All the District Educational Officers & Ex-Officio Project Coordinators, Additional Project Coordinators of Samagra Shiksha and the Principals of DIETs in the State are informed that the Ministry of Education, Govt. of India has decided to implement 100 day Reading campaign for classes Balvatika to VIII for improving reading skills among the students.

In view of the above, they are informed that Samagra Shiksha, Govt. of Andhra Pradesh has decided to implement the 100 day READ (Read Enjoy and Develop) campaign in all the schools under all managements from Pre primary classes to VIII from January,2022 to April, 2022 in the State.

In this regard, all the District Educational Officers and Ex -Officio Project coordinators, Additional Project Coordinators of Samagra Shiksha and Principals of DIETs in the State are informed to launch the 100 day READ campaign at District level on 06.01.2022 and also to instruct the Mandal Educational Officers to launch the campaign at mandal level and and in all schools under all managements. They are requested to see that the programme is implemented effectively for 100 days and they are requested to upload the Photographs, testimonials, short videos on programme in the Google tracker. The link for tracker will be intimated very soon. The detail guidelines are herewith annexed.

100 day READ campaign Guidelines January 2022 to April 2022

The Department of School Education and Literacy, Ministry of Education, GoI has decided to launch an initiative “ 100 days Reading Campaign “ with the objective of NIPUN Bharat. FLN mission stated that the ‘’Learning gap in non Achievers is only because of those who are unable to read and comprehend the given text’’. It is a fact that reading is the fundamental condition of students as lifelong learners. If we inculcate a habit of reading from formative years, they will become independent readers and lay down a strong foundation for lifelong learning. NEP-2020 further emphasises that the highest priority must be to achieve universal foundational literacy and numeracy in primary schools. Children who read often become better learners, which leads to success in school and other areas of life.
n view of the above Samagra Shiksha, Govt of Andhra Pradesh is decided to launch the 100 day READ (Read Enjoy and Develop) campaign in all the schools under all managements for the classes III to VIII in the State

Objectives of 100 Days Reading Campaign:
  • To achieve sustainable Development Goals Effective communicators and Involved learners
  • To promote reading habit among students right from balvatika
  • To make children independent readers and lifelong learners
  • To utilize libraries to an optimum extent.
Target Group: Children studying balvatika to Class VIII are the target group for READ programme. They are divided into 3 groups
  • Group 1: Balvatika to Class II
  • Group 2: Class III to Class V
  • Group 3: Class VI to Class VIII
Duration & Strategy: 100 day READ campaign is a 14 weeks (100 days) programme starting from January 2022 to April 2022. One activity per week should be done by children which is focus on making reading enjoyable. Group wise activities are designed for achieving the targeted outcomes.

Services from:  Families, Schools, Local Self Governments, Civil Society Organisations, College students, working professionals, Employees, Celebrities and all Stakeholders of the department services are required to reach children for promoting reading campaign.

Activities to be conducted 100 Days Reading Campaign

  • Conduct online orientation to all RJDSEs DEOs,APCs, Sectoral officers of SS, DIET faculty, Dy.E.Os,MEOs,CRPs and all teachers.
  • Launch of 100 READ campaign like a festival at state, District, mandal and school levels duly inviting public representatives
  • Development of zingles /video films with famous personalities on importance of habit of reading through SIET
  • Development of audio/ video messages (There are more than 400 personalities like poets, scientists, mathematicians, freedom fighters, historians etc, were introduced in our textbooks from class 1 to 10. Prepare digital/physical book on these personalities) in coordination with SCERT
  • Communicate guidelines for DEOs and APCs of Samagra Shiksha for conduct of International Mother Tongue Day on 22-02-2022
  • Communicate guidelines for DEOs and APCs of Samagra Shiksha conduct of Reading melas and Reading festivals
  • Create story telling repository on Diksha platform.
  • Organise ‘READATHON’ on the lines of Toycathon

  • International Mother Tongue Day: Conduct International Mother Tongue Day in all schools on 22-02-2022. On this occasion ‘మన భాషలో కథ చదువుదాం’ programme should be conducted.
Resources: All school may be utilised resources like School libraries, Public libraries, Book deposit centers, Book donation camps, NCERT, NBT, CLIL books, Websites like https://storyweaver.org.in , https://prathambooks.org , https://literacycloud.org etc Documentation: State has to prepare a Google tracker for uploading of activities related to 100 READ campaign in the form of shot videos, photos, testimonials, other activities. Period allotment: To implement 100 days Reading campaign in schools (Classes III to VIII) certain periods may be allotted in the regular timetable without deviating regular school activities as mentioned in the academic calendar . The objectives of We Love Reading, No Bag Day, FLN and 100 days Reading campaign are almost similar. Suggested period allotment is as follows.

