The MHRD has sanctioned an innovative program called twinning/Partnership and Teacher exchange Programme in PAB 2019-20 to implement in 11378 elementary schools in the State. The twinning/Partnership and Teacher exchange Programme is aimed to link schools located in rural/Tribal areas with Private, Aided or Government Schools in urban or semi-urban areas with schools located in rural areas for interaction and exchange of experiences between teacher and Students. Under the exchange programme the students of each section from higher classes from rural/Tribal schools may be brought to schools in urban areas for one week and vice-a-versa for greater exposure".

ORDER:
  1. The MHRD has sanctioned an innovative program called twinning/Partnership and Teacher exchange Programme in PAB 2019-20 to implement in 11378 elementary schools in the State. The twinning/Partnership and Teacher exchange Programme is aimed to link schools located in rural/Tribal areas with Private, Aided or Government Schools in urban or semi-urban areas with schools located in rural areas for interaction and exchange of experiences between teacher and Students. Target Students:
  • 1. Primary Level: Students of classes 4 and 5
  • 2. Upper Primary Level: Students of class 6, class 7 and class 8

2.  In the reference 2nd cited above, instructions and criteria guidelines were communicated to all Project Officers of SSA in the State for sending the pairs of Schools along with UDISE Codes duly following for implementing the twinning/Partnership and Teacher exchange Programme. Accordingly all the District Project Officers of SSA in the State are furnished the pairs of Schools from their respective Districts.

3. All the District Project Officers of SSA in the State are directed to implement the twinning of the Schools Program in the State in the Month of October 3rd Week and November 3rd Week Duly visiting the paired schools as the list submitted to State Project Office.

Annexure-I  The potential benefits of twinning/Partnership and Teacher exchange Programme: 

  1. 1. Relationship building: Twinning and partnerships can help build stronger relationships between school staff (and learners) in different schools. These relationships are one of the most important preconditions for lasting contacts and collaboration (sustainable contacts) and they can be drawn upon when either of the schools have a need which their partner can assist with or when opportunities arise for working together for instance in projects.
  2. 2 Networking: Twinning and partnerships can contribute to greater networking, for instance when the schools involved in collaboration are exposed to each others existing local and regional networks.
  3. 3. Mobility of teachers and learners: Twinning and partnerships are useful when schools want to create opportunities for mobility of teachers and learners. A partner school can host teachers and learners but it can also create the necessary contacts to companies and social partner organizations for visits.
  4. 4. Twinning and partnerships can take many different forms. Activities are mostly organized as projects: There are at least 5 main categories:
  • 1.Training exchanges,
  • 2. Information exchanges,
  • 3. Technical exchanges,
  • 4. Collaboration on specific initiatives or projects and
  • 5. E-Twinning. These categories are often combined in a bigger project or partnership activity

Annexure-ll Criteria for Selection of Schools

The initiative needs 2 schools from rural/tribal and urban areas for this the, Project officers of SSA in the state are directed to follow the following parameters for selection of pairing schools.
  • 1. Schools should have good infrastructure facilities viz., good classrooms, teaching learning materials, auditorium, play ground, computer lab with internet connection, digital classroom, science labs and good sanitation.
  • 2. Well qualified teachers and supporting staff.
  • 3. Campus should have greenery.
  • 4. Campus should be located at proper access of transport facilities.
  • 5. Campuses are preferred which are having student hostel facilities.
  • 6. The School having achievements in curricular, extra-curricular, other curricular
  • activities and sports and games. The schools which are having innovative practices in teaching and learning.
