AP Employees Facial Attendance FRBAS FACIAL Attendance FRBAS to All Employees in AP State Attendance by Photography (Facial Recognition Based Attendance System) - Implementation of Attendance by Photography (FRBAS) to all the employees of all levels, across the State

APFRS is an Artificial Intelligence based mobile application to capture clocking data using facial recognition technology.

AP Government have introduced the Attendance by Photography (Facial Recognition Based Attendance) to the Secretaries to Government of all the Departments of Secretariat. The ITE&C Department was requested to develop necessary application (App-based) and bring the entire process operational.

Subsequently, Government have issued orders extending the Attendance by Photography (Facial Recognition based attendance) to all the Heads of Departments also. The ITE&C Department was requested to develop a mobile based application through APCFSS for capturing facial based attendance and to bring the entire process Accordingly, all the Secretaries to Govt., and Heads of Departments have enrolled and marking their attendance regularly. Further, some departments have started implementing it from Secretary level to Village level functionary. Now, Government have decided to implement it in all departments and across at all levels.

Accordingly, Government hereby order to implement the Attendance by Photography (Facial Recognition Based Attendance System) to all the employees of all the categories of Government offices across the State, e., State Secretariat, Heads of Departments, Autonomous Organizations, Collectorates, all Regional, Divisional and District offices, Local Bodies, Mandal, Village level offices, Village and Ward Secretariats, including the persons working on Contract and Out-sourcing basis, for the purpose of attendance and leave management (i.e., CL, Spl. C.L, OH). The Attendance by Photography (Facial Recognition Based Attendance System) shall be implemented to the employees working in the offices of Secretariat Departments, Heads of Departments and District Offices w.e.f. 01-01-2023, and in respect of employees of all other offices w.e.f. 16-01-2023.

According to Rule 13(1) of General Provident Fund (Andhra Pradesh) Rules 1935, Government shall pay to the credit of the account of a subscriber interest at such rate as may be determined for each year according to the method of calculation prescribed from time to time by the Government of India for payment of interest on subscription to the General provident Fund in respect of Central Services.

2. In the G.O.1st read above, the State Government have adopted the interest rate of 7.1% per annum with effect from 01.07.2022 to 30.09.2022 on the following Provident Funds and other similar funds maintained by the Government Andhra Pradesh on par with rates of Government of India.

ORDER: Sub-rules 8(A) and 8(8) of rule-9 of the Andhra Pradesh Civil Services (Conduct) Rules, 1964 reads as follows:-

"(8)(A) The Government or any authority empowered by them in this behalf may, require a Government Servant to render a full and true account of the cash found in his possession at any time and such account shall include particulars of the means by which and the sources from which such cash was acquired.

(8)(8) The Government or any authority empowered by them in this behalf may, by general or special order require a Government servant on duty not to keep cash in his possession beyond a specified sum and to declare the cash in his possession in the manner prescribed."

2. In the G.O. second read above, orders were issued, directing that all employees of all Departments dealing with cash including revenue collecting Departments shall give a declaration as follows:

i) Declaration of personal cash at the time of reporting to duty if in excess of Rs.500/-.
ii) Cash may be declared while on tour if in excess of Rs.10,000/-.

3. In the letter third read above, the Director General, Anti-Corruption Bureau has sent a proposal to the Government to increase the ceiling limit on possession of personal cash by the Government Officials while on duty in office from Rs.500/- to Rs.1000/-.

4. After careful examination of the matter, Government consider that now digital payment Apps are being used in general and otherwise also there is no need to keep more cash. Accordingly, Government direct that all Government employees of all Departments dealing with cash including revenue collecting Departments shall give a declaration of personal cash at the time of reporting to duty, if it is in excess of Rs.1000/- (Rupees one thousand only). The declaration of cash procedure shall be followed as usual.

5. All the Departments of Secretariat, Heads of Departments and District Collectors shall bring these orders to the notice of all concerned Government Officials and implement the above orders scrupulously.

Date sheet Updates: Central Board of Secondary Education has released. The Class 10, 12 time table is available to appearing candidates on the official site of CBSE at cbse.gov.in. The date sheet will carry exam dates, timing and other exam instructions for CBSE 10th, 12th board exams 2023.

The Class 10 or Secondary exam date sheet will begin on February 15 and will end on March 21, 2023. The Class 12 or Senior Secondary examination will begin on February 15 and will end on April 5, 2023. The examination for Class 10, 12 will begin at 10.30 am and will end at 1.30 pm.

