The attention of all the Regional Joint Directors of School Education/ all the District Educational Officers in the State are invited to the reference cited, and it is observed that certain employees / teachers are directly approaching the Hon’ble Public representatives / Principal Secretary to Govt. / Director of School Education for submitting their grievances if any, without adhering to the proper channel and it is hampering the day to day administration to a large extent.
2. In this regard their attention is drawn to Andhra Pradesh Civil Service Conduct Rules 1964, and especially the following:

Rule 20: VINDICATION OF ACTS AND CHARACTER OF A GOVERNMENT EMPLOYEE AS SUCH:- (1) No Government employee shall, except with previous sanction of Government, have recourse to the press or any Court for the vindication of his official act which has been the subject matter of adverse criticism or an attach of a defamatory character in public.

Rule 24: INFLUENCING AUTHORITIES FOR FURTHERNANCE OF INTERESTS:- 
  • (1) No Government employee shall bring or attempt to bring any extraneous influence to bear upon any authority for the furtherance of his interests. 
  • (3) It will be improper for a Government employee who makes any representation to the competent authority through the proper channel, to bother the higher authorities with advance copies there: Provided that a Government employee may send a copy of any representation made to the competent authority through the proper channel, direct to the higher authorities if the representation is made after exhausting such of the statutory remedies as were open to him and after receiving intimation that his representation has been withheld.
3. Therefore, all the Regional Joint Directors of School Education/all the District Educational Officers in the State are requested to circulate the same to all the Deputy Educational Officers / Mandal Educational Officers /Headmasters with a instruction advise the teachers and employees working under their control not to deviate the rules prescribed in Andhra Pradesh Civil Service Conduct Rules 1964 and that if any employee / teacher deviates this procedure action will be initiated as per APCS(CC&A) Rules, 1991.
