ORDER
  1. In the reference 1st cited, orders were issed by the Government, according sanction for upgradation of 10224 Posts of Language Pandit Grade.II to that of School Assistant (Languages) and 2603 Posts of Physical Education Teacher to that of School Assistant Physical Education and for filling up of the posts by way of promotion.
  2. In the reference 2nd cited, Government have issued orders for filling up of the posts of upgraded posts of Language Pandits and Physical Education Teachers working in MPUP/ZP/Government High Schools with in the Parent Management.
  3. Hence, all the Regional Joint Directors and District Educational Officers in the State are requested to take up promotion to the posts of upgraded Language Pandit and Physical Educational Teachers as per the instructions issued in the G.O.2nd Cited.
  4. The District Educational Officers are instructed to ensure/re-confirm availability of posts upgraded in respective Schools.
The above process shall be completed as per the Schedule given below.

The Government vide G.O1st read above, have accorded sanction for up-gradation of 10,224 posts of Language Pandits Grade-II as School Assistant (Languages) and 2,603 posts of Physical Education Teacher as School Assistant (Physical Education) and for filling up of the posts by way of promotion.
2. The Commissioner of School Education, A.P, Ibrahimpatnam in the references 2nd and 3rd read above has requested for guidelines on implementation of the G.O 1st read.
3. The Government vide reference 4th read above, have accorded permission to the Commissioner of School Education, A.P to implement G.O.Ms.No.91 dated:17-12-2018 for filling up of the posts of upgraded Language Pandit posts with Language Pandits.
4. The Commissioner in the letter 5th read has requested for re- examining the entire issue and suitable orders for promoting Language Pandits as well as SGTs having requisite qualifications to the said up- graded posts.
5. After careful examination the entire matter, Government hereby accord permission to the Commissioner of School Education, A.P. to implement the G.O 1st read above by allowing promotions within the parent management duly following the guidelines issued below:-
i. Upgraded Posts of Language Pandit shall be filled with Language Pandits / Secondary Grade Teachers. The Secondary Grade Teachers having the following qualifications shall be considered for promotion.

  • iv. In the case of Language Pandits and PETs, who are ineligible / under suspension /under major or minor penalty/ absconding from duty etc. shall be continued in the same (present) upgraded post with their own scale of pay.
  • 6. Further, these orders are issued based on the data obtained from the concerned DEOs and hence, if any eligible SGTs, PETs and Language Pandits are found left out at a later date, the DEOs concerned shall be responsible for such omission.
  • 7. The Commissioner of School Education, A.P. shall take further necessary action in the matter, accordingly.

NCERT Diploma in Guidance and Counselling for Teachers

NCERT Diploma in Guidance and Counselling for Teachers. NCERT Diploma Course in Guidance and Counselling – 2020. NCERT announces a one-year Diploma course for training of professionals in guidance and counselling, combining distance and face-to-face modes. The course aims at enhancing the skills and competencies of teachers to promote holistic development of pupils and handle their academic, socio-emotional, and ethical problems.
The course is open to teachers, teacher educators, school administrators and untrained guidance personnel from India.
The course will be transacted in three phases, i.e. distance (six months; January – June, 2020), face-to-face contact programme at respective study centres (three months; July – September, 2020), and internship in home town (three months; October – December, 2020).
Admission to eligible candidates will be offered at DEPFE, NCERT, New Delhi and Regional Institutes of Education at Ajmer, Bhopal, Bhubaneswar, Mysore and Shillong. Maximum no. of seats at each centre will be 50.
Government deputed candidates will be preferred. Advance copy will be considered for screening of applications. NCERT's decision will be final in matters of admission.   • Screening of candidates will be done by a committee following a selection criteria.   1. In the reference 1st & 2nd read above, Govt. have issued orders extending the same benefits to the Physically Handicapped students and Mentally Handicapped (Challenged) for the SSC and Intermediate examinations under Open School System by the AP Open School Society, Guntur on par with the formal education system.
  2. 2. In the reference 4th read above, the Director, A.P. Open School Society, AP., Guntur has reported that, Government have issued common concessions and exemptions to the Children with Special Needs (CwSN), appearing for the SSC public examinations under formal education system, vide reference 3rd read above, in suppression of previous orders in this regard, so as to retain them in the schools and to encourage them to compete their secondary education successfully.

He has therefore, requested to permit him to adopt the above G.O., for extending the same exemptions and concessions (as detailed hereunder) to the Children with Special Needs (CwSN) appearing for SSC Public Examinations conducted by the A.P. Open School Society, Andhra Pradesh under open school system, subject to the production of original medical certificate issued by the Medical Board with minimum of 40% disability.

