ORDER:-
  1. Government of India have introduced the Scheme of Inclusive Education for the Disabled at Secondary Stage (IEDSS) under Rashtriya Madhyamika Shiksha Abhiyan (RMSA) in 2009-10, which envisaged to enable all children and young persons with disabilities to have access to secondary education and to improve their enrolment, retention and achievement in the general education system. Under the scheme, every school is proposed to be made disabled-friendly. The Scheme supports the appointment of special teachers, provision of resource rooms and removal of architectural barriers in schools under IEDSS. The special teachers will provide counselling to the parents, help in identifying the needs of children with disabilities and they participate in the assessment team, help in training programmes and in other ways whenever necessary.

In the G.O.1st read above, Government have accorded sanction for creation of 1476 School Assistant (Special Teachers) posts under Centrally Sponsored Scheme of Inclusive Education for the Disabled at Secondary Stage (IEDSS) in the existing Government Secondary Schools. The posts sanctioned at State level shall be filled as per the provision of the relevant service rules governing the category of the School Assistant. These School Assistants (Special Teachers) are also eligible for Special pay Rs.400/- per month per teacher. 
  3. 3. After bifurcation of State of Andhra Pradesh, 860 School Assistant posts are allotted to the Andhra Pradesh State and orders have been issued redistributing these 860 posts in 664 Mandals in the State for the benefit of Children with Special needs(CwSN) vide G.O.2nd read above. 
  4. 4. The Government in their Memo.No.1/12/02/Prog.II/A.1/2018 - SE Dept., Dated 10.05.2018 have issued orders for formulation of the Andhra Pradesh Samagra Shiksha Abhiyan Society, Amaravati duly proposing for dissolution of the Andhra Pradesh Secondary Education Society (i.e.) the Andhra Pradesh Rashtriya Madhyamik Shiksha Abhiyan and the Andhra Pradesh Sarva Shiksha Abhiyan Society. The Andhra Pradesh Samagra Shiksha Abhiyan Society has been formed and registered at Vijayawada with Andhra Pradesh Society Registration Act, 2011. Hence, the proposed creation of posts in the new Society will be done as per the guidelines of Centrally Sponsored Schemes of Govt.of India for which the Ex- officio Project Director and Commissioner of School Education, Andhra Pradesh will be the authority. The Ex-officio State Project Director and Commissioner of School Education has submitted the draft adhoc rules for filling up of posts of School Assistant (Special Education) under the Andhra Pradesh Samagra Shiksha Abhiyan (SMSA), Inclusive Education for the Disabled at Secondary Stage (IEDSS) Subordinate Service Rules in the letter 6th read above. 
  5. 5. Government, after careful examination, have decided to issue adhoc rules for Andhra Pradesh Samagra Shiksha Abhiyan (SMSA), Inclusive Education for the Disabled at Secondary Stage (IEDSS) Subordinate Service for filling up of the posts of School Assistant (Special Education). 
  6. 6. The posts of School Assistant (Special Education) under Andhra Pradesh Samagra Shiksha Abhiyan (SMSA), Inclusive Education for the Disabled at Secondary Stage (IEDSS) are to be amalgamated / clubbed / merged with regular posts of School Assistants under Andhra Pradesh Education Subordinate Service (APESS) in future. The same will be done according to Andhra Pradesh State and Sub-ordinate Service Rules. 
  7. 7. Accordingly, the following Notification will be Published in an Extraordinary Issue of the Andhra Pradesh Gazette, dated 28.09.2018. 

NOTIFICATION 
In exercise of the powers conferred by sections 78 and 99 of the Andhra Pradesh Education Act, 1982 (Andhra Pradesh Act 1 of 1982) and the proviso to Article 309 of the Constitution of India, the Governor of Andhra Pradesh hereby makes the following adhoc rules :- 
These adhoc rules shall come into force with immediate effect. 

ADHOC RULES 

1.SHORT TITLE:- These rules shall be called, “The Andhra Pradesh Samagra Shiksha Abhiyan (SMSA), Inclusive Education for the Disabled at Secondary Stage (IEDSS) Subordinate Service Rules”.

2.CONSTITUTION:-The service shall consists of post School Assistant (Special Education) in Government schools in Andhra Pradesh. These adhoc rules shall be applicable to the posts of School Assistant (Special Education) in Government Schools in Andhra Pradesh.
