  • In supersession of the guidelines issued on certificate verification of the selected candidates to the District Collectors vide reference cited 3 above, following guidelines are here with communicated for implementation. These guidelines are only indicative in nature and for any clarifications, respective each departmental Notification for recruitment may be referred to.
  • Government has issued notifications for recruiting about 1.26 lakh functionaries in Village and Ward Secretariats for effective and transparent delivery of public services. 14 written examinations have been conducted for recruitment of 19 different posts which commenced on 01.09.2019 and completed by 08.09.2019.
  • It is informed that results of DSC Examinations have been released by the Hon'ble Chief Minister on 19.09.2019 and the marks scored by each qualified candidate are made available in the Grama-sachivalayam website. The schedule of following activities shall be planned at District level.
  • In order to complete selections and issue appointment orders by 27th Sept 2019, certain lists as explained below are being shared with the districts to facilitate the process of shortlisting of candidates for certificate verification and selection.

1. General Merit List:

  • a. It is the list of all the qualified candidates in the order of merit, who have secured greater than or equal to the qualifying marks for declaring of a candidate as qualified in the selection process i.e. 40% for OC, 35% for BC and 30% for SC, ST candidates. This list contains details of all qualified candidates, their marks, ranks, social category, status of local/non local status, physically challenged, ex-servicemen, sports-persons etc.,
  • b. The list is also hosted in the website for the candidates to check their rank for each post, district wise (for local & non local districts).
2. Preparation of Category wise Merit list 
  • a. About 18 different lists of qualified candidates are prepared social category wise and gender wise. These are OC general, OC Women, BC-A General, BC-A Women, BC-B General, BC-B Women, BC-C General, BC-C Women, BC-D General, BC-D Women, BC-E General, BC-E Women, SC-General, SC-Women, ST-General, ST-Women, Sports, Ex-Service men and Physical handicapped wise. These lists will be use to shortlist the candidates for certificates verification process.

3. Short listing of Candidates for Certificate Verification 
  • a. The list of candidates selected in the Open Category shall be prepared first and all other reserved category lists may be prepared subsequently. Social Category wise merit lists be used for crosschecking and ensuring that no social category person gets missed out. As a measure of verification, the first candidate of any reserved category candidate must have secured less marks than last candidate in the open category.
  • b. All the district level heads of DSC shall immediately open roster books and prepare roster lists to enable shortlisting process. The number of vacancies notified for each post, district wise and Social category wise are available in the recruitment Notifications which are available on Grama-sachivalayam website. These Notifications may be referred to, while preparing roster registers. All these posts belong district cadre. However, in case of any doubt/discrepancy, respective HoDs may immediately be contacted for clarification so as to complete the selection process by 27th Sept 2019.
  • c. Reservations and eligibility in terms of General Rule 22 of AP State and Subordinate Service Rule are applicable and as amended from time to time
  • d. There shall be Reservation to Women horizontally to an extent of 33 1/3% as per G.O. Ms. No. 63, GA (Ser-D) Dept., dated:17.04.2018.
  • e. Reservation to BC-E group will be subject to the adjudication of the litigation before the Honourable Courts including final orders in Civil Appeal No. (a) 2628-2637 of 2010 in SLP NO. 7338-97 of 2010, (dated, 25.03.2010) and orders from the Government.
  • f. Based on the Roster provided by the respective Departments, the District Heads of the Departments shall shortlist the candidates on 1:1 basis (one candidate for one post) for original certificates' verification. 
  • g. Soon after the manual shortlisting of the candidates for checking the certificates process the respective District Heads of Departments shall update the list of candidates shortlisted., in Grama-sachivalayam website using the module provided and the logins created for them.

4. Call Letter

  • a. A Call letter shall be sent to all the shortlisted candidates by the respective District Heads of the Department through E-Mail or handing over a physical copy (upon verification of credentials of the candidate) at the district office of the respective departments for attending the original certificates verification from 23.09.2019.
  • b. Call letters can be generated using the module available in the website. Candidates should be informed the time, Date, Slot and Location of the verification place.
  • c. Call letter shall contain the instructions to upload all their certificates of qualification as mentioned in their application form in the website before attending for physical verification of certificates.
  • d. The candidates shall be informed to bring two sets of attested copies of all the relevant certificates along with two passport size photos at the time of verification and to submit to the verification board.
  • e. A model Call letter to the candidates for attending to certificate verification is enclosed herewith.

5. Place of Verification

  • a. The verification process may be conducted at the District Head Quarters preferably in a single place like an Engineering College, or any Government institutions. In case of multiple locations necessary steps may be taken for smooth supervision of the verification process.

