ORDER: 
  • In the G.O. 1st read above, Government have issued orders declaring 24.09.2015 (Thursday) as Holiday on the occasion of Bakrid(Id-UI-Azha)under Negotiable Instrument Act 1881. 
  • 2. In the letter 2nd read above, the Chief Executive Officer, Andhra Pradesh State Wakf Board, Hyderabad has requested to declare 25.09.2015 (Friday) instead of 24.09.2015 (Thursday) as Holiday on the occasion of Bakrid(Id-UI-Azha) as per moon sight. 
  • 3. The Government, after careful consideration of the matter, have decided to change the Holiday on the occasion of Bakrid(Id-UI-Azha) on 25.09.2015 (Friday) instead of 24.09.2015 (Thursday) under the Explanation to Section 25 of the Negotiable Instruments Act, 1881 (Central Act XXVI of 1881). Accordingly, the following notification is issued and shall be published in the extra-ordinary Gazette of Andhra Pradesh State:

  1. 4. Rc 25 Clarifications Teachers in Merged Schools, Utilization of Surplus Teachers, Vacancy Display. DSE AP Hyd has released Clarifications on 4 Points on Teachers Transfers vide Rc.No. 25/Estt-3/2015 Dated 16/9/2015. The clarifications given on extending Schedule for Transfers, Display of Existing Vacancies in UP,  High Schools, Utilization of Surplus Teachers after Rationalization, Teachers in merged Schools etc.. Details are given below.

SL.NO ISSUE INSTRUCTIONS
1 To extend the date for submission of application
for Transfer through online.
The last date for submission of application for transfer through online is 18.09.2015. (Revised schedule is being issued separately)
2 To display all the existing vacancies in Upper Primary Schools and High Schools as the rationalization exercise in the above
schools is not taken up during this year
  • It was instructed to display the need based vacancies for transfer.
  • As it was decided not take up rationalization exercise for Upper Primary schools and High Schools, all the vacancies in the Upper Primary Schools and High Schools should be displayed.
  • After completion of transfer exercise, if need is not established in the transferred school, such teacher will be adjusted to the schools where there is requirement on work adjustment bases till the end of the academic year. This should be brought to the notice of all the teachers.
  • It may be noted that, teachers transferred during this year, if effected under rationalization in the next academic year shall have to opt for other schools as per need.
3 Utilization of surplus teachers

After transfer counseling, after assessing the additional requirement, surplus posts / teachers will be provided to ensure school level and class level Teacher Pupil Ratio and for strengthening academic Monitoring. For Example:

  1. a). For upgraded UP schools (VIII class) where enrollment justifies allocation of additional teachers.
  2. For High Schools where the class strength is over 50 students.
  3. Providing of academic monitoring support to Mandal Educational Officers / Deputy Educational Officers.
  4. Deputation to DIETs/ CTEs as per requirement, etc.,
4 Teachers in Merged Schools
  1. 1. In case of the Merged Schools (i.e. after consolidation with a Model Primary School or with positively consolidated schools), the Posts in such schools may be shifted to needy schools as per requirement.
  2. The persons working in such posts / persons should be transferred under rationalization as per norms.
  3. For the above purpose, the posts / Junior Teacher from the less enrollment schools to more enrollment schools shall be identified as surplus, in case the Senior willing to go he/ she may be transferred.

4. The teachers who were given transfer orders in the year 2013 and who were not relieved for want of substitute, after Rationalization exercise and arriving at the need in the schools, if need is established in the opted / transfer place all such teachers may be relieved.

Where the need is not established after rationalization exercise, all such transfer orders issued in the year 2013 and who were not relieved for want of substitute, such transfer orders may be cancelled to allow them for apply for online transfer in the present counseling. Rc 25 Clarifications on Performance Points, LFL HM Posts, Roll etc

  • In continuation of the instructions / guidelines issued in the reference 3rd to 5th read above, all the Regional Joint Directors of School Education and District Educational Officers in the Sate are informed that during the Video Conference with Commissioner of School Education, Andhra Pradesh, Hyderabad held on 11.09.2015 and 12.09.2015 certain clarifications were sought by the District Educational Officers.
  • After examination of the issues raised and discussions held, the following clarifications are issued with regard to rationalization / transfers of teachers
Below are the Points and Clarification Given::
Enrolment data:  For the purpose of rationalization the Aadhaar Seeded child info data i.e. U.I.D. or E.I.D up to April, 2015 should be taken into consideration.

