an interested people.

d)MINIMUM QUALIFICATION
(xiii) Minimum qualifications for the teachers posts shall be as per the Service R ules issued by Government vide G O.M s.N o.45, S W(T W.Ser.III/A Department, Dated 28.6.2011.

e).VACANCIES
(xiv) The vacancy position of each district is appended to this order at Annexure-II. The DDs/DT W Os are directed to assess the vacancy position including vacancies arising due to retirement and exclude the vacancies due for promotions and renew C R Ts while issuing fresh notification However DDs/DTW Os should ensure that subject teachers are provided t each Ashram High School & U P School (including the upgraded schools) a per the approved staffing pattern. If post such as School Assistant is not available, a C R T may be taken against a S G T vacancy to teach the require subject.

f).AGE
(xv) Minimum and maximum age limit (with relaxation for reservation categories) shall be as per the Government orders issued from time to time for recruitment of teachers.

g).WEIGHTAGE
(xvi) The weight-age as specified in Annexure-I shall be allowed in the respective categories.

h) PREPARATION OF SUBJECT WISE MERIT LIST:
  • The separate merit lists shall be prepared for each subject/category based on the total weightage secured by the candidates as prescribed in the Annexure-I. Merit cum Seniority of the Renewal C R Ts shall be prepared by calling their details through application (Annexure-III). The merit lists shall be prepared as per the Model Merit lis format attached to this order (Annexure-IV ). Similarly, Merit lists for Fresh applicant shall be prepared duly following the same process, for left over vacancies. The format of Model Merit List is enclosed at Annexure-IV.
i).REMUNERATION
Remuneration payable shall be as follows as per G O.M s.No1. 2 F IN A N C E (HR .I P lg. & Policy) DEPARTMENT, dated: 28.01.2019 and the minimum time scale in R P S-2015 applicable w.e.f., 01.04.2019:
  1. School Assistant Cadre :: extension of Minimum of time scale in the Revised Pay Scales, 2015 (w.e.f. 01.04.2019) Rs.28,940/- P.M.
  2. Secondary Grade Teacher Cadre::  extension of Minimum of time scale in the Revised Pay Scales, 2015 (w.e.f. 01.04.2019)  Rs.21,230/- P.M.
(xvii) The payment shall be made by DD (TW) or DTWO as the case may b through Bank account of the C R T, every month by 5th basing on the attendance certificate issued by the concerned Head M aster. Th expenditure shall be met from HoA 300-O C S of Educational Institution budget.

j).APPLICATION
(xviii) The format of Application is enclosed at Annexure-III.

k).AGREEMENT
(xix) A t the time of approving the contract, selected candidates shall invariably have to execute an agreement bond on R s.100/- stamp paper (Or-2 stamp papers of Rs.50/- each) in the format prescribed in Annexure-V.

l).DUTY PERIOD
(xix) The selected candidates will be directed to report to Head M asters of Ashram Schools on the re-opening day of the New academic year. The have to attend to teaching and supervisory study work entrusted by concerned head Master from time to time.

m).LEAVE
  • (xx) The contract teachers are eligible for one day authorized absence for every completed month of service. They are not entitled for any other kind of leave.
  • (xxi) If a teacher is absent with-out permission or with permission more than one day in a month, proportionate remuneration shall be deducted for the number of days absent.
  • (xxii) If the candidate is absent for a longer period (more than 1 month) disturbing the academic year of the school his/her services may be terminated by giving one month notice.
  • (xxiii) The candidates are eligible for remuneration during Dassera and Pongal holidays.
  • (xxiv) Women C R Ts are eligible for 180 (6 months) days of paid maternity leave, as per the G.O.M s.N o.17 FINANCE (HR .I-P lg. & Policy) DEPARTMENT dated.31.01.2019.
  1. Any violation of above guidelines while engaging teachers on contract basis will be viewed seriously and suitable disciplinary action will be taken against the person responsible for violation.
  2. The entire process shall be completed by 11th June, 2019 and report compliance to this office.
  3. After the completion of the entire process of selection, the particulars of the C R Ts so selected shall be updated in the Jnanabhumi portal of the concerned school.