The Board has released the practical exams schedule. As per the schedule, the Class 10, 12 practical exams will begin from January 2, 2023 onwards. Candidates can check the exam dates, date sheet, admit card, practical exam instructions and other details latest updates below.

  • 1. Sufficient Gap has been given in between two subjects generally offered by a student in both the classes.
  • 2. Competitive examinations, including JEE Main have been taken care of while preparing the date sheet for Class XII.
  • 3. These date sheets have been prepared by avoiding nearly 40,000 subjects' combinations to ensure that no two subjects' examinations of a students fall on the same date.
  • 4. The time of the start of the examination will be at 10:30 AM (1ST).
  • 5. Date-sheet is issued much in advance so that students can prepare well for their examinations.

In the reference 5°1 read above, the Director of School Education, Telangana has furnished proposal for certain examination reforms for conducting class IX (Final) and Class X (SSC Public Examinations) for all students studying in schools under different managements in Telangana State i.e., Government, Aided, Local Bodies, recognized private schools etc.

3. After careful examination of the matter and in partial modification of orders issued in the references 1st to 4th read above, Government hereby accord permission to the Director of School Education and the Director of Government Examinations, Telangana, Hyderabad to conduct Class IX (Final) & Class X (SSC Public Examinations) with 6 papers instead of 11 papers duly following the norms mentioned below:-

i) No. of  Papers:
To conduct Summative Assessment-I & II for Class IX students and Summative Assessment / & SSC Public Examination for Class X students with 06 papers with equal weightage to all subjects, i.e. 100 marks for each subject with a ratio of 20:80 for Formative Assessments (04) & Summative Assessment-II / SSC Public Examination respectively. 

However, in case of Science subject, the question paper consists of two parts i.e., 
Part I - Physical Science and 
Part —II - Biological Science @ 40 marks each. 
Separate question papers and answer scripts should be given for both Physical and Biological Sciences.

iii) Duration of Examination time:
 The duration of examination shall be 3.00 hours for all subjects, which also includes reading time for question paper, except Science. In case of Science paper, the duration shall be 3 hours 20 minutes, i.e. 1 hour 30 minutes for Physical Science and 1 hour 30 minutes for Biological Science, the additional 20 minutes given is for the collection of Physical Science answer scripts and to issue Biological Science Question Paper after completion of Physical Science Examination.

In case of composite courses, the duration of examination shall be 3.00 hours 20 minutes i.e. 2 hours for Par-I Telugu (03T) / Urdu (03U) and 1 hour for Part —II — Sanskrit (04S) / Arabic (05) / Hindi (08H), the additional 20 minutes given is for the collection of Part-I Answer scripts after completion of Part-I Examination and to issue Part-II Examination Question Paper.

iv) Oriental Secondary School Certificate (OW) Scheme:-
a. Under OSSC Scheme, there are two papers for oriental languages i.e. Sanskrit (Paper-I 23 & Paper-II 24) and Arabic (Paper-I 25 & Paper-II 26) for 200 marks each. The examination shall be conducted in two papers (Paper-I & Paper-II) @100 marks per paper. The Public Examination shall be conducted for 80 marks and 20 marks for formative assessment. The candidate must secure 56 marks out of 160 marks.

b. Further, the candidates should also appear for Part - I Languages as per the SSC Public Examinations Scheme. The Public Examination shall be conducted for 80 marks and 20 marks for formative assessment.

c. Non-Language Subjects: Candidates should appear in any two out of three non-language subjects of SSC Public Examination. However, the candidate should pass at least in one non-language subject. The Public Examination shall be conducted for 80 marks and 20 marks for formative assessment.

v) Vocational Education: 
There shall be no change in the Examination of Vocational Education Scheme, the existing scheme and pattern shall be continued.

4. The Director of School Education and the Director, Government Examinations,
Telangana shall take further necessary action in the matter, accordingly.

The attention of all the Regional Joint Directors of School Education, District Educational Officers and Regional Inspectors of Physical Education in the state are informed that the Government of India developed and launched the Khelo India School Fitness Assessment app.

Fitness is generally divided into specifc ftness categories or components, and each can be tested and trained individually. The following will help to do the Fitness Test Administration in schools more efectively using Khelo India Fitness Assessment App and viewing the school Dashboard on School Interface.

