  1. As per GO.109 Dated 18.2.2009 Exemption for Exam Fee for SC/ST/BC Students who are appearing for SSC Exams from 2009 Onwards for the first time as Regular candidates and whose parental income does not exceed Rs.24,000/- per annum in urban areas and Rs.20,000/- or land holding not exceeding 2.5 Acres wet land / 5 acres dry land in Rural areas are exempted from the payment of Examination fee . Students with Regular Study up-to Class X in any recognized School can apply as Regular Candidates. Candidates with No minimum qualification prescribed and Without School Study can appear under  Private Candidates. Notification for 2018 for SSC Fee is released vide Re.No. 149/B-2/2013 Dated: 26-09-2013.

Fee Structure for Regular and Private Candidates:
IMPORTANT NOTE:
  • 1. Fee for Regular candidates for all subjects is Rs.125/- 
  • 2. Fee for upto three and less than 3 subjects is Rs.110/- 
  • 3. Fee for more than 3 subjects is Rs.125/- 
  • 4. Fee for Vocational candidates is Rs.60/- in addition to Regular Examination fee of Rs.125/- prescribed for SSC academic courses. 
  • 5. Online Application link will be available in www.bseap.org website. The applications of all the candidates shall be uploaded online without fail.
  • 6. The candidates belonging to Scheduled Castes I Scheduled Tribes and Backward Classes who are appearing for SSC March 2019 for the first time as Regular candidates and whose parental income does not exceed Rs.24, 000/- per annum in urban areas and Rs.20, 000/- or land holding not exceeding 2.5 Acres wet land 5 acres dry land in Rural areas are exempted from the payment of examination fee. As such, the Headmasters are requested to satisfy themselves about the Parental income by insisting upon a certificate issued by the Mandal Revenue Officer as per rules.

  • Government enhanced the Parental income limit in respect of SCs, STs and BCs candidates from Rs.12,000/- to Rs.24,000/- in Urban Areas and from Rs.12,000/- to Rs.20,000/- or Land holding not exceeding 2.5 Acres wet land/ 5acres dry land in Rural Areas, in order to exempt the regular students of SCs, STs and BCs of X class from payment of examination fee with effect from instant Examinations of the year 2009 and onwards.
  • This order issues with the concurrence of Fin (ESE) Deptt vide their U.O.No.31822/551/ESE/08, dt13.11.2008.

In the references read above, the President, Andhra Pradesh Secretariat Association, the Chairman, A.P. JAC, Amaravathi, the Chairman, JAC of employees, Teachers, Workers and Pensioners, Andhra Pradesh and the president, A.P. State Government Pensioners Association, Andhra Pradesh offered their willingness for contribution from the salaries of all employees of Andhra Pradesh Secretariat, Legislature Secretariat, all the last grade employees, all other employees and Teachers and Pensioners including family pensioners of Andhra Pradesh State from the salary of October, 2018 payable on 1st November, 2018 and remit into the Chief Minister’s Relief Fund to donate the same to the victims of “Titli ’’ cyclone of Srikakulam District.

2. Government after careful consideration hereby order that the following deductions shall be made based on the representations of the following associations.

  1. 3. As part of Titli cyclone related rehabilitation and relief activities, it is observed that the scale and effort is huge. Towards this, a separate unit called “TURPU – Titli Uddanam Rehabilitation Program Unit” is set up to channelize the efforts in a focused manner. In this connection it is also noted that there is an outpour of support and response from various quarters /sections line NGOs, Corporates, Associations, individuals etc. Contributions to Chief Minister’s Relief Fund towards the Titli relief and related measures are being made by these quarters/sections of the society at large. Therefore, to ensure a clear demarcation of such donations/contributions received to allow for accountability and transparency it was agreed that CFMS will be leveraged. It is also agreed that, a separate Sub Detailed Head under the existing CMRF HOA will be created to allow for such transparency as well as accountability. Towards this, a PD account will be created to be operated by DDO of CMRF.