Enrolment criteria:
1. As per the G.O. 63, the criteria for determination of performance parameters under Rule no. 6.C note 1 shall be two preceding academic years
2. The Aadhaar seeded childinfo data is available only for 2014-15. Hence, for the year 2013-14 UDISE data and for the year 2014-15 Aadhaar data shall be taken into consideration.

Allotment of LFL HM (PSHM) posts
1. LFL HM (PSHM) posts may be allotted to all the proposed Model Primary Schools (enrolment 80 and above).
2. Remaining LFL HM (PSHM) posts are to be distributed proportionate to enrolment to the Mandals in the District. The allotted posts to the Mandals should be allotted to the schools in descending order of enrolment.
3. The SGT post that may emerge as surplus in such schools, on allocation of LFL HM (PSHM) posts, shall be taken up for rationalization.

Whether Primary Sections of U.P. Schools should be included in rationalization or not?
As per Government orders, rationalization of UP and High Schools is not to be undertaken during 2015. However, the needs of primary sections of Upper Primary Schools may be kept in view and SGTs allotted to those schools as per requirements.

Rationalization of Primary Schools
Rationalization exercise is to be undertaken in Model Primary Schools as per GO.No.39-51 and in other Primary Schools as per GO. No. 55 & G.O. No. 61.

Teachers in merged schools
1. In case of the Merged School, (i.e. after consolidation with a Model Primary School or with positively consolidated schools), the posts in such schools may be shifted to needy schools as per requirement.
The persons working in such posts should be transferred under rationalization as per norms

<10 enrolment
  • 1. Where the enrollment is <10, and where there is no other Government school within the 1 km radius to adjust the students, a primary school is to be provided / continued in line with RTE requirements. 
  • The net surplus posts, if any available, should be shown against the schools where the enrollment is <10 in the descending order of enrollment.
  • . Where there are no surplus teachers to be adjusted, where there is no other Government Primary school / (s) within the prescribed 1 Km., an Academic Instructor is to be provided for such schools. www.apteachers.in
Utilization of Surplus teachers
After adjusting the identified surplus posts / person as per requirements, the remaining posts / persons may be identified and informed to Commissioner of School Education. Accordingly further instructions / Guidelines will be issued separately.

Criteria for transfer (Long standing)
The number of years of service completed in a particular school in the particular cadre should be considered.

Teacher attendance in the present cadre {Rule 6 (c)(a)} of the G.O.
Teacher attendance includes actual attendance in the school and Other Duty (O.D.) under proper orders & certification during the 220 working days.

Performance of A and A+ grade obtained by students in class III, V & VIII in a school in the Annual Assessment Survey for that year AAS – 2015 {Rule 6 B (c)(a)} of the G.O.
The words with respect to grades may be read “If 70% to 79.99% students got B+ and above”

School Average performance in SSC Exam {Rule 6 (B) (d)} of G.O.
1. For the purpose of institution related performance points, the performance of  S.S.C. examinations held in March (regular) only to be taken into consideration
2. The institutional points are applicable to the H.M. and subject teachers handling 10th Class only.

Exemption for visually challenged teachers
This exemption is applicable for transfers. However, if the posts / person is found surplus, rationaliza tion process is to be followed.

Provision of STENT in preferential category
The words “including stent” shall be treated as deleted

School Assistant (Physical Science)
The teachers working against posts (mismatch) may be adjusted to extent possible / requirement (match).

Language Pandits working in SGT posts (Visakhapatnam and Chittoor Districts)
The Language Pandits working in against posts (mismatch) may be adjusted to extent possible / requirement (match).

Eligibility for transfer and Rationalization of 2008 DSC teachers against whom court cases are pending – (D.E.O., West Godavari)
The teachers against whom court cases are pending with respect to their appointments should not be considered for transfer. However, such teachers may be transferred and kept under surplus, if the said post is rendered surplus under Rationalization. www.apteachers.in

Minor Medium
During the process of the rationalization in minor media schools, to the extent possible the minor media teachers are to be continued as per requirements.

Extension of Schedule
The schedule for Rationalization / Transfers is extended by two to three days. (A revised schedule is being issued separately).