AGE GROUP 5-8 YEARS CLASS 1 to 3
From classes 1-3, children should acquire Fundamental Movement Skills (FMS) leaving the learning of specifc physical activities to later stages. FMS provides the building blocks for many physical activities, such as playing games, dances, and sports, Locomotors, Manipulative & Body Management abilities are key to success in most sports and physical activities. The ability of children in classes 1-3 in which need to be measured and tracked are

Further, all the Regional Inspectors of Physical Education in the state are instructed to conduct district level one day orientation classes through Webex in between from 02-01-2023 to 10-01-2023 to all the Physical Education Teachers (SA-PE/PETs) in their region with prior intimation to concerned District Educational Officers. The District School Games Secretaries are instructed to fx the date for a one-day orientation class.

Therefore, all the District Educational Officers in the state are instructed to give necessary instructions to all the Physical Educational Teachers SA(PE)/PETs and Headmasters of all the management schools including private recognized in the state for proper utilization of Khelo India School Fitness Assessment app effectively and see that the registration and assessment of students should be completed by 25-01- 2023 without fail.

Subject: Partial Withdrawal for NPS Subscribers
PFRDA has issued a circular no: PFRDA/2021/3/SUP-ASP/3 dt.14.01.2021 on partial withdrawals under NPS through self-declaration for the benefit of subscribers as a special dispensation to cope with the Covid pandemic in order to protect the subscribers' interest and ease the burden of nodal officers including POPs from verification and authorization. The circular also provided for the option of submission of the partial withdrawal requests by the subscribers through their nodal office/POPS as per the prevalent practice.

2.In terms of the said circular, the online requests of the Subscribers directly processed in CRA system post Instant Bank Acct Verification through penny drop, without the need for the authorization by the associated nodal officers/POPs. It has benefited the subscribers during the Covid pandemic and immobility caused due to lock downs in various parts of the country to contain the spread of corona.

3.With the abating of the pandemic-related difficulties & relaxation of lock down restrictions, the issue examined after taking into consideration of the prevalent practices, circumstances and law, it has been decided to make it mandatory for all the Government sector subscribers (Central/ State Govt & Central/State Autonomous Bodies) to submit their requests through their associated nodal offices.

4.The subscribers belonging to the voluntary segment of the NPS (All citizens and Corporate) may continue to use the process as mentioned in the cited circular.

The above instructions shall come into effect from 01/01/2023.

ORDER:-

Government in the G.O. 1st read above, introduced the e-office system and Biometric Attendance in Secretariat, Heads of Departments/ Autonomous Organisations and all the District offices in the State in order to provide transparent, efficient and time bound services to the public.

2. Government in the G.O.2nd read above, have introduced the Attendance by Photography (Facial Recognition Based Attendance) to the Secretaries to Government of all the Departments of Secretariat. The ITE&C Department was requested to develop necessary application (App­ based) and bring the entire process operational.

3. Subsequently, Government in the G.O.3rd read above, have issued orders extending the Attendance by Photography (Facial Recognition based attendance) to all the Heads of Departments also. The ITE&C Department was requested to develop a mobile based application through APCFSS for capturing facial based attendance and to bring the entire process operational. Accordingly, all the Secretaries to Govt., and Heads of Departments have enrolled and marking their attendance regularly. Further, some departments have started implementing it from Secretary level to Village level functionary. Now, Government have decided to implement it in all departments and across at all levels.

4. Accordingly, Government hereby order to implement the Attendance by Photography (Facial Recognition Based Attendance System) to all the employees of all the categories of Government offices across the State, i.e., State Secretariat, Heads of Departments, Autonomous Organizations, Collectorates, all Regional, Divisional and District offices, Local Bodies, Mandal, Village level offices, Village and Ward Secretariats, including the persons working on Contract and Out-sourcing basis, for the purpose of attendance and leave management (i.e., CL, Spl.C.L, OH). The Attendance by Photography (Facial Recognition Based Attendance System) shall be implemented to the employees working in the offices of Secretariat Departments, Heads of Departments and District Offices w.e.f. 01-01-2023, and in respect of employees of all other offices w.e.f. 16-01-2023.

5. The ITE&C Department is directed to take immediate action to develop and expand necessary Mobile Application through Andhra Pradesh Centre for Financial Systems and Services (APCFSS) for all the employees of above said Offices for capturing Facial Recognition Based Attendance, in consultation with the Departments concerned.

6. Government hereby designate the ITE&C Department as Nodal Department for implementation of Facial Recognition Based Attendance, development of required software, attending the technical and software related issues of the Departments and to bring the entire process operational by 01-01-2023 for Secretariat Departments, Heads of Departments and District Offices and by 16.01.2023 for all other Offices. The General Administration (PU) Department is the Monitoring Department for implementation of Attendance by Photography.

7. The ITE&C Department, the MD & CEO, APCFSS, the Departments of Secretariat, all Heads of Departments, Collectorates, and the Offices as mentioned at para ( 4) above shall take immediate action accordingly.