Age Criteria for APPSC Junior Asst cum Computer Asst Recruitment 670 Posts

Minimum 18 years & Maximum 42 years as on 01/07/2021, as per G.O.Ms.No.105, GA (Ser-A) Dept., Dt.27.09.2021.
N.B.: No person shall be eligible if less than 18 years and is more than 42 years.
Relaxations applicable: SC, ST, BCs and EWS 5 Years,  Physically Handicapped persons 10 Years, Ex Servicemen and NCC - Shall be allowed to deduct from his age a period of 3 years in addition to the length of service rendered by him in the armed forces / NCC.

Applicant must pay Rs. 250/- (Rupees two hundred and fifty only) towards application processing fee and Rs 80/- (Rupees eighty only) towards examination fee.

However, the following categories of candidates are exempted from payment of examination fee Rs.80/- only.

Sub: National Pension System – CPS – Subscriber / Employee superannuated from Government service – Expired without claiming CPS accumulations – Instructions to Treasury officers – Issued.

The Deputy Director, District Treasury, Srikakulam has requested this office to settle the issue regarding claiming of CPS accumulations of the subscriber, where the subscriber has superannuated from service and expired without claiming his/her CPS accumulations vide ref 1st cited. As the matter is important one and needs dissemination among all the DDs in the state, the following instructions are hereby issued.

In all the similar cases mentioned above, death withdrawal request has to be initiated (not superannuation withdrawal) duly following the below said procedure as per the exit procedures in force;

The Treasury offer should obtain Form 103-GD - Withdrawal of Accumulated Pension Wealth by Claimant due to the death of the subscriber from claimant(s) duly attested by the last working station DDO along with the following attachments.
  • i). If request is for transfer of amount to single claimant, claimant has to obtain no objection certificate from the other nominees in the form of an affidavit in case of multiple nominees. (for single nominee this certificate not required)
  • ii). Copy of family members certificate issued by the respective competent authority.
  • iii). Copy of death certificate of the deceased employee issued by the respective competent authority.
  • iv). Copy of Bank passbook of the nominee(s). 
  • v). Copy of Aadhar of the nominee(s).
Further, the Nodal offer / Treasury Offer has to cancel the superannuation claim ID already generated by the system before initiation of death withdrawal in CRA. Also informed that, the option of Family Pension is not applicable to the family members of the deceased employee as the employee expired after his/her superannuation.
In this connection, as this office has communicated all the pending claim ID's awaited for initiation of action even after superannuation vide reference 2nd cited and of them, if any, claim ID comes under this category, it is instructed to process death withdrawal only but not superannuation withdrawal.

Therefore, all the Deputy Directors of District Treasuries in the State shall take action to communicate these instructions to all the Assistant Directors / Assistant Treasury Officers / Sub Treasury Officers / Accountants under their jurisdiction for taking necessary action accordingly.

All the Additional Project Coordinators of Samagra Shiksha in the State are informed that some of the APCs have requested certain clarifications on conducting parent committee elections and the clarifications are as follows.

1 Whether the parent committee elections to be conducted for class 6th to 10th or for 3rd to 10th lasses in the High Schools where 3rd, 4th & 5th classes are merged in which elections were postponed. The 3rd to 5th class parents should participate in election in the merged schools.
2 Whether the voter list which is prepared earlier may be considered or a new list to be prepared. The final voter list is to be prepared as per the students enrolled as on the date of issue of proceedings i.e.,21.12.2021 for conduct of elections.
3 The selection of Chairperson and Vice Chairmen is postponed after the selection of 15 members in ZP High School, Valicharla. Whether the election to be conducted to elect all the members or only for Chairperson & Vice Chairmen The elections shall be conducted only for those posts which are not conducted earlier.
4 The election for members, Chairperson and Vice Chairperson is completed in a school of Markapuram Mandal. But the Chairperson & Vice Chairperson belongs OC category which is violation of rules. Whether the Chairperson & Vice Chairperson may be continued or the election for the said posts to be reconducted. As per GO.Ms.No.41 of RTE rules the Parent Committee shall electthe Chairperson and the Vice Chairperson from among its elected members. Provided that at least one of them should be a parent/guardian of a child from the disadvantaged group or the weaker sections. Provided further that at least one of them should be a woman.
Hence all the District Educational Ofcers and Additional Project Coordinators of Samagra Shiksha in the State are instructed to follow the above clarification in conducting the Parent Committee elections