In continuation of the orders issued in the reference 3rd read above, all the Regional Joint Directors of School Education and District Educational Officers in the State are informed that, some of the District Educational Officers and certain teacher associations have requested for clarifications / modifications. After examining the issue, the following instructions / guidelines are issued for taking necessary action in the matter.

1) Rationalisation:
i) Rationalisation in respect of the identified Adarsha Pradhamika Patasala (Model Primary School) shall be taken up as per the norms given in G.O.Ms.No.39, Edn., dated 07.08.2015 to G.O.Ms.No.51, Edn., dated 07.08.2015 issued to the respective districts.
ii) After issue of G.Os, certain representations were received by the Department that, some of the Primary Schools are consolidated without justification. Primary Schools with over 80 enrolment are not identified as Model Primary Schools, etc. All the District Educational officers / Regional Joint Directors of School Education were instructed in CSE Rc.No. 25/Estt.III/2015, dated 08.08.2015 to once again re-verify the list of selected schools and submit the modifications required, if any. All the District Educational Officers have submitted the revised lists. Government orders will be issued as proposed by the DEOs mean while the District Educational Officers should take further action on the revised final lists of the Adarsha Pradhamika Paatasala (Model Primary Schools) as proposed by them for rationalization /transfers.
iii) For all the Primary Schools (other than Model Primary Schools) including the positively consolidated schools, the norms prescribed in G.O.Ms.No.55, Edn., dated 23.04.2011 and relevant provision of G.O.Ms.No.61, Edn., dated 16.05.2011 should be followed.
iv) Only rationalization of Primary Schools should be taken up primary sections in upper primary schools should not be included.
v) The LFL Headmasters should be provided (a) to the Aadarsha Pradhamika Paatasala (Model Primary School) where the enrolment is more than 130. (b) the balance of the LFL HM posts may be allotted to the Mandals proportionate to the enrolment, and LFL HM posts should be provided to the Primary Schools based on enrolment in descending order in the Mandal.

2) Identification of surplus post / teacher
a) In respect of Aadarsha Pradhamika Paatasala (Model Primary School) and Positive Consolidation of Schools, the posts / junior teachers from the less enrolment schools to more enrolment schools shall be identified as surplus. In case a senior is willing to go, he may be transferred.
b) The balance of LFL HM post may ne allotted to the Mandals proportionate to the enrollement in descending order either to Aadarsha Pradhamika Paatasala (Model Primary School) or to other primary schools.

3) The cut off date:
(a) The cut off date is to be taken as 31.08.2015 as per G.O.Ms.No.66, Edn., dated 02.09.2015 for the purpose of transfer.
(b) For the purpose of enrolment the Aadhaar seeded data available upto April, 2015 shall be taken into consideration. (as no authentic or updated data after April, 2015 is readily available). Further, rationalization exercise is usually undertaken on the basis of previous years enrollment.

3) Relief of 2013 Transferred teachers:
(a) The teachers who were given transfer orders in the year 2013 and who were not relieved for want of substitute may be relieved after Rationalization exercise and if need is established in the opted / transfer place.
(b) Where the need is not established after rationalization exercise, all such transfer orders issued in the year 2013 may be cancelled to allow them for apply for online transfer in the present counseling. (as per Govt. Memo.No.13329/Ser.II/2012, Dated:16.06.2015
(c) The teachers who were transferred in the counseling in the year 2013 and not relieved for want of substitute, and not willing to be relieved now, all such transfer orders may be cancelled. (as per Govt. Memo.No. 50315/Ser.II/A2/2015, dated 03.09.2015) if they have not completed 8 years.

4) Special Points:
The President / General Secretary of all recognised Teacher Associations will get the special points.

GO 112 Guidelines for Uploading CPS Contributions of Foreign Service Employees

Read the following:-

2). DTAs Lr. No.D(II)1/12065/2012,Dated 15/04/2014.

