  1. I invite kind attention of the Government to the references cited above. 
  2. In response to the note issued in the reference 1st cited, it is to submit that, in the reference 2nd cited, the Finance Department has requested all the departments of Secretariat to issue necessary instructions to the HoDs under their administrative control to examine the feasibility of reducing the number of DDOs and requirement from unit level to HoD and furnish proposals for rationalization of number of DDOs to Government in Finance Department by 11th January, 2016 to issue necessary orders which will be effective from 1st April, 2016. 
  3. In view of the above, the Social Welfare Department vide G.O.Ms.No.66 Social Welfare(EDN-1) Dept., Dt.18.05.2018 has rationalized the DDOs of Social Welfare Department by withdrawing the Drawing and Disbursing powers of HWOs and declaring the ASWOs as DDOs. 
  4. Further, vide G.O.Ms.No.7 Backward Classes Welfare(E) Dept., Dt.28.05.2018, has withdrawn the Drawing and disbursing powers of HWOs duly declaring the ABCWOs as DDOs for the Hostels under their jurisdiction in order to facilitate the distribution of budget to the ABCWOs and to enable them to incur expenditure under the Head of account (07) Govt., Hostels and (22) College Hostels for Boys and Girls. 
  5. In view of the decision of the Social Welfare and BC Welfare departments for rationalization of the DDOs, the Tribal Welfare Department also submitted proposal to the Government vide reference 6th cited for rationalization of the DDOs by declaring the ATWOs as DDOs. The Government issued G.O.Ms.No.132 Social Welfare(TW.Edn.1) Dept., Dt.14.08.2018 with the concurrence of Finance department withdrawing the Drawing Powers of HMs/HWOs of Tribal Welfare Department and declared the ATWOs of Tribal Welfare Department as Drawing and Disbursing Officer to the Hostels and Ashram Schools under their jurisdiction, to meet the expenditure under (05) Educational Institutions thereby reducing the DDOs and for ensuring the smooth functioning of the Education system. 
  6. Accordingly, vide reference 8th cited, the CEO, APCFMS, Ibrahimpatnam was requested to map the DDOs in the CFMS as per the above said GO. 
But, in the references 9th to 11th cited, the Hon’ble MLA, MLC and office bearers of the Tribal Welfare Teacher Associations have requested to withdraw the G.O.Ms.No.132 Social Welfare(TW.Edn.1) Dept., Dt.14.08.2018
  • a. The post of Head Master in TW Ashram schools is a Gazetted cadre post and higher cadre than the ATWO post G.O.Ms.No.23 SW. Dept., Dated 01.04.2011. 
  • b. All the academic and administrative supervisory powers over teachers of concerned Schools are kept with Head Masters as per virtue and nature of the post vide G.O.Ms.No.54 SW.Edn.(Section-V) Dept., Dated 01.06.2000 but withdrawing the Salary Drawing Powers of concerned teachers from HMs may be leads to failure in School Level Administration More over ATWOs are not competent to supervise the functions of teachers as per their Job chart. 
  • c. The Govt. have fixed the responsibility on Head Masters for making necessary steps for all round Development of the students in the Schools a through proper control over teachers. Accordingly issued Powers and Function Rules-2002 by making Head Masters of High Schools as Drawing and Disbursing Officers vide G.O.Ms.No.40 (Edn. Dept) Dated 07.05.2002 deviation of these orders ma loss our tribal children in Education Development. 
  • d. The procedure followed in other Welfare Departments for changing of DDOs in CFMS is limited to Hostels not for Schools the same is to be followed in our Dept., upto Hostels and Not for Ashram Schools. 
  • e. In respect of Education Department and Panchayat Raj Department High Schools there is No Change/No Deviation was made in Powers and Function Rules-2002, G.O.Ms.No.40 (Edn. Dept) Dated 07.05.2002 HMs as DDOs due to CFMS. 
  • f. It may lead to more hurdles in tribal Education that only 36 ATWOs in the entire state will be Drawing Officers to nearly 6000 Teachers. 
  • Hence, they are requested to consider the genuine request of the AP Tribal Welfare Teachers Union and make necessary amendments for excluding Ashram Schools in these orders of G.O.Ms.No.132 Social Welfare(TW.Edn.1) Dept., Dt.14.08.2018. 

In view of the above, It is submitted that:
  • 1. At present, there are 678 DDOs in the Tribal Welfare department (excluding District Officers). In the said GO, the 678 DDOs were reduced to 36 DDOs (ATWOs). 
  • 2. As ascertained from the School Education Department, though instructions were issued to DTA, AP and CFMS to reduce the School Education DDOs from 4633 to 666 vide Memo.No. 20027/1/2018-BG-II- Finance, Dt.06.05.2018, the instructions have not been implemented so far. 
  • 3. In the representation the Tribal Welfare Teacher Unions represented to exclude the Ashram Schools from the purview of the said G.O. 
  • 4. In this regard, Out of 378 Ashram Schools functioning, Head Master Posts are sanctioned in 185 Schools only. Hence, a decision has to be taken regarding the drawing of salaries for the teachers working in the remaining 193 Ashram Schools without Head Master posts. 
  • 5. The Social Welfare and the BC Welfare departments have already implemented the rationalization of DDOs. 
  • In the circumstances explained above, the Government is requested to kindly issue necessary orders on the representation of the Tribal Welfare Teachers Unions. 
  • Early orders of the Government are solicited in this regard.
