With reference to your letters 8th cited, I hereby inform that the Govt. Memo dated 05-06-2020 was issued in reply/clarification to this Office Lr.Rc.No.ESE02-13025/14/2018- EST 3-CSE dated 08-11-2018 wherein it was requested the Government to issue suitable instructions on the issue regarding sanction of In-service study leave to complete the B.Ed in regular mode under G.O.Ms.No.342 dated 30-08-1977 in respect of certain ST teachers who were selected as untrained teachers in DSC 2000/2001/2002 (who had trained D.Ed in Government DIET, Bommuru provided by the Government during holidays) as G.O.Ms.No.342 SW Dept., Dt :30.08.1977 allowed the facility for only one such training programme in a career span of an employee.

Accordingly, the Government have issued clarification vide reference 7th cited and requested the Commissioner of School Education to examine the requests of the employees for sanction of Study leave under F.R 84 & 85 provisions read with the orders issued in GO MS No 224 Fin (FR.I) Dept dated 3.11.1966 and sanction only EOL without pay and allowances, subject to satisfaction of other conditions.

In view of the above circumstances, I hereby clarify that the Govt Memo Dated 5.6.2020 relates to the clarification sought by the Commissioner of School Education in respect of Un-trained teachers who had undergone D.Ed training provided by the Government and later requested to undergo B.Ed on O.D basis only and the spirit of G.O.Ms.No 342 SW Dept Dated 30.8.1977 is as usual as per the conditions laid down in the said G.O.