  • 4. Owing to the timings of the event, it is not feasible to make the deductions in the pay bill of the month of October, 2018 payable on 1st November, 2018. Hence, CEO, APCFSS is instructed to enable DTA to draw a sum equivalent to the deductions and adjust to the Head of Account mentioned in para 3 above. 
  • 5. All the Drawing and Disbursing Officers of Secretariat Departments/ all Drawing and Disbursing Officers of all the Heads of the Departments and Registrars of all Universities concerned shall ensure that the correct deductions are made from the pay bills of November, 2018 without fail and adjusted against the advance. 
  • 6. The Director of Treasuries and Accounts, Andhra Pradesh, Pay and Accounts Officer, Andhra Pradesh, CEO, APCFSS, Andhra Pradesh and Registrars of all Universities of Andhra Pradesh State shall personally be responsible to ensure that full deductions are made and remitted to the Chief Minister’s relief fund for the purpose of relief of the victims of “Titli’’ cyclone. APCFSS will enable adequate reporting that shall facilitate continuous monitoring of the scheme/program operation and inform the same to the Special Chief Secretary to Government, Revenue (CMRF) Department, Andhra Pradesh. 
  • 7. The Director of Treasuries and Accounts, Andhra Pradesh, Pay and Accounts Officer, Andhra Pradesh, CEO, APCFSS and Registrars of all Universities shall issue necessary instructions to their subordinate officers working under their respective administrative control to comply with the above orders.

As per the provision of Regulation No.8 of the Pension Fund Regulatory and Development Authority (Exits and Withdrawal under the National Pension System) Regulations, 2015, the following provisions have been notified in respect of the Partial Withdrawals under National Pension System:-
  • A partial withdrawal of accumulated pension wealth of the Subscriber, not exceeding twenty-five percent of the contributions made by the Subscriber and excluding contributions made by employer, if any, at any time before exit from National Pension System subject to the terms and conditions, purpose, limits and frequency specified below:- 
A.) Purpose:- A subscriber on the date of submission of the withdrawal form, shall be permitted to withdraw not exceeding twenty-five percent of the contributions made by such subscriber to his individual pension account, for any of the following purposes only:-
  • a. for Higher education of his or her children including a legally adopted child; 
  • b. for the marriage of his or her children, including a legally adopted child; 
  • c. for the purchase or construction of a residential house or flat in his or her own name or in a joint name with his or her legally wedded spouse. In case, the subscriber already owns either individually or in the joint name a residential house or flat, other than ancestral property, no withdrawal under these regulations shall be permitted; 
  • d. for treatment : if the subscriber, his legally wedded spouse, children, including a legally adopted child or dependent parents suffer from any specified illness, which shall comprise of hospitalization and treatment in respect of the following diseases:-  (i) Cancer;
    (ii) Kidney Failure (End Stage Renal Failure);
    (iii) Primary Pulmonary Arterial Hypertension;
    (iv) Multiple Sclerosis;
    (v) Major Organ Transplant;
    (vi) Coronary Artery Bypass Graft;
    (vii) Aorta Graft Surgery;
    (viii) Heart Valve Surgery;
    (ix) Stroke;
    (x) Myocardial Infarction;
    (xi) Coma;
    (xii) Total blindness;
    (xiii) Paralysis;
    (xiv) Accident of serious I Life threatening nature;
    (xv) Any other critical illness of a life threatening nature as stipulated in the circulars, guidelines or notifications issued by the authority from time to time.
  • e.) to meet medical and incidental expenses arising out of the disability or incapacitation suffered by the Subscriber.www.apteachers.in. 
B.) Limits:- the permitted withdrawal shall be allowed only if the following eligibility criteria and limit for availing the benefit are complied with by the subscriber:-
  • 1. The subscriber shall have been in the National Pension System at-least for a period of three years from the date of his or her joining; 
  • 2. the subscriber shall be permitted to withdraw accumulations not exceeding twenty-five percent of the contributions made by him or her and standing to his or her credit in his or her individual pension account, as on the date of application for withdrawal; 
C.) Frequency:- the subscriber shall be allowed to withdraw only a maximum of three times during the entire tenure of subscription under the National Pension System. The request for withdrawal in the specified form, shall be submitted by the subscriber, along with relevant documents to the Central Record-keeping Agency or the National Pension System Trust, as may be specified, for processing of such withdrawal claim through their Nodal Office. Provided that where a subscriber is suffering from any illness, specified in sub-clause (d.), the request for withdrawal may be submitted, through any family member of such subscriber.

