NOTIFICATION No. 192/SEC-B1/2019 Date: 21.06.2019 Ordinary elections to Members of Mandal Praja Parishads (MPTCs) and Members of Zilla Praja Parishads (ZPTCs) are to be held shortly as their term is due to expire on 03.07.2019 and 04.07.2019 respectively. The electoral rolls of MPTCs and ZPTCs are to be prepared for conduct of said elections as per the provisions of Sections 151 (2) and 179 (2) of A.P. Panchayat Raj Act, 1994 and Rules 7 and 8 of A.P. Panchayat Raj (Preparation and Publication of Electoral Rolls) Rules, 2000. Rules 7 and 8 of the said rules read as under.

- Rule 7. Electoral roll of a Mandal Praja Parishad:- (1) For the purposes of preparation and publication of electoral roll for the election to the office of Members of Mandal Praja Parishad the provisions of Sections 11 and 12 of the Andhra Pradesh Panchayat Raj Act, 1994 shall apply mutatis mutandis.
- (2) The Electoral roll for the Gram Panchayat prepared and published under rule 2 shall be arranged Territorial Constituency-wise of the Mandal Praja Parishad by the Mandal Parishad Development Officer and it shall be divided into convenient parts which shall be numbered conveniently. The part of the electoral roll shall be arranged Gram Panchayat-wise in alphabetical order for each Mandal Parishad Territorial Constituency for the purpose of conducting elections of Mandal Parishad Territorial Constituency.
- (3) A copy of such electoral roll in respect of each Territorial Constituency of Mandal Praja Parishad shall be kept open for inspection in the office of the Mandal Praja Parishad concerned.
- Rule 8. Electoral roll of a Zilla Praja Parishad:- (1) For the purposes of preparation and publication of electoral roll for the election of Members of Zilla Praja Parishad, the provisions of Sections 11 and 12 shall apply mutatis mutandis.
- (2) The electoral roll for the Gram Panchayat prepared and published under rule 2 shall be arranged for each Mandal which is a Territorial Constituency of the Zilla Praja Parishad by the Chief Executive Officer, Zilla Praja Parishad concerned, and it shall be divided into convenient parts which shall be numbered conveniently. The part of the electoral roll shall be arranged Gram Panchayat-wise in alphabetical order for each Zilla Parishad Territorial Constituency, for the purpose of conducting elections of Zilla Parishad Territorial Constituency.
- (3) A copy of such electoral roll in respect of each Territorial Constituency of Zilla Praja Parishad shall be kept open for inspection in the office of the Zilla Praja Parishad concerned.
- The electoral rolls of the Gram Panchayats were already prepared with reference to 1.1.2019 as qualifying date as per the provisions of Section 11 of the A.P. Panchayat Raj Act, 1994 and the said rules by the District Panchayat Officers and were published on 20.05.2019 in all the Gram Panchayats in the State in pursuance of the Notifications issued by the State Election Commission in Ref. 85/SEC-B2/2019, dated 04.04.2019 and 09.05.2019. These published Gram Panchayat electoral rolls are to be used for preparation of the electoral rolls of MPTCs and ZPTCs as per the procedure laid down in Rule 7 (2) and Rule 8 (2) of the said rules by the MPDOs and CEOs of ZPPs respectively and they should be displayed for inspection in the offices of Mandal Praja Parishads and Zilla Praja Parishads as laid down under Rule 7 (3) and Rule 8 (3) respectively.
- In exercise of the powers conferred under Article 243K of the Constitution of India and Section 11 read with Sections 151 (2) and 179 (2) of A.P. Panchayat Raj Act, 1994 and Rules 7 and 8 of A.P. Panchayat Raj (Preparation and Publication of Electoral Rolls) Rules, 2000, the State Election Commission, hereby, directs the Chief Executive Officers of Zilla Praja Parishads and all Mandal Parishad Development Officers to prepare photo electoral rolls of all Zilla Parishad Territorial Constituencies and Mandal Parishad Territorial Constituencies of their respective Zilla Praja Parishads and Mandal Praja Parishads and publish a copy of photo electoral rolls so prepared for inspection in the offices of Zilla Praja Parishads and Mandal Praja Parishads on 03.07.2019.