ORDER:

All the Joint Collectors(D), the District Educational Officers and the Additional Project Coordinators, Samagra Shiksha in the State are here by informed that, it is brought to the notice of authorities for clarification with regards to TET marks for the recruitment issued in the reference cited. After thorough examination of the matter and duly discussing with the Executive committee members, the following clarifications are issued.www.apteachers.in

For PET post, TET is not required. The 20 marks allotted for TET marks shall be removed from selection and in total on 80 marks selection shall be done.

Further it is directed to give a press note accordingly for fresh application of interested eligible candidates, if any, giving sufficient time and prepare merit lists duly following the procedure laid down in the reference cited. The publication of provisional merit lists, redressal of objections, publication of final merit lists, counselling and postings shall be completed on or before 3.01.2022 without fail.

ORDER:
The attention of All District Educational Officers in the state are invited to the fact that Government of Andhra Pradesh has been giving utmost priority on implementation jagannan Gorumudda and also issued instructions to monitor the implementation of MDM through Artificial Intelligence to ensure the quality of food provided to school children. The Head masters are capturing the images through APP for processing of Al engine and provide the report of quality of food without having human interface.

However, the images captured are not up to the mark, though detailed guidelines were given again and again for proper capturing of images.

Moreover, bulk images take properly related MDM are required to train the Al engine for better quality of reports. Hence, List of schools (3 schools from each mandal) were selected for capturing the images in proper manner so that image categorisation and testing will be done in proper manner.

Hence, the District Educational Officers in the state are requested to communicate Head Masters of the schools (enclosed) with necessary instructions to capture the images with properly. The list of schools were already communicated through MDM Dist whatsapp group on December 20th.

NMMS 2022 National Merit cum Means Scholarship Scheme 2022

It is hereby notified that the State Level National Means-cum-Merit Scholarship Scheme Examination for class VIII will be announced later. The Examination is conducted in Telugu, Urdu and English medium at all Revenue Divisional Headquarters of 13 Districts in the State.
The due dates may be downloaded from the web site "www.bse.ap.gov.in". The applications will be received through online procedure only.
  • This examination is conducted every year in the month of November for the students in class VIII studying in Government/ Local Body/Municipal/Aided Schools are eligible for this examination.
  • The candidates who got minimum 55% of marks for OC/BC candidates and 50% for SC/ST in VII Standard.
  • The beneficiaries are being selected basing on the merit and as per the reservation norms followed by the state.
  • State Norms including 3% reservation for P.H candidates. (S.C 15%; S.T 6%; B.C-A 7%; B.C-B 10%; B.C-C 1%; B.C-D 7% ; BC-E 4%).
I) Eligibility for NMMS Exam 2022: A candidate who has/ is

(i)Due to coivd-19 pandemic and lockdown all students of Class VIII in academic year 2021-22 who have been promoted from Class VII will be allowed to appear in the NMMSS Exam of 2021, as a special case, irrespective of minimum marks.

(ii) Studying in Government, Local Body (ZP/Municipal), Government Aided, AP Model (day scholars only) and MPUP (Running 8th class) schools only.

(iii) Whose parental annual income (both Parents put together) is below Rs.1,50,000/- from all sources for which candidates have to produce latest original Annual Income Certificate issued by the MRO, in case of Private employee and certificate issued by the employer in case of Government employee.

(iv) Candidate has to submit the original caste certificate and also Income certificate (issued by the MRO) to the Headmaster.

II.  Examination fee for NMMS Scholarship 2022 Exam is Rs.100/- for OC/BC students & Rs. 50/- for SC/ST/PH students. The examination .fee has to be paid through SBI Collect only (follow user guide available in website www.bseap.org). The following are the due dates for remittance of examination fee and for submission of applications.