O R D E R:
  • In the G.O. 1st read above, Government have introduced National Pension System (NPS), i.e., Contributory Pension Scheme to the AP State Government employees who were appointed on or after 01/09/2004 and issued operational guidelines thereon. In the New pension scheme each employee shall pay a monthly contribution of 10% (Basic Pay + DA) from his salary and the Government will contribute an equal amount as its share.
  • 2. The Director of Treasuries and Accounts, Andhra Pradesh, Hyderabad informed that the pay and allowances of the Government servants working on Foreign Service terms and conditions are not drawn from the treasury system and because of this, the CPS deductions of those employees are not captured and transferred to the respective subscriber’s accounts by the treasuries through the existing mode of subscription transfers. For this purpose the Director of Treasuries and Accounts, Andhra Pradesh, Hyderabad has proposed a detailed procedure in order to facilitate uploading the data and transfer of CPS contributions of all such employees who are working on Foreign Service.
  • 3. Government accordingly issue the following detailed procedure for uploading the CPS contribution of employee’s as well as employer’s share to the Central Record-keeping Agency (CRA) and for transfer of funds to the subscriber’s accounts in respect of the Government servants working with certain borrowing authorities on Foreign Service terms :-
  1. The Drawing and Disbursing Officer of the foreign employer (Borrowing Department) registers with the Director of Treasuries and Accounts, who provides a User ID and Password and also a facility for furnishing the details of Employee Subscription and Employer contribution to be transferred to the individuals account.
  2. The Drawing and Disbursing Officer of the Borrowing Department concerned deducts the CPS subscription from the employee’s pay (10% pay + DA) and provides the details of employee and subscription by logging into the treasury system and thereby the system enables to generate two challans- One towards Employee subscription under the HOA: 8342-00-117-00-04-001-000-NVN and the other towards Employer Contribution under the HOA 8342-00-117-00-04-003 (Employer Contribution in respect of Government servants working on Foreign Service)-000-NVN (to be opened.)
  3. The Drawing and Disbursing Officer of the Borrowing Department remits the two challans to the Heads of account concerned through a Government authorized Bank. The challan once generated will be valid for 14 days from the date of generation. If it is not remitted within period, it automatically gets lapsed and the Drawing and Disbursing Officer is required to generate a fresh challan.
  4. The details of challan remittances made as above are captured centralized in the DTA, processed and uploaded to the CRA for crediting into the individual accounts.
  5. The Director of Treasuries and Accounts, Andhra Pradesh, Hyderabad reconciles the details, draws the funds corresponding to the uploaded data towards both contributions and transfers the same to the trustee bank as per the procedures prescribed.
  • 4. For this purpose, to facilitate uploading the contributions of all the CPS employees working on Foreign Service, the Director of Treasuries and Accounts shall take action to create a new Drawing and Disbursing Officer ID and obtain a separate DTO/PAO Registration No. from the NSDL / CRA and all the transactions into those subscribers accounts shall be conducted and monitored through this registration. The Director of Treasuries and Accounts, Andhra Pradesh, Hyderabad is authorized to permit this DTO to open PD Accounts under the above said Head of Account for effecting the required funds transfer.
  • 5. The subscribers, who do not have PRAN, shall obtain them by submitting required application to the CRA through the respective appointing authority (Lending Department) and the treasury officer / PAO of the respective jurisdiction.
  • 6. In cases where in the Employee Subscription was already deducted and remitted into HOA: 8342-00-117-00-04-001-000-NVN, but the employer’s contributions is not remitted, the borrowing authority is required to remit Employer Contribution under the HOA : 8342-00-117-00-04-003-000-NVN and furnish those details together to enable the treasury to verify the details and transfer the data and the funds to the respective subscribers account.
  • 7. All the Departments of Secretariat and all Heads of Departments are requested to issue necessary instructions to all the Drawing and Disbursing Officers where Government servants are working on deputation on foreign services basis to follow the above procedure scrupulously.
  • 8. Necessary amendments to the Andhra Pradesh Fundamental Rules will be issued separately.
  • 9. The Director of Treasuries and Accounts, AP., Hyderabad is directed to take action accordingly.

