    Remittance of Examination Fee through Online:

    The Board of Intermediate Education A.P., has decided to collect the Examination & other fee through IDBI Bank, Ring Road Branch, Vijayawada and State Bank of India, Machavaram Branch, Vijayawada by on-line transfer from the existing college Accounts to B.I.E Account of the concerned banks through e-challan generated in https://jnanabhumi.ap.gov.in/ for First Year & Second Year regular and ex-failed students (Gen &Voc), including attendance exempted candidates for IPE March 2024 on or before the due dates. The Principals have to confirm examination fee as per following NR wise.

    The Principals of the colleges, who do not have their account in the above banks, are also informed to pay the fee through the generated challan provided in the BIE web site https://jnanabhumi.ap.gov.in/ in the above banks only.

    At the first instance, the Principal has to confirm the fee paid by candidates NR wise as shown above. Then select the Bank to be remitted i.e., IDBI Bank /State Bank of India. Generate the e- challan which shows the amount and bank to be remitted. The Principal can generate any number of challans. Once the candidates name is shown as paid it will not be shown again. The Principal has to pay the fee for the left over candidates only. The bank will not accept challan for payment after the due date.

    Separate e-challan is to be used for each category i.e., General/Vocational, ENR Candidates and Additions.

    The Principals of all the Junior Colleges are requested to arrange for collection of examination fee in the office only up to the due dates prescribed and remit the same through online to the B.I.E Account in IDBI Bank or State Bank of India on the next working day. The consolidated list of fee paid candidates in respect of candidates who paid the examination fee should be handed over to the R.I.O concerned immediately.

    Improvement Provision for Second Year passed Candidates:

    The candidates who have passed two year Intermediate course in the year 2022 & afterwards can improve their performance within two years. They can avail only two chances during this period. The passed candidates of IPE March 2022 can appear for Improvement in I.P.E March, 2024 as last chance, if they did not avail two chances in the previous IPEs/IPASEs. The candidates who wish to improve their performance have to appear for all the Second year papers including Practicals (OR) to appear for all papers of first and second year including Practicals. The successful candidates have an option to retain the present performance or past performance which is beneficial to the candidates.

    Attendance Exemption for IPE 2024

    The Principals of the Govt. Junior Colleges should accept the examination fee in respect of Private candidates (without college study) after thorough scrutiny and after satisfying about their eligibility to appear for Intermediate Public Examinations (IPE), March 2024 and submit online data Print out (Nominal Rolls) of these candidates. The examination fee once paid will neither be refunded nor adjusted, in case the candidate is found not eligible to appear for IPE, March 2024.

    The requirement of Eligibility Certificate is dispensed with and no longer sought for candidates who have passed their S.S.C. or its equivalent examination from Board / University other than Andhra Pradesh as long as such Board / University is recognised by Council of Boards of School Education in India (https://www.cobse.org.in/recognized-educational-boards-list/).

    All the private candidates who are granted exemption from attendance (without college study) have to answer the papers on par with the syllabus prescribed for the regular students of the academic year 2023-24. Candidates who have a gap of two years after passing the qualifying examination i.e., S.S.C. or its equivalent examination are eligible to appear for both first and second year.

    Special Instructions for Intermediate Public Examinations, March 2024.

    1. It is observed that most of the Principals are deleting the names of the fee paid candidates from the ENR and approaching this office later with various reasons for inclusion. All the Principals are instructed to make DELETIONS in the ENR only of those candidates who fail to pay the fee even with penalty. Any wrong DELETIONS made in the ENRs will be viewed seriously and the Principals shall be personally held responsible for such lapses.

    2. Please do not accept Examination fee without copy of the Memo of Marks.

    3. No Hall ticket will be issued to the candidates for IPE March, 2024 without photographs and the Principal of the college will be held responsible for not uploading photographs of any candidate.

    4. Photograph of the candidate should be less than 200 kb (Dimensions:3.5x2.8cm) and Signature of the candidate should be less than 50 kb (Dimensions:1.5x2.8cm).

    5. The Principal of the college will be held responsible for uploading the details, photographs and signature of the candidates correctly.

