Rc.101 Releasing the Expenditure amount at Rs.3 per Child for S-I Question Papers

Rc.101/RVM(SSA)/C1/2013. RVM CCE-Summative- I Question Papers-Guidelines for releasing the expenditure for Summative- I Question Papers @ Rs.3/- per child from Classes I to VIII for the year 2013-14 for printing and supply of test papers to all schools on or before 10th September, 2013 - for Conducting of Summative - I during September/ October 2013.
Difficulties identified in Developing Summative Question Papers
            All the District Educational Officers and the Project Officers of RVM (SSA) in the State are informed that the District Educational Officers of different districts expressed their difficulty in developing Test Items of Summative-I for each school by the teacher's concerned because of the following reasons.
  1. The teachers are still not accustomed to develop summative test items as per the instructions given under CCE. 
  2. The test papers (Test items) consist of different types of questions to cover all the Academic Standards. 
  3. The test items are verbal as well as pictorial making it difficult for the teachers to develop and prepare. 
  4. The test paper of Summative Test - I for primary I upper primary classes of each subject consists not less than 4 to 6 pages. 
  5. Developing Summative - I Test Items (Question Paper) attracts DTP work, Photostat etc., and requires financial support. 
           In this regard, the State Project Director, Rajiv Vidya Mission (SSA), A. P., Hyderabad decided to pay the cost @ Rs. 3/- per child for Summative Test - I towards the cost of paper, printing and supply of the test items to school point.
          Therefore, the District Educational Officers, the Project Officers of RVM (SSA) in the state are requested to conduct a workshop for preparation of District Specific Summative - I/ Question papers at RVM (SSA) in collaboration DCEB basing on Model Summative - I Papers provided by the SPO. The expenditure may be met for conduct of workshop from the Management Cost of DPOs of RVM (SSA) in their respective districts.
            The Project Officers of RVM (SSA) in the state are requested to release @ Rs. 3/- per child from Classes I to VIII to the District Educational Officers for printing and supply of test papers to all schools on or before l0th September, 2013. The expenditure may be met from the Teacher Training budget of 2013-14. Further they are requested to submit the details of released budget to the SPD

RVM Guidelines for Releasing Expenditure Amount for Summative-I Papers
            The APRVM (SSA), A. P., Hyderabad has decided to release the expenditure on Summative - I Question Papers @ Rs. 3/- per child from Classes I to VIII for the year 2013 - 14. For smooth conduct of summative - I, it is requested to follow the guidelines given below:
           The Project Officers of Rajiv Vidya Mission (SSA) are to conduct a workshop to prepare Summative - I Question Papers in collaboration with DCEB. The Resource Persons selected for workshop have to maintain confidentiality.
  1. The expenditure incurred for the workshop may be met from DPO Management Cost of 2013- 14.
  2. The Project Officers of RVM (SSA) concerned have to be careful actual no. of students studying in Class I - VIII only. 10% excess question papers may be permitted. The cost of Rs. 3/- per child is the maximum limit.
  3. The DEOs & P.Os of RVM (SSA) have to take care on reducing unit cost per child (last year some districts have spent less than Rs. 3.00 per child).
  4. The P.Os of RVM (SSA) have to release the amount@ Rs. 3/- per child to the DEOs and they may be asked to submit the bills I vouchers towards the expenditure.
  5. The amount incurred on printing & supply of Summative - I Papers may be met from "Teacher Training'' Head.
  6. The DEOs & P.Os of RVM (SSA) in the state are requested to take necessary care on supply of papers to school point.
  7. The P.Os of RVM (SSA) in the state are requested to send a copy of proceeding issued (to DEOs) regarding amount released towards Summative- I Test Items to the under mentioned.