ORDER
  1. In the reference first cited, it was clarified that the stagnation increments shall be treated as regular increments for all purposes such as fixation of pay on promotion, Automatic Advancement Scheme, Pension etc. 
  2. 2. In the Circular Memo second cited, it was further clarified that with the sanction of stagnation increments, the pay in the revised scales shall be fixed at the next stage by adding the stagnation increments to the maximum of the scale and if the aggregate is more than the elongated scale even after allowing three stagnation increments, then the difference will be treated as ‘Personal Pay’ to be absorbed in future increase of the pay. 
  3. 3. In the reference third cited orders were issued revising the pay scale of State Government employees to be implemented notionally with effect from 01-07-2013, with monetary benefit from 02-06-2014 and the benefits of the Revised Pay Scales of Pay, 2015 would be paid in cash starting from the salary for the month of April, 2015. 
  4. 4. In the reference fourth cited an amendment was issued to the Government Order third cited that in the event of stagnation five increments shall be allowed beyond the time scale in the Revised Pay Scales of Pay 2015. The stagnation increments shall be treated as regular increments for all purposes such as fixation of pay on promotion, Automatic Advancement Scheme, Pension etc. 
  5. 5. In the reference fifth cited, Director of Treasury and Accounts, Hyderabad has requested the Government to clarify as to whether the stagnation increments elongate the scale wherever required. 
  6. 6. The principle raised by the Director of Treasury and Accounts in her letter fifth cited was already covered in the Circular Memo second cited with the only variation that five stagnation increments are allowed in the Revised Pay Scales, 2015. 
  7. 7. It is, therefore, hereby clarified that while fixing the Pay in Revised Pay Scales, 2015 in case the aggregate of emoluments and the fitment worked out as per Rule 6(a) read with Rule 2(2) of the A.P. Revised Scales of Pay Rules, 2015 is more than the maximum of the scale of pay as per sub-rule (4) of Rule 2 of the above said rule, the pay in the revised scale shall be fixed at the next stage by adding the stagnation increments to the maximum of the scale mentioned in rule sub rule (4) of rule 2. If the aggregate of the existing emoluments and the fitment benefit mentioned above is more than the elongated scale even after allowing five stagnation increments, then the difference shall be treated as ‘Personal Pay’ to be absorbed in future increases of pay.

The Director, SCERT, AP, Hyderabad has issued instructions in the reference cited to delete topics / chapters from the present Textbooks of classes from VI to X in certain subjects mentioned therein. Certain representations are received by the government on certain topics/chapters.
2. Government after careful examination of the matter, hereby keep the orders issued in the reference cited, in abeyance till further orders.
3. The Government hereby also constitute a Committee with the following officers to examine the matter and to recommend to Govt., any deletions/modifications in the proceeding cited above, for further necessary action.

The attention of all the Regional Joint Directors of School Education and District Educational Officers in the State are invited to the references read above wherein the Government have issued regulation of transfer rules 2015-16, and in pursuance of the orders issued the following instructions / guidelines are issued for taking necessary action in the matter.

Rc 25 DSE Transfers and Rationalization Guidelines as per GO 63 & 66

1) Rationalisation:
  1. i) Rationalisation in respect of the identified Adarsha Pradhamika Patasala (Model Primary School) shall be taken up as per the norms given in G.O.Ms.No.39, Edn., dated 07.08.2015 to G.O.Ms.No.51, Edn., dated 07.08.2015 issued to the respective districts. 
  2. ii) After issue of G.Os, certain representations were received by the Department that, some of the Primary Schools are consolidated without justification of Primary Schools with over 80 enrolment are not identified as Model Primary Schools. All the District Educational officers / Regional Joint Directors of School Education were instructed in CSE Rc.No. 25/Estt.III/2015, dated 08.08.2015 to once again re-verify the list of selected schools and submit the modifications required if any. All the District Educational Officers should submit the lists by 03.09.2015 evening. After receipt of the same Government orders will be issued by 04.09.2015. The District Educational Officers should take further action on the revised final lists of the Adarsha Pradhamika Paatasala (Model Primary Schools). 
  3. iii) For all the Primary Schools (other than Model Primary Schools) including the positively consolidated schools, the norms prescribed in G.O.Ms.No.55, Edn., dated 23.04.2011 should be followed. 
  4. iv) The requirement of the teachers in Upper Primary Schools and High Schools should be arrived at, as per G.O.Ms.No.55 Edn., dated 23.04.2011 & G.O.Ms.No.61, Education (Ser.lIl) Department, Dated 16.05.2011 for the purpose of arrival of need based vacancies for transfer. However, rationalisation exercise for Upper Primary and High Schools shall not be taken up during this year.
  5. v) For the purpose of Rationalization and arrival of vacancies, the enrolment should be considered based on Adhar Data. 
  6. vi) The requirement of teachers as per teacher pupil ratio in Upper Primary Schools / Upgraded Upper Primary Schools (Opening of VIII Class with Government orders) and High Schools shall be provided on work adjustment basis after completion of the transfer counselling. vii)The LFL Headmasters should be provided (a) to the Aadarsha Pradhamika Paatasala (Model Primary School) where the enrolment is more than 130. (b) the balance of the LFL HM posts may be allotted to the Mandals proportionate to the number of schools, and LFL HM posts should be provided to the Primary Schools based on enrolment in descending order in the Mandal.
2) The cut off date:
The cut off date for all the purposes is to be taken as 31.08.2015 as per G.O.Ms.No.66, Edn., dated 02.09.2015.