    6. Examination fee particulars statements (List of Candidates) and original Marks Memos shall be enclosed to the ONLINE FEE PAID candidates separately.

    The Principals of the colleges are requested to furnish correct Category Codes in the Nominal Rolls/Online. Non-furnishing of correct Category Codes will lead to wrong declaration of results and the Principals will be held responsible.

    The above due dates are applicable to both 1st & 2nd year Regular & Private/failed (General and Vocational students), Attendance exempted private candidates appearing for Humanities only (without college study) and change of group candidates who wish to appear for the ensuing Intermediate Public Examinations, March 2024. This is also applicable to candidates who have already got exemption from BIE AP as private candidates and have appeared during or prior to IPE/IPASE 2023.There will be no further extension of due dates for payment of examination fee.

    As such, all the Principals and the managements are requested to give wide publicity to the above Due Dates among the Students, Parents and Staff of their respective Colleges and a copy of the same should be displayed on the college Notice Board also.

    Further RJDs, DVEOs, DIEOs and RIOs are instructed to closely monitor the process of collection/payment of Examination fee of IPE March 2024 and see that all students should pay the examination fee within the stipulated time.

      Read the following:-

      ORDER:

      In the State of Andhra Pradesh, the pensionary benefits of the employees recruited on or before 31-08-2004, are governed by the provisions of the Andhra Pradesh Revised Pension Rules, 1980, issued in the reference 1st read above, as amended from time to time. The aforementioned Rules follow the framework of a 'Defined Benefit' (DB) scheme.

      2. The Government of India has replaced the existing Old Pension Scheme(OPS), a 'Defined Benefit' scheme financed on a pay-as-you-go basis, with a "Defined Contribution' (DC) scheme viz. the New Pension Scheme (Contribution based Pension Scheme), now called the National Pension System (NPS), for the Central Government employees, vide the Notification No. 5/7/2003-ECB & PR, dated 22-12-2003, of the Department of Economic Affairs, Ministry of Finance, Gal. The NPS was made mandatory for all new recruits to the Central Government service (except the armed forces) w.e.f. 1st January, 2004.

      3. After the enactment of the PFRDA Act, 2013, as per Section 20 of the Act, the pension scheme notified on 22-12-2003 has become the National Pension System (NPS) under the Act. The NPS is now regulated under the PFRDA Act, 2013 & the regulation framed thereunder by the Department of Financial Services and PFRDA.

      4. The Government of Andhra Pradesh (GoAP), in the references 2nd to 4th read above, has adopted the Government of India's National Pension System (NPS), also known as the Contributory Pension Scheme (CPS), based upon the Defined Contribution architecture, for the employees of the State recruited on or after 01-09-2004.Further, in the reference 4th read above, the option to receive invalidation pension or family pension was extended in the case of premature exit due to invalidation/death & in the reference 5th read above, the benefit of retirement gratuity/death gratuity was extended to the NPS subscribers.

      5. After the adoption of the National Pension System (NPS) framework, the GoAP has received several representations from the employees associations of the State Government for de-adoption of CPS & restoration of OPS. To address the concerns of employees, to review CPS Scheme, and to assess the options available, an Expert Committee was constituted under the Chairmanship of Sri S.P. Tucker, IAS (Retd.), former Chief Secretary to Government of Andhra Pradesh, vide the G.O. Rt.No.2052, Finance (HR-3-Pension-I) Department, dated 28-11-2018.

      6. In the aforementioned context, the GoAP, in the reference 7th read above, has constituted a Group of Ministers (GoM) to review the Expert Committee report and furnish its recommendations to the Government for taking a decision in the matter, & in the reference 8th read above, has also constituted a Working Committee to advise the GoM. 

      The GoAP has also engaged services of specialised agencies for undertaking detailed studies in the matter. After a thorough examination of the various issues by the GoM & the Working Committee, & multiple discussions with the Employees Associations & other stakeholders, the GoAP has formulated the Andhra Pradesh Guaranteed Pension System(APGPS), that seeks to replace the uncertainty of not knowing what one would receive as pension from a fully market-linked CPS, with a scheme where the pension is known during service and is guaranteed. 