Comprehensive Guidelines for CPS 25% With Drawal

On examination of the procedures envisaged by the Pension Fund Regulatory and Development Authority in such matters, the following comprehensive guidelines are issued to all the Subscribers / Nodal Officer.3 (DDO) / Nodal Officer.2 (Treasury / PAO), for seamless process:-
  1. a.) Employee / Subscriber, who is completed three (03) years' of service, shall submit Partial Withdrawal request, to the Nodal Officer.3 (DDO) concerned, through Online CRA System. 
  2. b. Subscriber shall specify certain mandatory information, viz., Percentage of Partial Withdrawal (Max. 25%), Purpose of Withdrawal along with documents / proof for the same. 
  3. c. Subscriber / Employee shall key-in correct bank account details along with proof (Cancelled cheque / Attested copy of Bank Passbook / Attested copy of Bank account statement / Bank certificate). 
  4. d. Subscriber shall affix his / her signature / Thumb impression on the form at the designated place and submit the same to the Nodal Officer.3 (Drawing and Disbursing Officer) concerned. 
  5. e. The Nodal Officer.3 (Drawing and Disbursing Officer) shall check the request submitted by the Subscriber with respect to completeness. He / She shall verify the details of bank account of subscriber with the pay-rolls and also verify the veracity of the claim with respect to purpose of the partial withdrawal request along with supporting documents. 
  6. f. After satisfying with the request of Subscriber / Employee, the Nodal Officer.3 (DDO) shall forward the request along with covering letter to the mapped Treasury / PAO (Nodal Officer.2) in duplicate.www.apteachers.in. 
  7. g. On receipt of physical copy of Partial Withdrawal request from the Nodal Officer.3 (Drawing and Disbursing Officer) in duplicate, the Treasury Officer / PAO (Nodal Officer.2) shall check the information captured in CRA System with physical documents, viz., Name of the Claimant / Subscriber / Employee, Date of entry into Service, Registered Contact No. and Register mail-ID with CRA, Signature of the Subscriber / Employee, authenticity of the claim, etc. and "Authorize" or "Reject" the request; and send the physical documents to the Central Record-keeping Agency, without any delay, for further processing. Extra copy will be stored by Nodal Officer.2 (Treasury / PAO). 
  8. h. He / She shall maintain watch register in the proforma prescribed (annexed herewith) and update it at different stages of the withdrawal process. The Deputy Director, District Treasury concerned shall verify this register and watch the status of the withdrawals and updation of records at periodical intervals. 
  9. i. On receipt of Partial Withdrawal request from the Nodal Officer.2 (Treasury / PAO) in physical mode and Online mode, Central Record-keeping Agency will process the request in CRA System and funds will be directly transferred to Subscribers' bank account through electronic mode on T + 3 basis, as mentioned in the Partial Withdrawal request. 
  10. j. In case, the Subscriber is unable to submit such request due to illness, the family member of the Subscriber / Employee can apply for Partial withdrawal request. Nodal Officer.3 (DDO) must satisfy themselves about the genuineness of such claim and ensure that the bank account provided is that of the Subscriber only. 
  11. Based on different types of partial withdrawal requests, the following documents have been prescribed for the convenience of the Subscribers / Nodal Officer.3 (DDO) / Nodal Officer.2 (Treasury / PAO) and for seamless process of such requests:-

Medical and incidental expenses arising out of the disability or incapacitation suffered by the Subscriber Certificate from Doctor; and expenses vouchers
The Deputy Directors of District Treasuries in the State shall take necessary action to communicate these instructions to all the Divisional Sub Treasuries / Sub Treasuries / Drawing and Disbursing Officers under their jurisdiction by prominently displaying in their Notice Board as well as by way of any other possible communication and see that these instructions are strictly complied with.