3) Compulsory transfers.
i) All the teachers who have completed 8 years of service in a particular school.
ii) All the Headmasters of High Schools who have completed 5 years of service.
iii) The teachers shifted under rationalization
iv) The Male Headmaster / teacher aged below 50 years as on 31.08.2015 and working in the Girls High Schools

4) Transfer counselling:
  1. i) All the teachers and Headmasters who have completed a minimum period of 2 years service in a school as on 31.08.2015 are eligible to apply for transfer. 
  2. ii) All the transfers should be done through web counselling only. The website address is cse.ap.gov.in
  3. iii) All the transfers shall be effected within the present management, Agency to Agency area and Plain to Plain area. 
  4. iv) Preference shall be given to Headmaster Gr.11, who have studied the language concerned (Urdu / Tamil / Kannada / Oriya) Language as 1st Language / as main subject to the respective Medium Schools. 
  5. v) (a) The teachers who were given transfer orders in the year 2013 and who were not relieved for want of substitute, after Rationalization exercise and arriving at the need in the schools, if need is established in the opted / transfer place all such teachers may be relieved. 
  6. (b) Where the need is not established after rationalization exercise, all such transfer orders issued in the year 2013 and who were not relieved for want of substitute, such transfer orders. may be cancelled to allow them for apply for online transfer in the present counseling. (as per Govt. Memo.No.13329/Ser.11/2012, Dated:16.06.2015)
5) Classification of towns / habitation:
  • i) The categorisation of habitation / town classified under rule 6 (c) should be followed: 
  • ii) The District Collector concerned shall publish the list of habitations in respect of category IV area which do not have connectivity through an all whether road as per the norms of Panchayat Raj (Engineering Department). 
  • iii) The District Collector to publish the list of such habitations on or before 08.09.2015 
  • iv) In case of habitation / towns which were earlier in one category and later changed to the other category (as per HRA / Road condition) in such cases the entitlement points may be calculated proportionately in the matter as per the categorisation in the G.O.Ms.No.63, Edn., dated 31.08.2015.
6) Entitlement / performance / special / rationalisation / Minus points. The rules stipulated in
  • i) Rule 6 (a), (b), (c) of the G.O. should be followed 
  • ii) Rule 6 (A), 6 (B), 6 (C), 7, 8 & 10 should be followed. 
  • iii) Rule 7 will be followed except Rule 7 (5) (6) & (7) as rationalisation for Upper Primary and High Schools is not taken up this year. 
  • iv) Rule 8 & 9 to be followed 
  • v) Rule 10(b) to be deleted and only Rule 10(c) to be followed. 
  • vi) In case of institutional related performance points and individual related performance points as per rule 6 (B) & 6 (C) the criteria of determination shall be two preceding academic years.
  • vii) The performance related, institution related and individual related points should be certified by the Headmaster and counter signed by the Mandal Educational Officer / Deputy Educational Officer. Where possible, it will be cross verified with the Data base available for eg. SSA results data from Director of Government Examinations. Annual Assessment Survey 2015 data from SCERT; child information data from NIC etc. 
  • viii) In case of teacher/HM claiming receipt of National /State Award such award should have been awarded by Government of Andhra Pradesh or Government of India. 
  • ix) In case of a tie in the points secured the procedure prescribed in rule 9 of the G.O.No. 63, Edn., dated 31.08.2015 shall be followed.
7) Preferential categories:
  • i) The rules prescribed in Rule 11 in the G.O.No. 63, Edn., dated 31.08.2015 should be followed. 
  • ii) Where the preferential category is claimed on health grounds as per Rule 11(d),(e),(f) and (g) a certificate from District Medical Board / State Medical Board should be produced. 
  • iii) The District Collector will constitute a medical board to function on 8th98, th of September, 2015 with instruction to examine ad issue the Medical Certificate in the same day. 
  • iv) The rules prescribed in Rule 11 (h) & (1) shall not be followed in the present transfer counselling (as the rationalisation is not taken up for High Schools) during 2015-16. 
  • v) Rule 11 (d) (vii) & (viii) deleted.
8) Special Points:
  • i) The President / General Secretary of a Teacher Association having O.D. facility provided by GAD is eligible for special category as per Rule 7(1) 
  • ii) The special points are applicable once in 8 years. However this is not applicable to Rule 7(1) of G.O.No. 63, Edn., dated 31.08.2015 
  • iii) The benefit of Special points to Head Master Gr.11 shall be applicable once in 5 years (as 5 years period is prescribed for compulsory transfers).
9) Notification of vacancies:
  • i) All existing clear vacancies in Model Primary Schools, other than Model Primary Schools, Upper Primary and High Schools as on 31.08.2015 as per teacher pupil ratio shall be displayed, except leave vacancies. 
  • ii) unauthorised absent teachers vacancies whose absence is more than one year shall also be displayed. 
  • iii) Resultant vacancies after rationalisation 
  • iv) All the vacancies arising due to compulsory transfers. 
  • v) Resultant vacancies during counselling. 
  • vi) to ensure 70:30 ratio i.e. Promotion / Direct Recruitment 
10) Rationalisation / transfer counselling
  • i)The rationalisation / transfer counselling should be taken up / completed as per the schedule prescribed by the Commissioner of School Education in letter Rc. No.25/Estt.3/2015, Dated 03.09.2015 
  • ii) The rules prescribed from Rule 12 to Rule 19 should be followed 11 Relief and Joining: 
  • The transferred Head Master / Teacher shall be relieved within 7 days from the present place of working and he / she shall join in the new school on the next day. 
  • ii) The Head Master I Teacher shall be relieved subject to condition that there shall be 50% of regular teachers working in the school (as per Rule 19 (1) of the G.O) 
  • iii) The Head Master I Teacher who does not join cannot claim compulsory wait under any circumstances, for any reason. 
12) Appeal / Revision
Any appeal against the orders should be submitted within 10 days from the date of receipt of transfer orders to the authority concerned. The appellate authority should dispose the appeals within 15 days from the date of receipt in terms of rule 20 of G.O.No. 63, Edn., dated 31.08.2015