Scheme OF NMMS EXAMINATION

Under this scheme, 100,000 scholarships are awarded to the gifted or meritorious students whose parental income is not more than Rs. 1,50,000/- per annum from all sources. Each State /UT have fixed quota of scholarship as given at Annexure of concerned age group of class VII and VIII. The scheme would provide reservation to different categories of students as per the State/UT norms;
  • These scholarships will be provided on yearly basis to the students studying as regular students in class IX in a Government, Government-aided and local body schools which will be renewed for classes X, XI and XII. Thus the scholarships will be for a maximum period of four years. 
  • The amount of scholarship will be Rs. 12000/- per annum @ Rs. 1000 per month. 
  • A separate examination shall be conducted by the State Governments/UT Administrations for selection of students for the award of the National Means­ cum-Merit Scholarships in the States/UTs.
Procedure for Selection of Awardee Students:
Each State/UT will conduct its own test for selection of students for the award of the Means-cum-Merit Scholarship. The State Level Examination may consist of the following two tests.

  1. (i) Mental Ability Test (MAT) 
  2. (ii) Scholastic Aptitude Test (SAT) 
The students shall have minimum of 55 % marks or equivalent grade in Class VII examination for appearing in selection test for award of scholarship (relax able by 5% for SC/ST students). The students should be studying as regular student in a Government, Government-aided and local body schools.

Mental Ability Test may consist of 90 multiple-choice questions testing verbal and non-verbal meta-cognitive abilities like reasoning and critical thinking. The questions in the test may be on analogy, classification, numerical series, pattern perception, hidden figure etc.

Scholastic Aptitude Test
may consist of 90 multiple-choice questions covering subjects namely, science, social studies and mathematics as taught in classes VII and VIII
MAT • 90 Multiple Choice Questions.
• 90 Marks & Each question carries one mark.
• No negative marking
SAT • 90 Multiple Choice Questions
• 90 Marks Covering social science, science and mathematics of class VII & VIII.

Each test will be of 90 minutes duration. Children with disability will be given extra time, as applicable.

AP Govt has released GO 85 Dated 24th Dec 2021 for implementation of NEP 2020 in All Schools in Andhra Pradesh. Accordingly Amendments have been issued in AP RTE Act 2010 by amending certain Points. Details of the Gazette Notification and Amendments made vide GO Ms 85 Dated 24.12.2021 are listed below.
NOTIFICATION 
In exercise of the powers conferred by sub-section (1) of section 38 of the Right of Children to Free and Compulsory Education Act, 2009 (Act No.35 of 2009), the Government of Andhra Pradesh hereby makes the following amendments to the Andhra Pradesh Right of Children to Free and Compulsory Education Rules, 2010 issued in G.O.Ms.No.20, School Education (PE-Progs.I) Department, dated:03.03.2011, as subsequently amended from time to time:

AMENDMENTS

In the said Rules:

1. In rule 3, in sub-rule (1),(i) for clause (11), the following shall be substituted, namely:
"(11). 'ECCE' means Early Childhood Care and Education to be run by Women Development & Child Welfare Department in the premises of Foundational/ Foundational Plus schools or as satellite foundational schools to provide pre-school education to the children in the age group of 3-5 years."

(ii)for clause (12), the following shall be substituted, namely:
"(12) 'Elementary School' means a school that imparts education between classes I and class VIII. It includes all existing schools in Andhra Pradesh, namely, Foundational, Foundational Plus, Pre High schools and High Schools having these classes."

(iii) for clause (18), the following shall be substituted, namely:
"(18) 'Neighborhood area of a school' means the habitations in a safe walking distance of 1 km for a Foundational/ Foundational plus School, 3 kms for an Pre High School /High School having classes III to VIII."

(iv) for clause (20), the following shall be substituted, namely:
  • "(20) (a) 'Satellite Foundational School' means All stand alone Anganwadi Centers and AWCs beyond 1 KM distance (to the nearest foundational schools) that imparts education for PP1 & PP2.
  • (b) 'Foundational School' means a school that imparts education for PP1, PP2, Class 1 & 2.
  • (c) 'Foundational Plus School' means a school that imparts education for PP1, PP2, Classes 1 to 5.
  • (d) 'Pre High School' means school that imparts education for Classes 3 to 7/8."
2. In rule 5,(i) in sub-rule (1), for clause (c), the following shall be substituted, namely:
"(c). Transport allowance shall be provided to the children within the age group of 6 to 14 years where there is no availability of Foundational/Foundational plus School (I to II/ V classes within a radius of 1(one) kilometre."

in sub-rule (1), for clause (d), the following shall be substituted, namely:
"(d). Transport allowance shall be provided to the children where there is no availability of Pre High School (III to VIII classes) within a radius of 3 (three) kilometers."

