I invite your attention to the references cited, All. the RDMAs. and Commissioners of (59) UL13s where Municipal Schools exits are aware that, all the appointing authorities have conducted promotion counselling and completed promotion counselling during Feb, 2019, for the following categories of Municipal Teachers duly following the instructions issued in the references lst to 5th cited,

Class I of Category 1 of Service Rules (Head Master / Head Mistress of High School):- Conduct counselling and issue promotion orders to the Municipal Teachers as per their eligibility and seniority from the categories 01 to 13 of class II (i.e.School Assistants Subjects and Languages). M. Class LE of Category 14 (Headmaster of Primary School-LFL):- Conduct counselling and issue promotion orders to the Municipal Teachers as per their eligibility and seniority from the category 1 of Class III (i.e.SGTs). III) Class 11 of Catego 6 to 12 (School Assistants — Telugu, Hindi, Urdu, Oriya, Tamil, Kannada and Sanskrit):- Conduct counselling to the upgraded posts and issue promotion orders to the Municipal Teachers as per their eligibility and seniority from the Class III of Category 2 to 8 (i.e.L.P.Gr.II).
  3. IV) Class II of Category 1 to 5 (School. Assistants — Maths. PS, BS, SS & English).:-Conduct counselling to the vacant posts kept for promotion and issue promotion orders to the Municipal Teachers as per their eligibility and seniority from the Class III of Category I to 19.

  6. mpi.Council and certain teacher representatives have submitted that the strength of various Municipal Schools have been increased tremendously due to Arntnavodi programme (one of the prestigious programmes under Navaratnalu) introduced by the Government of AP, on the other hand the schools have been suffering a lot due to lack of teachers and hence they are requested to take immediate action for appointment of Part Time Academic Instructors, Further, the Collector and Dist.Magistrate, W.G.Eluru has requested to issue necessary orders for engagement of 24 no. of vidya volunteers to Narsapur Municipality for better result and quality education.
  7. 3. the references 1lth to 14th cited, the Hon'ble TALC and certain Teacher representative and certain teachers have requested this office to take immediate action to release a promotion schedule to the vacant promotion posts which arised after Feb, 2019 in the interest of comprehensive instruction in Municipal Schools.
  8. 4. In the reference 12th cited, necessary instructions have been issued to all the RDMAsand the Commissioners of GVMC and VMC to take immediate necessary action regarding work adjustment and to accommodate surplus teachers to deficit schools purely on work adjustment basis to give quality education to pupils for the academic year 2019-2020 duly following the instructions issued therein and complete the work adjustment exercise by 23.07.2019. Further, time for completion of work adjustment has been extended upto 25.07.2019. Accordingly, all the RDMAs have completed the work adjustment process.
  9. 5. After work adjustment process, it is learned that many schools are functioning without adequate teachers. As such many Municipal Commissioners and Teacher representatives are requested in person and over phone to take immediate necessary action to bridge the gap with Part Time Academic Instructors in view of students interest. Hence, the details have been ascertained from all the RDMAs in the State and as per the consolidated report arrived, still nearly 1418 no. of School Assistants and 487 no. of SGTs are required (after considering with the accommodation of SA-218 + SGTs-882 of DSC-2018 candidates and promotions nearly 192 no of SA posts & 27 HM posts) as per 0,0.Ms.No.210, MA&UD (D1) Dept., dated.23.05.2017. Further as per A.P.Municipalities Act, 1965 Schedule — 11 Municipal School Education is obligatory expenditure for the Municipalities with several provisions like those relating to arranging for instructions in Municipal Schools etc,
  10. 6. In this context, it is decided that the engagement of Part Time Academic Instructors may be taken up in two phases duly considering the promotions in order to effectively manage costs on financial exchequer of the ULB, as detailed below;

1 August 14 to 16 Phase I : Engagement of Part Time Academic Instructors duly factoring in Promotions and Recruitment.
1, RDMAs to assess and communicate ULB Wise Requirement of Part Time Academic Instructors to the LILBs as following:
  • To first arrive at the category wise teacher requirement - ULB wise based on GO 210.
  • To then arrive at the number of Promotion vacancies - ULB wise and category wise to be shown during the Promotions process.
  • To arrive at the Number of DSC Posts notified LIB wise and Category Wise (already notified and available)
  • Arrive at the requirement of Part Time Academic. Instructors at the first stage by duly deducting number of Promotion vacancies from the number of requirement arrived at point (a)
  • Communicate the requirement of Part Time Academic Instructors so arrived to the ULBs and follow up on their positioning as per the
  • guidelines stipulated in Annexure, till DSC-2018 candidates joins.
2 August 16 to August 31 Promotions to Teachers as per the Instructions and Time Schedule in Table-II & Simultaneous positioning of Part Time Academic Instructors,
3 August 31 Anticipated date of DSC Recruitment.
4 September 1 -3 Submission of Reports for final (phase II) engagement of Part Time Academic Instructors to the RDMAs concerned basing on;
  • Still Existing Deficiency due to delay in DSC, non fillup of promotion vacancies etc.
  • Any Additional requirement necessitated due to new reform Policy etc.

7. Therefore, all the RDMAs and the Commissioners of GVMC and VMC are hereby instructed to take up the above activities for engagement of Part Time Academic Instructors to the needy schools in view of students interest as per the guidelines stipulated in the Annexure (enclosed) scrupulously and for taking further necessary action for effecting promotions to the vacant posts arised (i.e.after effecting promotions during Feb, 2019) which is meant for promotions to the categories mentioned in the above para no. l (I) to (V) as per the rules in force and keeping in view of the instructions/clarifications issued by the Government and this office from time to time, subject to outcome of pending court cases on the subject in the matter accordingly, duly following the following schedule, without fail.

  • 8. Further, all the appointing authorities are also instructed that the promotions should be confined to the extent to vacancies earmarked for promotion only as per Service Rules. Any deviations in this regard will be personally held responsible. Further, all the RDMAs may be requested to avoid sought for unnecessary clarifications in this regard.