As per the instructions of AP DSC 2018 Notification, DSE has made it clear that 20% weightage will be given for Earlier AP TETs. Now there is a doubt that, "How this 20% weightage Will be calculated in this AP DSC 2018 (TET cum TRT) Written Exam". We know that, Basing on ths weightage, final seniority Lists will be prepared. Let us see what is given in the notification and Rules ” . In respect of Secondary Grade Teachers, TET Weightage for Previous TETs plays crucial role in getting the Job, as the B. Ed Candidates are also now eligible for AP DSC SGT Posts, and The Present test is TET Cum TRT which itself contains 20% Weightage also. The candidates who have already qualified in earlier APTETs shall compulsorily write the TET-cum-TRT Test for appointment as Secondary Grade Teacher in Government / Zilla Praja Parishad / Mandal Praja Parishad / Municipality/Tribal Welfare Schools. For this 20% weightage, candidates will be having option either to consider 20% of earlier TET scores or 20% of present marks whichever is higher. Hence let us see the method of calculation of 20% weightage:
Formula for Calculating TET Weightage:
  1. i. For School Assistants (SAs) and Language Pandits (LPs) the total marks shall be 100, out of which 80 marks shall be for the Written Test (TRT) and remaining 20 marks for APTET (20%) Weightage except School Assistant (Physical Education). 
  2. ii. For School Assistant (Physical Education) and Physical Education Teachers (PETs) the total marks shall be 100, out of which 50 marks shall be for the Written Test (TRT), 30 marks shall be for the Physical Efficiency Test and remaining 20 marks for APTET(20%) Weightage. 
  3. iii. For Music Teachers the total marks shall be 100, out of which 70 marks shall be for the Written Test (TRT) and remaining 30 marks shall be for the Skill Test. 
  4. iv. For Craft and Art & Drawing teachers the total marks shall be 100 for the Written Test (TRT) only. 
  5. v. For Secondary Grade Teachers (SGTs) the total marks shall be 100 for the Written Test (TETcumTRT).

Example 1 for SGT - Secondary Grade Teacher
AP TET obtained Marks : 120
AP TET Total Marks: 150
Calculation for 20%= (120/150) x 20 = 16
Hence Your APTET Weightage in this DSC is 16 Marks

Let us assume that you have obtained 70 Marks out of 100 Marks SGT Exam.
AP DSC 2018 Obtained Marks 70
Total AP DSC Marks: 100
Weightage of 20% = (70/100) x 20 = 14

As the Weightage in APTET is MORE than 20% of present AP DSC SGT TET Cum TRT,  TET Weightage will be considered. 
Hence Your Total Marks will be
Total Scored Marks: 70/100
Marks without 20% Weightage: 70-14 = 56
Adding TET Weightage 20% Marks = 56+16 = 72

 (In Other Words Your "Obtained AP DSC Marks + (20% of APTET - 20% APDSC )"
= 70 + (16-14)
= 70+2
=72. Total Final Score is 72.
If the 20% of AP DSC TET Cum TRT is more than 20% of TET Marks, then there wont be any benefit of TET 20% Score.


Example 2 for School Assistants - Lang Pandits

AP TET obtained Marks : 100
AP TET Total Marks: 150
Calculation for 20%= (100/150) x 20 = 13.33
Hence Your APTET Weightage in this DSC is 13.33 Marks

Let us assume that you have obtained 70 Marks in 80 Marks School Asst/LP Exam.
AP DSC 2018 Obtained Marks 70
Total AP DSC Marks: 80

Final Marks for 100 = 80 Marks AP DSC + 20% TET Weightage
= 70 +13.33 = 83.33