Ms. No.14 SE (Prog.II) Dept., dated. 31.01.2019 for extending the concessions and exemptions as detailed above, to the Children with Special Needs (CwSN) appearing for the SSC examinations by the APOSS in supersession of previous orders, subject to the production of original Medical Certificate issued by Medical Board with a minimum of 40% disability.

Details of the Memo is as follows:
  1. In the reference lst cited, orders were issued according sanction for up-gradation of 10224 posts of Language Pandit Grade.II to that of School Assistant (Languages) and 2603 posts of Physical Education Teacher to that of School Assistant (Physical Education) in the pay scale of Rs.28940-78910 in the Revised Pay Scales, 2015, which shall be filled by promotion.
  2. 2) In the reference 2nd cited. the Commissioner of School Education, A.P. has requested the Government to issue necessary orders on implementation of G.O. 1st cited and upgradation of the above said posts keeping in view of certain legal issues.
  3. 3) The Special Government Pleader, High Court of Andhra Pradesh, in his letter 3rd cited, has given his legal opinion on the above issue, concluding that the Grade-II Pandit posts upgraded under G.O.Ms.No.91 could be confined only to those teachers whose post is upgraded. Cross promotion of SGTs to Language is not contemplated in G.O.Ms.No.91. The purport, of G.O.Ms.No.91, dated 07.12.2018 is judicious and acceptable in the light of Supreme Court directives on equal pay for equal work. But for the provision under G.O. Ms.No. 11, 12 and 74, the SGTs have no inherent right to shift from their regular line of promotion to that of S.A. Languages which involves distinct mode of requirement test. The operation of status quo on the common service rules framed under G.O.Ms.No. 73 and 71 dated 20.09.2017 do not have the effect of interdicting the operation of G.O.Ms.No. 14 and 15 dated 05.02.2017_and it is always open for the Government to operate the said two G.Os. That apart, the G.O.Ms.No.91 issued for up-gradation of Grade-II Pandits posts stands on its own without reference to the service rules. It is a beneficial policy of the Government in favour of the Grade-II Pandits who are working on lower scale while possessing SA (Language) qualifications and discharging the similar duties in, their job chart.
  4. 4) After careful examination of the entire matter, Government have observed that in view of the policy decision of conversion of all schools into English Medium and greater emphasis on Telugu as a subject requires a more focused approach to language teaching. This requires language teachers of the highest caliber with professional language teaching skills. Hence, the recommendation of the Commissioner of School Education, AP to implement G.0.1. cited and as opined by Special Government Pleader that the purport of G.0.1. cited is judicious and acceptable in the light of Supreme Court directives on equal pay for equal work is in line with the avowed policy of the government to improve the quality of education in all schools. Therefore, Government hereby accord permission to the Commissioner of School Education, A.P. to implement the G.0.1. cited.

Keeping in view of the above, Government hereby accord approval for incorporating, “Andhra Pradesh Corporation for Outsourced Services”, under Section 8 of the Companies Act, 2013, as a non-profit organization, which will be under the administrative control of General Administration Department.

In the reference 1st read above, a screening committee has been constituted under the chairmanship of Chief Secretary to Government for selection of suitable Government officers for posting as Project Officers, (ITDA), Project Directors, DRDA / DWMA, PD(Urban) MEPMA etc. and PO, RVM(SSA) and framed comprehensive guidelines for considerations of certain category of officers for the said posts.
  2. 2. In the reference 2nd read above, the Commissioner of School Education, AP and the State Project Director, SSA, AP have stated that the Project Officers, SSA do not have the required administrative set up at the divisional and Mandal Level where they have to get work done in association with the Mandal Educational Officers etc., who report to the District Educational Officer. As such, there has to be coordination between the Project Officers, SSA and Dy. Educational Officers/ Mandal Educational Officers and District Educational Officers. The Project Officers (SSA) are independently reporting to the District Collector & Chairman of SSA without knowledge of the District Educational Officer & Ex-Officio District Project Coordinator. Due to the parallel activities taken up by the District Educational Officer and the Project Officers (SSA), there are several practical gaps at the field level resulting in poor supervision of academic and administrative activities of schools at field level. This is also creating dual reporting system and issue of conflicting directions and varying expectations. Further, initiating disciplinary action against the officers engaged from other departments for misappropriation or mismanagement is also difficult issue. Engaging the services of officers from Education department as Project Officers (SSA) who shall report to District Educational Officer and Ex-officio District Project Coordinator (SSA) will ensure single line administration and optimum utilization of available resources. Therefore they have requested to review the orders issued in the reference 1st read above and discontinue the existing system duly amending the provisions with regard to appointment of PO (SSA) for implementing Samagra Shiksha Programme.