(iii)for sub-rule (2), the following shall be substituted, namely:
"(2) Wherever required, the State Government shall upgrade existing Foundational Plus schools with classes PP1 to Class 5 by adding classes VI-VIII and in case of existing Pre High School having classes III -VII by adding class VIII.

3. In rule 7, in sub-rule (4), for clause (c), the following shall be substituted, namely:
"(c) Satellite Foundational/ Foundational/Foundational Plus School that the child has attended (upto age six ) or attending.
4. In rule 10, for sub-rule (3), the following shall be substituted, namely:
"(3) There shall be a committee at the state level comprising Secretary Finance, Principal Secretary/Secretary School Education, Commissioner/Director of School Education, Director, Women Development & Child Welfare, State Project Director, Samagra Shiksha and a representative of private school managements as nominated by their association, and representatives of two prominent NGOs, nominated by the Government for the purpose of assessing per child expenditure incurred by the state and the local authority for reimbursement of expenditure to the schools under sub-section (2) of section 12 of the Act."

5. In rule 19, in sub-rule (1), (i)for clause (b), the following shall be substituted, namely:
"(b) The school having both Foundational/Foundational Plus school and Pre-high school shall have one Parents Committee for the entire school."

for clause (c), the following shall be substituted, namely:
"(c) In case of schools having classes from PP1 to 10 for both foundational/foundational plus/ Pre High School and High schools there shall be one Parent Committee for entire school."

(III)for clause (d), the following shall be substituted, namely:
"(d) The Parents Committee once constituted shall exist perpetually until its abolition or merger, to be authorized by the Mandal Education Officer in case of Foundational/ Foundational Plus Schools and Pre-High School and the DEO
in case of other schools. However members will retire as per their terms. The resultant cyclical and casual vacancies shall be filled within reasonable time as prescribed by the Implementation Authority."

6. In rule 28, for sub-rule (2), the following shall be substituted, namely:
"(2) The Minister for Education shall be the ex-officio Chairperson of the Council."
7. In rule 28, for sub-rule (5), the following shall be substituted,namely:
" (5) Principal Secretary to Government School Education shall be the convener of the council. The Secretary, Tribal Welfare, the Secretary, Social Welfare, the Secretary, BC Welfare, the Secretary, Minority Welfare, the Secretary, Women & Child Welfare, the Secretary, HM&FW, the Secretary, Panchayat Raj shall be special invitees to the meetings of the Council. One member each of the recognized teachers unions who are members of Joint Staff Council shall be the special invitees"

8. In Appendix, in Form I, -
(i)for table (G)(1), the following shall be substituted, namely:

The attention of all the District Educational Officers in the State is invited to the reference cited (copy enclosed), wherein the Secretary APREI Society & Nodal Officer, CBSE Affiliation Project has informed that it was decided to affiliate all schools of A.P. to CBSE in phased manner and in the 1st phase it was proposed to affiliate 1092 schools are shown at Annexure-I.

Further he has requested the all managements to identify the schools for affiliation keeping in view of the CBSE rules are available at https://www.cbse.gov.in/cbsenew/aff_bye_laws.html. And in particularly to Chapter 3 (Land requirement) and Chapter V (Physical Infrastructure) and submit the verified lists to him immediately.
In this connection, they are informed that, out of 1092 schools, 126 schools have been identified from MPP/ZP Management Schools and 4 from State Govt. Schools. A copy of the lists of ZP and Govt managements are enclosed.

Therefore, they are requested to verify the 126 MPP / ZP Management and 4 State Govt. schools for affiliation keeping in view of the CBSE rules, which are available at https://www.cbse.gov.in/cbsenew/affbyeflaws.html and submit lists of identified schools by 27th December, 2021, for taking further necessary action in the matter.

Samagra Siksha has released the School Complex Grans for 2021-22 Financial Year to all the Cluster Resource Centers in AP vide Rc.No. SS-15024/38/2021-SAMO-SSA Dt.28/11/2021. AP Samagra Shiksha - Quality Intervention - PAB 2021-22 - CRC Grant for strengthening of CRCs (School Complexes) 4028 in the State - Releasing the CRCs Grant to the APCs in the State - Orders - Issued. Ref:- PAB minutes of 2021-22 communicated by the DoSEL, Gol vide Lr. F.No. 145/2021-IS-18, dt. 16th August, 2021.

The Ministry of Education, DOSEL, Gol, New Delhi has approved the budget under CRCs intervention in PAB 2021-2022 for 4034 School Complexes in Andhra Pradesh State. The details given here under:
