O R D E R:
The Commissioner, Health & Family Welfare, A.P., Vijayawada in his proposal read above, has stated that there have been cases of children becoming orphans because of sudden death of parents due to COVID. To assure safety and sustenance of such children and to provide relief to them, he has requested the Government to issue orders for providing an ex-gratia for an amount of Rs. 10,00,000/-(Rs.Ten Lakhs only).
2. Government after careful examination, herby accord permission to the District Collectors in the State to sanction for an amount of Rs.10,00,000/- (Rs. Ten Lakhs only) towards ex-gratia to each child who has become an orphan due to COVID-19, subject to the following eligibility conditions:
  • a. Only Children upto age of 18 years as on date of application are eligible for the ex-gratia.
  • b. Children whose both parents died due to COVID-19.
  • c. Children with single parent (one parent already expired earlier) who has died due to COVID-19.
  • d. The family income is below the poverty line and has a PDS Card to certify the same.
  • e. There should a positive test result indicating the prevalence of Covid in the deceased.
  • f. Only those who are not benefiting from any other insurance programme of the Government shall be considered.
3. Further, the following District Level Committee is hereby constituted with the following members for verifying the eligibility criteria to sanction the ex-gratia as ordered at para(2) above:

1.Collector and District Magistrate Chairman
2. District Medical and Health Officers Member
3. The Project Director-Women and Child Welfare Member- Convenor

The Project Director, Women and Child Welfare shall submit the list of eligible children duly scrutinizing the applications before the District Level Committee for its approval.

4. The following are the modalities for disbursing the ex-gratia amount to the eligible children who become orphans due to COVID-19:
  • (i) Rs.10,00,000/- (Rs. Ten Lakhs only) ex-gratia sanctioned shall be deposited in any Nationalized Bank decided by the District Collector.
  • (ii) The Bond shall be handed over to Child.
  • (iii) The Child can draw the ex-gratia amount of Rs.10,00,000/- (Rs. Ten Lakhs only) after completion of 25 years of age into his/her bank account.
  • (iv) Till such time, the interest accrued on this deposit of Rs.10,00,000/- shall be transferred on a monthly/quarterly basis to his/her bank account for regular use.
5. This order issues with the concurrence of Finance (FMU-HM&FW) Department vide their U.O.No. FIN01-FMU0MIC/192/2021-FMU-HMFW (C.No.1412141), dated 19.05.2021.

6. The Commissioner, Health & Family Welfare, A.P., Vijayawada/District Collectors in the State shall take necessary action accordingly.