  • c. Required number of Computers with data connectivity shall be arranged at the verification center for teams, which are to be used for verification of the uploaded certificates with the Original Certificates submitted by the candidates.
  • d. It is advised to establish a help desk to aid the candidates coming for verification on any genuine requirements.
  • e. Private caterers may be encouraged to organize Food stalls for supply of food and refreshments on payment by the candidates.

6. Verification Process

  • a. All eligibility conditions of the candidature and appointment shall be followed as stated in the respective departmental notifications. The Verification of original certificates of candidates should start from 23.09.2019. The Departments should constitute sufficient number of verification teams so as to complete the verification by 25.09.2019. As there are 14 departments are having village level functionaries in the Village Secretariats, Department wise verification boards may be constituted under the supervision of respective department district head 
  • The Candidate has already indicated his/her preference for a post if he/she has applied for multiple number of posts (applicable to those posts for which common exam is held) at the time of filing application, which is final.
  • d. The candidate has also indicated the 'Local' district that he/she belongs to and his/her preference for three districts where he/she be considered as the Non-Local candidate.
  • The following certificates of the candidates shall be verified as mentioned in the application form:
  • i. A copy of application of the candidate downloaded from the VSWS site shall be collected.
  • ii. Date of Birth of candidate may be verified by taking a copy of SSC certificate/Birth Certificate.
  • iii. Certificates of qualifications required for the applied post may be verified with reference to Original pass certificates and consolidated marks memo.

Following certificates required for local status may be verified based on applicability:

  1. 1. For Regular study candidates (Bonafide/Study Certificates from 4th class to 10th class).
  2. 2. For Private study candidates (Residence Certificate) (Though these days Revenue dept is not issuing the Residence certificates, since Presidential Order — GO M.S.No. 674, GA (SPF-A) Department dated, 20.10.1975 insists on production of Residence certificates to confirm the local status of the candidates who have not studied in any formal educational institutions, Dt Collectors may issue suitable instructions to the Tehsildars to issue Residence certificates for the limited purpose of claiming the local status)
  3. 3. Candidates who migrated from Telangana to Andhra Pradesh between 2nd June,2014 and 1st June, 2019 (in this case till date of notification) as per terms laid down in circular memo no.4136/SPF & MC/2015-5, Dated.20.11.2017 of Government of Andhra Pradesh shall obtain the Local Status Certificate from competent authority and produce at the time of verification.
  4. v. For Visual and Hearing impaired candidates studied in special schools, as per G.O.MS. No. 104, dated: 24.03.2000 issued by General Administration Department, Residence Certificate of parents shall be verified.
  5. vi. Community certificates issued latest by Tahsildar shall be verified for all the Reservation Candidates (BC, SC and ST).
  6. vii. Non creamy layer certificate issued latest by Tahsildar for all the BC candidates shall be verified.
  7. viii. Differently abled (PH) candidates certificate issued by SADERM shall be verified for the PH candidates.
  8. ix. Ex-service man candidates certificate issued by Competent Authority shall be verified for the Ex-service man candidates.
  9. x. Sports candidates certificates shall be verified as per relevant G.Os and instructions issued from time to time by The Managing Director, Sports Authority of Andhra Pradesh.
  10. xi. NCC instructor certificate, In-service employee certificate, Widow Certificate shall be verified in case of age relaxation availed by the candidate as per the rules in vogue.
  11. h. The candidates who have not attended or not produced original certificates for verification may be given second chance, with reasonable time limit duly considering the timelines stipulated for inauguration of Village Secretariats.
  12. i. After Completion of verification of certificates, an acknowledgment should be issued to the candidate.

7. Appointment Letters

  • a. All appointments are provisional, subject to Two year probation and a consolidated pay as notified.
  • b. After completion of Verification of certificates of candidates on eligibility to appointment to the concerned post the candidature will be processed on 26.09.2019 for issuing of appointment letters.
  • c. Appointment letters will be issued by the District Selection Committee headed by the District Collector from 27.09.2019. The appointment letters will also include the details of time and venue of Induction training programme.
  • d. The appointment of selected candidates will be subject to their being found medically fit in the appropriate medical classification, and if he / she is of sound health, active habits free from any bodily defect or infirmity.
  • e. A model appointment letter for reference will be communicated in due course.
  • f. The appointment of selected candidates category wise shall be subject to various Court Orders passed by the Hon'ble High Court of Andhra Pradesh.
8. Induction Training
a. The Candidates who have received the Appointment letter shall report to the Induction Training programme as mentioned in Appointment letters. The Training Programme will be organized on 01.10.2019 and 02.10.2019
The District Collector and Chairman, DSC's are requested to take all necessary measures for verification of certificates of candidates and ensure genuineness of the certificates produced by the candidates. In respect of doubtful cases, the Collector may consult the respective university/Educational institution/Department for veracity of the certificates.