Government after careful examination of the matter have observed that the Ministry of HRD, Govt. of India has completely revamped the SSA to provide holistic support to Primary and Secondary Education. The Union Budget, 2018-19, has proposed to treat school education holistically without segmentation from pre-nursery to Class XII. Samagra Shiksha - an overarching programme for the school education sector extending from pre-school to class XII has been, therefore, prepared with the broader goal of improving school effectiveness measured in terms of equal opportunities for schooling and equitable learning outcomes. It subsumes the three schemes of Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education (TE). Accordingly the same spirit needs to percolate to the State and District level so that the synergistic working of Commissioner of School Education and Samagra Shiksha Society will provide maximum impetus to the functioning of the School Education ecosystem. Therefore Government decided to revamp the current system, which is in total disarray and hereby order to withdraw the post of Project Officer, Sarva Shiksha Abhiyan (Rajiv Vidhya Mission) from the purview of orders issued in the reference 1st read above and framed guidelines as follows:
  4. i. The nomenclature of the post of Project Officer, SSA shall be changed as “Additional Project Co-ordinator, Samagra Shiksha".
  5. ii. District Educational Officer shall be Ex-officio District Project Coordinator, Samagra Shiksha.
  6. iii. The officers from the School Education Department i.e, DeputyEducational Officers / Assistant Directors (with B.Ed.)/Grade-I HMs shall be appointed as Additional Project Coordinator (Samagra Shiksha).
  7. iv. The Additional Project Co-ordinator, Samagra Shiksha shall report to the District Educational Officer & Ex-officio District Project Coordinator.
  8. v. In the absence of availability of officers from the School Education Department, the officers in the cadre of Deputy Educational Officers with the B.Ed qualifications from the Welfare Departments of Social Welfare, Tribal Welfare, B.C. Welfare with minimum 3 years experience and aptitude for community mobilization for upliftment of SC, ST, BC Minority and CWsN (Children With Special needs).
  9. vi. The officers identified shall be with unblemished record and shall not have any disciplinary cases pending against them.
  10. vii. The tenure of such deputation shall not be more than three years. If the services are not satisfactory within that period such officers shall be repatriated.

ORDER:
  • Articles 261 to 272 of Andhra Pradesh Financial Code, Vol-I deals with opening, operation and lapsing of funds of Personal Deposits Accounts. In the G.O. 1st read above, Government have issued detailed instructions for withdrawal of funds from Personal Deposit Accounts. All the Personal Deposit Accounts are classified into three (3) categories viz., Category-A: Non-Lapsable Deposits; Category-B: Lapsable Deposits as per Codal Provisions&Category-C: Lapsable Deposits as per Government Orders. In the G.O. 2nd read above, detailed instructions were given on norms for upholding Public Finance Accountability to be observed before release and drawal of Government funds.
A review of PD Accounts’ operations,outlined in G.O. Ms. No.: 43, from 2000 to 2019, revealed the following deficiencies
  • a.) Tedious process in opening of a new PD Account
  • b.) Reconciliation issues between the AG and the Treasury
  • c.) Inaccurate and not a meaningful classification
  • d.) Inability to track the source of funds in PD Accounts
  • e.) Non-lapsing of amounts from PD Accounts
  • f.) Discrepancies in fund balances
  • g.) Parking of funds in Bank Accounts
  • h.) Self-drawals from PD Accounts
  • i.) ORDER:
  • After careful examination of the proposal from the Commissioner of School Education, AP, Amaravathi in the reference 6th read above, and keeping in view the recommendations of National Curriculum framework-2005, interventions of Draft New Education Policy 2019 and recommendations of core group constituted by the Commissioner of School Education for Examination reforms and in consonance with the Government’s policy on reforms in SSC Public Examinations in the reference 5th read above, the following orders are issued with immediate effect.
  • 2. The orders issued in the reference 1st read above will be continued with respect to other examination reforms except SSC Public Examinations. The orders issued by the Government and in furtherance of orders issued by the Commissioner of School Education in earlier instances in respect of conduct of SSC Public Examinations are hereby annulled.
  • 3. The following examination reforms for SSC Public Examinations will come in to force w.e.f SSC Public Examinations, March 2020 and onwards.
(i) The Blue Print:
To ensure quality in assessments, the Blue Print is modified with a shift from assessing rote learning to conceptual understanding and higher order thinking skills of the students viz., Critical, Creative, Logical, and Analytical thinking through appropriate assessment tools. Question paper contains 4 sections:
  • 1. Objective type (Answer should be in one word / Phrase, No choice)
  • 2. Very Short answer Type ( Answer should be in One or Two sentences, No choice)
  • 3. Short answer (Answer in Two to four sentences, No choice)
  • 4. Essay Type (Answer in Eight to Ten sentences, Internal choice)

