YSR Cheyutha Scheme - Verification Process - Sanction / Work Flow Process - Eligibility 

Sub: RD – YSR Cheyutha - Proposal for release of 2nd instalment of Rs. 18,750/- under financial assistance @ Rs.75, 000/-per member to the women of BC, SC, ST & Minority communities who are in the age group of 45 to 60 years – SOP, Work Flow & Eligibility criteria for addition of New members who are entering in to the age of 45 Years, deletion of Deceased Beneficiaries from the existing list, and removal of beneficiaries who have Crossed 60 Years of age – Issued.

In the reference 1st cited, Government have issued orders sanctioning a New Scheme named as “YSR Cheyutha” under “Navarathnalu” for sanction of financial assistance of Rs.75,000/- in four phases (in four years) to the women belonging to BC, SC, ST and Minority Communities who are in the age group of 45 to 60 years (except the women beneficiaries already covered under YSR Pension Kanuka) towards their financial empowerment, through various Welfare Corporations.
2. In the circumstances reported by the Chief Executive Officer, Society for Elimination of Rural Poverty, A.P., Vijayawada in the reference 3rd cited, and after careful examination of the matter contained therein, the Government hereby accept the following “Work Flow” along with SOP & Eligibility criteria for addition of New members who are entering in to the age of 45 Years, deletion of Deceased Beneficiaries from the existing list, and removal of beneficiaries who have Crossed 60 Years of age for implementation of “YSR Cheyutha” Scheme:-

Step: 1
Holding of a Video conference by the Principal Secretary, PR & RD if required with all the Corporation Managing Directors and GSWS on Mobile application modules screen developed by GSWS for data collection of women beneficiaries who are entering into the Age of 45 years as on 12th August for addition, collection of data of deceased existing beneficiaries and the beneficiaries who have crossed 60 years for deletion from existing data base.

Training on SOP (Standard operational procedure) data collection of women beneficiaries who are entering into the age of 45 as on 12th August and collection of deceased existing beneficiaries for deletion from the existing data base and removal of present beneficiaries who were Crossed 60 Years of age, to the MPDOs and Municipal commissioners, welfare & Education Assistant (WEA) Ward welfare & Development secretaries (WWDS) and village/ward Volunteers on identification process through mobile app.

Discussions held with MNCs for extending end to end tie up, hand holding support for YSR Cheyutha Beneficiaries, Shortly MoUs will be entered with these MNCs. Based on the expertise and type of livelihood s they support, beneficiaries choice towards establishing type of livelihood has to be collected during data collection.

Door to door Survey through mobile Application by the Village/Ward Volunteers for data collection of women beneficiaries who are entering into the age of 45, collection of deceased existing beneficiaries for deletion from existing data base and removal of present beneficiaries who have Crossed 60 Years of age.

14. Details of employment in Government (Salaried/Pensioner)
15. Details of Monthly electricity consumption of family dwelling unit (<=300 units).

Validation and Re-verification of the eligibility criteria with Department APls. Social Audit - Display of Draft eligible beneficiaries who are entering into the age of 45years, deceased and ineligible applicants list i.e. who have Crossed 60 Years of age, in Village/Ward Secretariats.
Time-Line: 30.5.2021 to 3.6.2021

Step: 6
Finalization of eligible and ineligible lists by concerned MPDOs / Municipal Commissioners and forward the same to respective District Level Executive Directors of BC, SC, ST & Minority Corporations.
Time -Line: 4.6.2021 to 7.6.2021
Step: 7
Executive Directors of BC, SC, ST and Minority Corporations will obtain the Approval of the District Collectors.
Time - Line: 8.6.2021 to 10.6.2021

Step: 8
Receiving approved data from all districts corporations through online by SERP. Approved list shall be referred to CFMS.
Time -Line: 11.6.2021 to 15.6.2021

Step: 9
Preparation of Corporation wise requirement of budget
Submit Proposal to Finance for adjustment of funds to corporation PD A/c.  Validation of Beneficiary Bank Accounts by CFMS
Display of final eligible list in A3 size at Village/Ward Secretariats.

Step: 10
Preparation of bills in CFMS
Issue of sanction proceedings for release of funds
Approval of Bills by MDs of Corporations
Time-Line: 19.6.2021 to 23.6.2021

Step: 11
Launching of the YSR Cheyutha Scheme’ 2nd Instalment’ releases by the Hon'ble Chief Minister
Transfer of amount to the Beneficiaries Bank Accounts through DBT from CFMS.
Time - Line: in the month of June 2021

3. The Chief Executive Officer, Society for Elimination of Rural Poverty, Directors of GVWS&GSWS Department and the Managing Directors of the concerned Corporations shall take necessary action in the matter.