AP Teachers Transfers 2022 Seniority List Preparation procedure

  • After completion of the verification process of the received online applications, the seniority lists are prepared.
  • Total Service points, School Station points, Special Points, Spouse Points, re-apportion points, Union Points, Old station points (for eligible teachers) are added and final total points are given to the teachers 
  • The seniority lists are prepared based on the total points obtained by the teachers. 
  • The teachers who got more points will be placed at the top of the seniority list. 
In case of a Tie in Points secured: In case, the entitlement points of two or more applicants are equal then
  • a. The seniority in the cadre shall be taken into account.
  • b. Priority to the candidate based on the date of birth (Senior) besides guideline (a) above.
  • c. Women

Order of the Preferences in AP Teachers Transfers Seniority List 2022

The preferential categories occupy the top places in the Teachers Transfers Seniority list. 
The following categories shall be taken precedence in the seniority list, in the order given below, irrespective of their entitlement points.
  1. a. Visually Challenged/Orthopedically Challenged employees (i.e., those with not less than 70% of disability)
  2. b. Employees having mentally challenged children can be transferred to a place where medical facilities are available, provided there is a vacancy.
  3. c. Medical grounds for the diseases viz of Cancer, Open Heart Operations/Organ Transplantation, Neuro Surgical Operations, Kidney Transplantation/Dialysis can be transferred to the places where such facilities are available. The medical condition should be either self or spouse or dependent children or dependent parents.
  4. d. Widows
  5. e. Legally separated females (Re-married Candidates are Not Eligible).
  6. f. Spouse of the service person in Army/Navy/AirForce/BSF/CRPF/ CISF
  7. g. Ex-servicemen in Army/Navy/Air Force/BSF/CRPF/CISF now working as a teacher shall be considered.
After completing the above category of employees, the general seniority list of the remaining teachers begins basing on the total points obtained by the teachers in descending order.

Further, after the issuance of G.O.Ms.No.187 & 190, several representations have been received from the Headmasters (Gr.II)/ Teachers from all corners of the State on various points i.e., against CSE Procgs Dt:14.10.2021 – adhoc places; re-apportionment points; NCC; Municipal; Disability; Conversion; DIETs etc. and they have also fled several cases in the Hon’ble High Court of A.P. Accordingly, list of all court cases on Transfers, 2022 (12.12.2022 to 23.12.2022 – 142 cases) were communicated and instructed the field level functionaries to go through the orders of the Hon’ble High Court A.P and take necessary action strictly as per the orders of the Hon’ble High Court.

Further, as per the schedule specified in the G.O., the Competent Authorities displayed the provisional seniority lists and invited objections and the same will be redressed by the authorities and the final seniority list along with entitlement points will be displayed on the website on 26.12.2022. All representations of Headmasters (Gr.II)/Teachers is herewith forwarded to the Regional Joint Directors of School Education/ District Educational Officers.

Therefore, all under-mentioned officers are requested to dispose off/redress each and every representation of Headmasters (Gr.II)/ Teachers strictly in accordance with the guidelines issued by the Government. If any irregularity is noticed by the undersigned, necessary action will be initiated against the concerned officers as per the rules.

The attention of the Regional Joint Director of School Education & District Educational Officers in the State are invited to the references cited and all are aware that, the Government in G.O.Ms.No.187, School Education (Ser.II) Dept., Dt:10.12.2022 has issued detailed guidelines for the transfer of Headmasters (Gr.II), School Assistants (SAs), and equivalent cadres, Secondary Grade Teachers (SGTs) and equivalent categories working in Government, Zilla Praja Parishad and Mandal Praja Parishad Schools in the State during Academic Year 2022-23. Accordingly, detailed instructions were issued to the feld-level functionaries to follow the guidelines issued by the Government in G.O.Ms.No.187 strictly adhering to the timelines specifed in the G.O.

Further, after issuance of G.O.Ms.No.187, several teachers have approached to the Hon’ble High Court and fled writ petitions on various points (majorly on CSE Procgs Dt:14.10.2021 – adhoc places; re- apportionment points; NCC; Municipal; etc.,). This ofce has issued detailed instructions on each W.Ps to the Government Pleader for Services. III, School Education Dept., from time to time with the updated information. In the G.O 1st read above, Government have issued orders for the Andhra Pradesh Teachers (Regulation of transfers) Guidelines, 2022.

2. In the reference 2nd read above, the Commissioner of School Education has proposed certain amendments to the G.O. 1st read above and requested to issue necessary orders.