(ii) Answer Booklet:
  • Director of Government Examinations shall make arrangements to supply 24 page ruled/dotted single answer booklet to the students for writing the examinations. The Commissioner, Printing, Stationery & Stores Purchase Department, AP shall meet the expenditure for this purpose.
(iii) Duration of the Examination:
  • 1. It shall be 2.45 hrs, including Reading of Question Paper – 15 min, writing of Answers – 2.30 hrs
  • 2. OSSC Main Language/First Language Composite Course – 3.15 hrs.
  • 3. Second Language – 3.00 hrs.
(iv) Development of Confidential Material:
  • 1. The current practice of DEOs/District Common Examination Boards contributing to frame Question Papers for Class-X Examinations is hereby discontinued.
  • 2. The Director, SCERT shall be entrusted with the responsibility development of question papers for SSC Public Examinations for class-X duly engaging the Assessment Cell and coordinating with the Director, Government Examinations. The Commissioner of School Education shall define and delineate the roles of SCERT and DGE to bring in alignment to improve quality and maintaining confidentiality in this aspect. 
(v) Paper wise Grades in Marks Memorandum:
  • In addition to the existing mention of subject-wise grades, paper-wise grades secured by the students are to be mentioned in the SSC marks memorandum.
  • The Director, Government Examinations shall take steps for modifying the SSC Marks Memorandum to indicate the paper-wise grades, subject- wise grades secured by the students.
  • 4. The Director, SCERT shall take necessary steps in ensuring dissemination of the Blue Print and should be ready for further clarifications if necessary.
  • 5. The Commissioner of School Education, Andhra Pradesh, the Director, SCERT, AP and the Director, Government Examinations, AP shall take further necessary action in the matter accordingly.

75% Jobs to Local Candidates in Andhra Pradesh AP Employment of Local Candidates Industries/ Factories Rules, 2019. Labour Employment Training & Factories Department – The Andhra Pradesh Employment of Local Candidates in the Industries/Factories Act, 2019 (Act No.29 of 2019) - Rules - Issued. The Govt of AP has released Andhra Pradesh Employment of Local candidates in the Industries/ Factories Rules, 2019 vide G.O.Ms.No.21. Dated:14.10.2019 providing 75% Reservation to Local Candidates of Andhra Pradesh. Any person who has been living in the State of Andhra Pradesh for more than 10 years shall be eligible to claim local status for the purpose of this Act.

