8. Information received from the District Educational Officers in the State
  1. The attention of all the regional Joint Directors of school Education and The District Educational Officers in the state are invited to the references read above and they are informed that on completion of rationalization and Teachers Transfer counselling during 2017-18, surplus teachers were kept in respective DEO Pool in some districts. Currently 1088 such teachers are in DEO pool in the State as per the information furnished by the District Educational Officers. District Wise status can be seen in the Table below. Over the period certain teachers were also deployed on work adjustment in needy schools other than where they were transferred to during 2017-18 or prior to that. Further on completion of that promotion counselling as per the Government orders various vacancies aorse in the districts.

  • In view of the above, all the District Educational Officers in the State are requested to conduct counselling for DEO Pool teachers basing on seniority duly counting their total service in that cadre. The Following are the guidelines to be followed while conducting counselling to the DEO Pool Teachers promotion vacancies and teachers on work adjustment in schools.
Secondary Grade Teachers:
  • 1. Priority should be given to the primary schools where there is not even a single teacher
  • 2. Remaining teachers should be allotted to the schools basing on enrollment in descending order.
  • 3. If there is no alternative, the DEO Pool or work work adjustment teacher should not be relieved till DSC candidates are posted in those schools.
School Assistants and Language Pandits:
  • 1. In High Schools, subject teachers and Language Pandits are to be allotted by giving preference to schools where there is not even one subject teacher.
  • 2. Remaining teachers should be allotted to the schools basing on enrolment in descending order.
  • 3. If there is no alternative, DEO Pool/ Work adjustment School Assistants and LPs may not be relieved till DSC candidates are posted.
Physical Education Teachers
  • Newly Sanctioned PET posts for DSC 2018 and existing PET vacancies may be opened for counselling
  • Preference should be given to the schools where no PET or SA PE are working
  • Then allot PETs basing on descending order of enrollment
Therefore all the District Educational Offiers in the state are requested to conduct counselling to the DEO Pool, work adjustment teachers and in promotion vacancies duly following the above guidelines scrupulously and submit compliance on or before 31.7.2019.