      To ensure the financial security of the CPS employees, the Andhra Pradesh Guaranteed Pension System(APGPS), also seeks to addresses certain genuine concerns of the current CPS subscribers, which are not are not provisioned in the existing National Pension System (NPS) framework, viz. spouse pension upon death of the retired APGPS subscriber, cost of living adjustment, a monthly minimum guaranteed pension, & health care scheme for the retired APGPS subscribers.

      7. The Government, after a careful consideration of the entire matter, and keeping in view the welfare of the employees under the Contributory Pension Scheme, while also ensuring fiscal sustainability & inter-generational equity, hereby order to implement the Andhra Pradesh Guaranteed Pension System, 2023, notified vide the reference 9th read above, as detailed hereunder.

      Implement AP GPS 2023 Guaranteed Pension Scheme Rules

      i. It shall extend to all the employees who are recruited on or after 1-9- 2004 and whose pay and allowances are drawn from the Consolidated Fund of the State, including all the tiers of all the Rural and Urban Local Bodies, Universities, etc., and have opted to subscribe to the Andhra Pradesh Guaranteed Pension System.

      ii. It shall come into force with immediate effect.

      iii. The APGPS Subscriber shall be guaranteed the following benefits under the Act, subject to the provisions of sub-section (4) of Section 6 of the Act.
      • a. Top-up amount to ensure a monthly Guaranteed Pension at the rate of fifty percent (50%) of the !ast drawn basic pay, in case of a shortfall in the annuity received by the retired APGPS Subscriber.
      • b. Top-up amount to ensure a monthly spouse pension at the rate of sixty percent (60%) of the Guaranteed Pension, in case of a shortfall in the annuity received by the spouse of the deceased APGPS Subscriber.
      • c. Cost of Living Adjustment on the last drawn basic pay as per inflation adjusted dearness relief, as per the rules notified under this Act.
      • d. Top-up amount to ensure a monthly minimum Guaranteed Pension of Rs.10,000/- (Rupees Ten thousand only) in case of short fall in the annuity received by the APGPS subscriber.
      • e. Health Care Scheme for the retired APGPS subscribers.

      iv. Conditions of eligibility for availing benefits under APGPS

      1. The APGPS Subscriber shall become eligible to receive the benefits under the Guaranteed Pension System subject to sub­ section (3) of Section 6 of the Act and the following conditions:
      • a. Rendering of a minimum of ten (10) years of qualifying service, if retiring on superannuation.
      • b. Rendering of a minimum of twenty (20) years of qualifying service, if retiring from service on voluntary retirement.
      • c. Rendering of a minimum of thirty-three (33) years of qualifying service, if retired by the Government in the public interest.
      • d. Rendering of a minimum of ten (10) years of qualifying service, if retiring from service on Medical Invalidation.
      2. The APGPS Subscriber shall not be entitled to the benefits of APGPS in the following situations.
      • a. Retired from service due to resignation.
      • b. Dismissal from service, removal from service & compulsory retirement arising from disciplinary action.
      3. If there are any disciplinary or judicial proceedings pending against the APGPS subscriber at the time of retirement, the benefits specified under Section 3 shall become payable only after conclusion of the disciplinary /judicial proceedings, as per the rules notified under the Act.

      4. In case the APGPS subscriber dies while in service, the conferment of benefits shall be as prescribed under the rules.

      v. Registration into APGPS.

      1. The existing NPS subscribers shall exercise the option to subscribe to APGPS within the period as prescribed in the rules under APGPS Act,2023.

      2. Employees who join service after notification of the Act shall exercise the option to subscribe to the APGPS at the time of joining the service.

      3. The detailed process and procedure for APGPS Registration shall be detailed in the Rules notified under this Act separately.

      4. Subscribing to APGPS shall not affect in any way, the monthly contributions made to the NPS by the employees and the employer as per the relevant Rules and executive instructions in force.

      vi. Amount of Guaranteed Pension and the Methodology.

      1. Upon retirement of the employee, the purchase of the annuity plan from an Annuity Service Provider shall be made in accordance with the rules notified under this Act, duly utilizing the accumulated pension corpus in the individual pension account.

