  • The rules in this Manual lay down the procedure to be followed in Government offices in dealing with Government securities, i e , securities issued m respect of the Government of India’s rupee debt The law relating to such securities is contained in the Indian Securities Act (Act XIII of 1886), which is reproduced in Appendix I Section 14 of the Act empowers the Governor General in Council to make rules on certain matters relating to Government securities, and the statutory rules so made, which have the force of law, are contained in Appendix II The procedure laid down m this Manual is based both on those statutory rules and on the departmental instructions supplementary thereto, which the Government of India have issued from time to time on a number of other matters connected with their securities