  1. రాష్ట్రంలో కర్మాగారాలు, ఫ్యాక్టరీల్లో స్థానికులకే 75 శాతం ఉద్యోగాలు ఇచ్చేందుకు ఉద్దేశించిన చట్టానికి సంబంధించి ప్రభుత్వం సోమవారం నిబంధనలు జారీ చేసింది. వీటిని కర్మాగారాలు, పరిశ్రమలు తప్పనిసరిగా పాటించాలి. రాష్ట్రంలో ఉన్న పరిశ్రమలు, కర్మాగారాలు, పబ్లిక్‌–ప్రైవేట్‌ పార్టనర్‌షిప్‌ (పీపీపీ) కింద నడిచేవాటితోపాటు జాయింట్‌ వెంచర్స్‌లో ఖాళీలు భర్తీ చేయాల్సి ఉంటుంది. ఇందులో సాంకేతిక, అత్యంత నైపుణ్యం, నైపుణ్యం ఉన్న, నైపుణ్యం లేని వారిని కూడా తీసుకోవాలి. జనవరి నుంచి మూడు త్రైమాసికాల్లో నియామకాలు చేయాలి. ఈ నియామకాలకు సంబంధించి జిల్లా స్థాయిలో కలెక్టర్‌ అధ్యక్షతన నోడల్‌ ఏజెన్సీ ఉంటుంది.
  2. రాష్ట్ర స్థాయిలో కార్మిక ఉపాధి కల్పన ట్రైనింగ్‌– ఫ్యాక్టరీస్‌ ముఖ్య కార్యదర్శి చైర్మన్‌గా, ఇండస్ట్రీస్‌ కమిషనర్‌ మెంబర్‌గా, ఫ్యాక్టరీస్‌ డైరెక్టర్‌ మెంబర్‌ కన్వీనర్‌గా వ్యవహరిస్తారు. ఏపీలో పదేళ్లుగా నివశిస్తున్న ఎవరైనా ఈ చట్టం కింద ప్రయోజనం పొందొచ్చు. రేషన్‌ కార్డు, వాటర్‌ బిల్లు, విద్యుత్‌ బిల్లు, ఓటర్‌ ఐడీ కార్డ్, గ్యాస్‌ కనెక్షన్‌ కార్డ్, ఆధార్‌ కార్డ్, బ్యాంక్‌ పాస్‌ పుస్తకం, ప్రభుత్వం ఇచ్చిన ఏదైనా గుర్తింపు ఉండాలి. ఇవి లేకపోతే స్థానిక తహసీల్దార్‌ ఇచ్చిన ధ్రువపత్రాన్ని నివాసానికి తగిన రుజువుగా పరిగణించాలని నిబంధనల్లో పేర్కొన్నారు. కంపెనీల్లో స్థానికంగా నివశిస్తున్నవారికి 75% ఉపాధి కల్పించాలి.
  3. నైపుణ్యం లేని వారని కంపెనీలు భావిస్తే నోడల్‌ ఏజెన్సీకి సమాచారం ఇవ్వాలి. నోడల్‌ ఏజెన్సీ అభ్యర్థులకు తగిన శిక్షణ ఇప్పించి నైపుణ్యాల మెరుగుదలకు కృషి చేస్తుంది. కంపెనీలు, సంస్థల యజమానులు ప్రభుత్వానికి అవసరమైన సమాచారం ఇవ్వడానికి నిరాకరిస్తే చట్టంలోని సెక్షన్‌ ఐదు ప్రకారం తప్పుడు సమాచారం ఇచ్చినట్టు భావించి చర్యలు తీసుకుంటారు. నిబంధనలు పాటించడంలో విఫలమైతే యజమాని నేరం చేసినట్లు భావించి మొదటిసారి రూ.25 వేలు, రెండోసారి అయితే రూ.50 వేలు జరిమానా విధిస్తారు.

Requirement of Domicile of a Local Candidate

The Detailed Rules as per for reservation of 75% reservation to Local Candidates as per the GO 21 Rule 6, 7, 8 are given below.
6.Requirement of Domicile of a Local Candidate
(1) Any person who has been living in the State of Andhra Pradesh for more than 10 years shall be eligible to claim local status for the purpose of this Act. Any of the following documents shall be treated as evidence of local status:
  • 1 Ration Card
  • 2 Water Bill
  • 3 Telephone (landline or postpaid mobile bill)
  • 4 Electricity bill 5 Election Commission Photo ID card 6 Proof of Gas Connection
  • 7 Aadhaar Card
  • 8 Photo Passbook of running Bank Account (Scheduled Public Sector Banks, Scheduled Private Sector Indian Banks and Regional Rural Banks only)
  • 9 Any other authorised document as may be notified by the Government
  1. (2) In the event of an individual not having any of the above but living with his/her family members who are living for more than 10 years, he/she shall be eligible to claim local status for the purpose of this Act by producing proof of residence of the said family members. In case of non-availability of any of the above, the certification of concerned Tahsildar shall be deemed to be sufficient proof of residence. 
  2. Provided further that such persons who are native of the State of Andhra Pradesh but living outside the State, shall be eligible to claim local status subject to compliance with Rule 6(2) i.e. furnishing of proof of residence of family members. 
  3. (3)The Employer/ Occupier/Owner of an Industry or a Factory or a Joint Venture or a Project undertaken on Public-Private Partnership mode, whether existing or proposed, shall be responsible to ascertain domicile requirement as prescribed under sub rule (1) above before providing the employment to any local candidate in the 75% reserved for local candidates. 

8. Preference among the Local candidates: 

The order of preference to be given to a person for recruitment under the Act shall be as follows:
  • When the Employer/ Occupier/Owner of an Industry or a Factory or a Joint Venture or a Project undertaken on Public-Private Partnership mode or his/her authorized person commences recruitment, the respective village or town or city is the order of first preference, in which limits his/her Industry or a Factory or a Joint Venture or a Project undertaken on Public-Private Partnership mode is situated or proposed to be situated. In case of non-availability of a person with suitable skill level in that area, then it shall be open to the employer to recruit a person from the Mandal, District, Zone and the State, in that order.