      2. The Guaranteed Pension shall consist of the Annuity Component and the Top-up Component as specified below:

      a. The Annuity Component is the annuity receivable by the APGPS subscriber based on the annuity plan selected as per sub-section (1) of Section 6 above.

      b. Top-up Component is the amount receivable by the APGPS subscriber, if any, so that the subscriber receives Guaranteed Pension as specified under this Act.

      3. Calculation of Guaranteed Pension and the Top-up Component shall be as prescribed in the rules notified under this Act.

      4. The part withdrawals and the final withdrawal made by the APGPS subscriber shall result in a proportional reduction in the Guaranteed Pension as prescribed in the rules notified under this Act.

      5. It shall be competent for the Government to withhold or withdraw the Top Up component or a part therefrom, in accordance with the prescribed rules.

      vii. Spouse Pension upon death of the retired APGPS subscriber.

      1. In the case of death of the retired APGPS subscriber, the spouse shall receive Spouse Pension at the rate of sixty (60%) of the Guaranteed Pension, consisting of the Annuity Component and the Top- up Component as specified below:

      a. The Annuity Component is the annuity receivable by the spouse based on the annuity plan selected by the APGPS subscriber as per sub-section (1) of Section 6 of the Act.

      b. Top-up Component is the amount receivable by the spouse, so that he/she receives the Spouse Pension as specified under the Act.

      2. The process, procedure and conditions for determination, processing, sanction, authorization & disbursal of the Spouse Pension shall be governed by the prescribed rules under the APGPS Act,2023.

      viii. 1.The authorities concerned with registration, processing, sanction, authorizing and disbursement of the benefits to the APGPS subscribers under the Act shall be prescribed under the rules.

      2. The Government shall designate an office to perform the functions of record keeping, accounting, administration and grievance redress for APGPS subscribers.

      8. Government will issue the rules separately for implementation of the APGPS Act 2023 duly following the stipulated procedure.

        Essential Qualifications

        i) A Master‘s degree with 55% marks (or an equivalent grade in a point-scale wherever the grading system is followed), or an equivalent degree from an accredited foreign university.

        ii) Besides fulfilling the above qualifications, the candidate must have cleared the National Eligibility Test (NET) conducted by the UGC or the CSIR, or AP - SLET/AP SET.

        Who have been awarded a Ph. D. Degree in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of M.Phil./Ph.D. Degree) Regulations, 2009 or 2016 and their amendments from time to time, as the case may be, exempted from NET/AP-SLET/AP-SET.

        Provided, Candidates registered for the Ph.D. programme prior to July 11, 2009, shall be governed by the provisions of the then existing Ordinances / Bye-Laws / Regulations of the Institution awarding the degree and such Ph.D. candidates shall be exempted from the requirement of NET/ AP-SLET/ AP-SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities/ Colleges/ Institutions subject to the fulfilment of the following conditions:

        • a) The Ph.D. degree of the candidate has been awarded in a regular mode;
        • b) The Ph.D. thesis has been evaluated by at least two external examiners;
        • c) An open Ph.D. viva voce of the candidate has been conducted;
        • d) The Candidate has published two research papers from his/her Ph.D. work, out of which at least one is in a refereed journal;
        • e) The candidate has presented at least two papers based on his/her Ph.D. work in conferences/seminars sponsored/ funded/supported by the UGC / ICSSR/ CSIR or any similar agency.
        • The fulfilment of these conditions is to be certified by the Registrar or the Dean (Academic Affairs) of the University concerned.

        The Ph.D. degree from a foreign university/institution with a ranking among the top 500 in the World University Ranking (at any time) by any one of the following: (i) Quacquarelli Symonds (QS) (ii) the Times Higher Education (THE) or (iii) the Academic Ranking of World Universities (ARWU) of the Shanghai Jiao Tong University (Shanghai).

          AP GIS GO 111 Revised GIS Tables from 1.10.2022 at 7.1% Interest Instructions

          In the reference 1st read above, orders were issued for introducing Group Insurance Scheme to the State Government Employees in place of Family Benefit Scheme with effect from 01 -11- I 984. According to Para 9 of the reference I st read above, the accumulations of Savings Fund part and Insurance Fund part shall carry interest at the rates prescribed by Government from time to time.

