ORDER:
  • 1. In the references 1st & 2nd read above, orders were issued according permission to the Chief Executive Officer, Dr. YSR Aarogyasri Health Care Trust, to provide financial assistance to patients who undergo surgeries under Aarogyasri during post-operative recovery period as prescribed by the experts beyond discharge from the hospital @ Rs 225/- per day for the period of recovery prescribed subject to a maximum of Rs.5000/- per month with effect from 1st December, 2019.
  • 2. In the reference 3rd read above, the Chief Executive Officer, Dr. YSR Aarogyasri Health Care Trust has furnished draft guidelines for implementation of post-operative sustenance allowance entitled for 836 procedures of 26 specialties and requested the Government to issue necessary order.
3. Government after careful examination of the proposal, hereby issue the guidelines for implementation of post-operative sustenance allowance as follows:
  • 1) Post-operative sustenance allowance sanctioned vide G.O.Rt.No.550, HM&FW(I.1) Department, Dated.26-10-2019 & G.O.Rt.No.554, HM& FW(I.1) Department, Dated.28-10-2019, is entitled to patients who undergo 836 surgical procedures involved in 26 specialties.
  • 2) The name of the specialties, surgical procedures, duration of recovery and quantum of post-operative sustenance allowance for patients who undergo surgeries/ therapies under Dr. YSR Aarogyasri are appended to the Annexure to this order.
  • 3) Post-operative sustenance allowance shall be fixed @ Rs.225/- per day and Rs.5000/- is the maximum allowance per a month and the total allowance shall be calculated based on the rest period as indicated in the Annexure appended to this order.
Calculation Method:
  1. Ex.1 : In a month(30 days), sustenance allowance is calculated on day basis from day 1 to 22 days (22 x Rs.225 = Rs.4950/-) and thereafter from 23 days to 30 days rest period, maximum allowance is be fixed at Rs.5000/-.
  2. Ex.2 : If rest period is 40 days, for first 30 days (1 month), Rs.5,000/- will be taken and for the remaining 10 days it will be calculated on day basis. The total would be Rs.5,000/- (for first 30 days) + Rs.225 x 10 days = Rs.7,250/-.
  • 4) The eligible patients must submit the details of their Bank Account i.e. Bank Account No, Branch Name, Branch Address & IFSC code and Aadhaar number to the Network Hospitals / Aarogya Mitras before or on the day of the discharge. In case if there is no personal Bank Account number such patient can give the Bank Account number of any other family member as shown in the Health cards.
  • 5) Post-operative sustenance allowance shall be directly credited to the Bank Account of the eligible patients within 48 hours from the time of discharge from the Network Hospitals. In case of failures of banking transactions cheque shall be issued within 72 hours to such patients, from the time of transaction failure. Those cheques shall be distributed with the help of volunteers attached to the respective Village Secretariat/ Ward Secretariat.
  • 6) In case of any grievance, patients or their relatives can contact Aarogya Mitras of Network Hospital where surgery was done or District Coordinators (DC) of Dr. YSR Aarogyasri Health Care Trust District Office or contact respective Ward/ Village Secretariats.
  • 7) In case of, single Pre-authorization with Multi Procedures, Procedure with higher days of recovery, among the procedures treated, shall be counted for sanctioning sustenance allowance.
  • 8) In case of, one patient is given more than one pre-authorization in the same admission period, the pre-authorization with maximum no. of recovery period/ rest period shall be considered for sanctioning sustenance allowance.
  • 9) In case of patients with recurrence of same problem in the same year, post- operative sustenance allowance is sanctioned only for the first-time.
  • 10) In case of oncology patients for both medical and radiation therapies, where multiple cycles are allowed, post-operative sustenance allowance is allowed only for one time, that is for first pre-authorization.
4. The Chief Executive Officer, Dr. YSR Aarogyasri Health Care Trust, Guntur shall take necessary action accordingly, subject to the following conditions:
  • (a) A convergent approach shall be adopted with reference to the existing schemes of PMMVY & JSY already under implementation in respect of "deliveries" so that there is no duplicity of schemes & optimal use of the funds is achieved. Every effort must be made to discourage avoidable C-section deliveries.
  • (b) Proper safeguards shall be put in place by the AHCT for ensuring that the benefits under the scheme accrue to the genuine beneficiaries.
  • 5. This order issues with the concurrence of the Finance (FMU-HM&FW- FIN01) Department vide their U.O. No. FMU0PC(HMF2)/54/ FMU.HM&FW /2019, Dated.27.11.2019.