13) Activity after transfer counselling.
  • i) The sanctioned / vacant posts (SGTs/SAs) OR any other posts remained surplus after rationalisation should be adjusted as per the requirements. Additional posts I teachers should be provide to ensure class level teacher pupil ratio at class room & school level in the following manner: 
  • (a) to the upgraded UP Schools where the enrolment, justify allocation of additional teachers in the School/Class 
  • (b) to High Schools where there is requirement and the class strength is over 50 students on work adjustment basis till the end of the academic year. (as per Rule 12 of the G.O.No. 63, Edn., dated 31.08.2015)

  1. All the Regional Joint Directors of School Education and the District Educational Officers in the state are informed that, instructions were issued in the reference 1st read above to take up preliminary exercise of Resource Redistribution – Rationalization.After constituting a Mandal Level Committee, duly verifying the physical status, availability of teachers and enrolment of students in each school and in each Gram Panchayat/ Municipality the feasibility for Positive Consolidation of Primary Schools and identification of Model Primary Schools exercise was to be done.. The District Educational Officers furnished the details of the schools for Establishment of Adarsha Pradhamika Paatasala (Model Primary Schools) and the schools for Positive Consolidation. The same was forwarded to the Government.
  2. In the reference 2nd read above the Government issued orders for Establishment of Adarsha Pradhamika Paatasala and Positive Consolidation of Schools and the same was communicated in the reference 3rd read above.
  3. In the reference 4th cited instructions were issued to all the Regional Joint Directors of School Education and District Educational Officers to once again re-verify the earlier exercise undertaken and submit the proposals for modification if required any in the list by 10.08.2015 with proper justification. Some of the District Educational Officers have furnished the revised list after the due date, i.e. the entire modified list once again without mentioning which are the schools / Model Primary Schools to be deleted from the lists communicated in the G.O. and which are the new schools / Model Primary Schols to be added to the list.
  4. Therefore, all the District Educational Officers / Regional Joint Directors of Schools Education in the State are instructed to furnish the list of schools / Model Primary Schools to be deleted from the list communicated in the G.O. and the new Schools / Model Primary School to be included, by 03.09.2015 evening to enable the Government to issue revised orders.