          In the reference 2nd read above, orders were issued for apportioning the subscription of each unit of Rs.10/- between Insurance Fund and Savings Fund in the ratio of Rs.3.125/- and Rs.6.875/-respectively.

          In terms of the recommendation of the Committee constituted to review the working of the Andhra Pradesh State Employees Group Insurance Scheme in Government orders 3"' read above, orders were issued for revision of rate of subscription of each unit from Rs.10 to Rs.I5 with effect from 01-11-1994. The apportionment of the subscription of each unit Rs.l5/- between Insurance Fund and Savings Fund was fixed in the ratio of Rs.4.50/- and Rs.10.50/- respectively with effect from 0l-11-1994. The amount of Insurance coverage will be Rs. 15, 000/- for each unit of subscription.

          The rate of interest on accumulations of Savings Fund of the Member of the Scheme and the interest on the Insurance Fund from time to time is as follows

          Government has constituted a committee for preparation of Tables for calendar year 2016 onwards on par with CGEGIS tables. The Committee has prepared a simplified table for maturity value of one unit for the calendar year 2016 and in Continuation of the government orders the table for 4th Quarter of Calendar Year 2022 ,1st Quarter and 2nd Quarter of Calendar Year 2023 is prepared at the applicable interest rates 7.1% per annum.

          The Sanctioning Authorities / Drawing and Disbursement Officers / Treasury Officers /District Audit Officers / Pay and Accounts Officers / Director of Works and Accounts are requested to keep in view of the appended Table while sanctioning and making the final payments under Group Insurance Scheme for proper implementation of the Scheme. Further, the following instructions shall also be scrupulously followed:

          1. The Head of the Department / Drawing and Disbursement Officer shall be held responsible for sanctioning the Group Insurance Scheme final payments. If any excess Payments are found, the difference amount shall be collected from the sanctioning authority and such Officers are liable for disciplinary action.

          2. The Drawing and Disbursement Officer shall recover the correct rate of subscription according to the eligible group of employees. For any excess/less recovery, the Drawing and Disbursement Officer concerned shall be held responsible.

          3. The Director of Insurance, Andhra Pradesh, Amravati, and lbrahimpatnam shall conduct a regular Audit of all claims paid under Group Insurance Scheme and send a report to the Head of the Department concerned.
          4. The Head of the Department concerned shall take action against the erring officials who are responsible for the excess / less recoveries wherever they are detected

          5. Any excess payment made, if found during the Audit by the Directorate of Insurance, the same shall be immediately recovered from the concerned and remitted through e-challan to the Head of Account i.e. 8011-107-01 by the Drawing and Disbursement Officer and the fact of remittance shall invariably be communicated to the Directorate of Insurance.

          6. If an employee's subscription at any period if not recovered during his Service the total subscription along with interest shall be recovered from the payments admissible to him.

          7. All the Heads of Offices should take prompt action for recording the necessary subscription entries in the Service Registers of the employees under proper attestation every year at the close of March and a Certificate shall be recorded in the Service Book of each employee that subscription to the Scheme at the appropriate rates have been recovered for the period from April to March. The entries shall be attested by the Drawing and Disbursing Officer.

          8. As per G.O.Ms.No.910, Finance (Admn.11) Department, Dated: 28.10.2002 "Sanctioning authority shall send a copy of sanction orders of the Group Insurance Scheme Payment including calculation slip to the Directorate of Insurance for verification".

          9. As per G.O.Ms.No.225, Finance (Admn.II) Department, Dated:22-06-2010 the revised pay slabs as per RPS 2010 and its Corresponding Slabs in the Revised Scales of Pay, 2015 & 2022 for Classification of Groups and Compulsory deduction of subscription units applicable to the corresponding groups as shown below.

          In view of the above circumstances stated above and after careful examination of the matter, Government hereby order that the revised rate @7.1% p.a. 1st Oct 2022 on the Andhra Pradesh Group Insurance Savings Funds shall be allowed to continue up to 30-06-2023. Further, it is ordered that instructions prescribed should be followed scrupulously. The revised Table is annexed in Annexure I and some illustrations are also given in Annexure-II.
