గత ఏడాది కొవిడ్‌ ఉధృతి సందర్భంగా పాఠ శాలలు తెరవని కాలానికి అంటే జూన్‌ 12 నుంచి జులై 31 వరకు డ్రై రేషన్‌ కింద విద్యార్థులకు పంపిణీ చేయాల్సి ఉన్న కందిపప్పును ఇప్పుడు సరఫరా చేయడానికి నిర్ణయించారు. ప్రాఽథమిక పాఠశాలల విద్యార్థులు ఒక్కొక్కరికి 1.5 కేజీలు, ప్రాఽథమికో న్నత/ఉన్నత పాఠశాలల విద్యార్థులకు 2.5 కేజీల కందిపప్పు వంతున 15 రోజుల్లోగా జిల్లాలో మూడు లక్షల మందికి అందిస్తారు.
Sub: School Education -PM POSHAN / Jagananna Gorumudda -Supply of Red Gram Dal to Schools under PM POSHAN / Jagananna Gorumudda Scheme through NAFED as Dry Ration for the period from 12.06.2021 to 31.07.2021 -Instructions Issued-Regarding. 


The Government of Andhra Pradesh has decided to distribute the Dry Ration constating of Rice, Eggs, Chikkies and Red Gram Dal to eligible students in pandemic situation COVID-19 under PM POSHAN / Jagananna Gorumudda. In this context, as per the above direction of the Director, Mid Day Meal, Govt. of India, the Redgram Dal to be supplied as Dry Ration to the worth of cooking cost amount of each student for 40 working days i.e.from 12.06.2021 to 31.07.2021.

In this connection, the work orders were issued to General Manager (IS), National Agricultural Cooperative Marketing Federation of India(NAFED), New Delhi for supply of Redgram Dal with weighing of 1.5 Kgs to all Primary School Students and 2.5 Kgs to all Upper Primary / High School Students to Schools under PM POSHAN / Jagananna Gorumudda with the following terms and conditions.

Terms and Conditions for Supply of Redgram Dal under PM POSHAN / Jagananna Gorumudda: 

1. PACKING: 
a. The Dal should be packed in 1.5/2.5 kgs High Density Polyethylene (HDPE) bags (with internal layer water proofing). 
b. The mouth of the bags shall be rolled over the stitched securely with string jute twine with 12 to 14 stitches and properly fastened off. 
c. Packing should be similar to what is available commercially in the market for the same product of the firm. 
d. While supplying the commodity new Bags date of packing, batch number and date of expiry should be printed on the bag. Without the above details the stocks dispatched by the suppliers will not be accepted. 
e. All stocks should be supplied within a period of 15 days of packing with shelf life of at least one and half month. Commodities supplied after 15 days of packing will not be accepted. 

2. MARKING:
The following particulars shall be printed on one side of each bag: 
a. Name of Dals (In 5.0 to 6.0 cm characters). 
b. Net weight. 
c. Gross weight. 
d. Month of packing. 
e. Lot No. 
f. Station of dispatch. 
g. A colour stamp (in 8 to 10 cm characters) indicating "Jagananna Gorumudda (PM- POSHAN) Andhra Prades" and "NOT FOR SALE" shall appear in front side of the bag.

3.QUALITY PARAMETERS: 
a. The School Education Department is very keen in accepting only good quality Red Gram Dal (Indigenous Variety) strictly conforming to quality specification prescribed as indicated below.
  • ii. Split and Husked seeds, half pea with uniform size and shape. 
  • iii. Dal should be bright yellow in colour with inner side slight concave in shape. 
  • iv. The Grain shall be sound, sweet, hard, dry with smooth surface free from artificial colour, mould, insects, smell discoloration (1)and admixture of deleterious substances and other impurities. 
  • v. The size of the grain shall be minimum of 6.0 mm dia (+/- 10% in size is tolerable. 
  • vi. The stock supplied should be indigenous and free from artificial colour and presence of Kesari Dal, confirming to current seasons crop. 
  • vii. Dal shall be in sound merchantable condition and shall also confirm to Food Safety and Standards Authority of India (FSSAI) Standards it should possess good cooking quality.
i. Shall be indigenous variety (cropped/cultivated in India) b. Stocks which confirm to the tolerance limit as per Agmark specification as indicated below will be accepted without any quality cut. Stocks having refractions in excess of the tolerance limit but within the rejection limit will also be accepted subject to quality cut at the value indicated above

RED Gram Dal Distribution Guidelines

All the District Educational Officers in the state are requested to issue the instructions to field functionaries on the following. 

1. To receive the quantity of Redgram Dal (1.5 Kgs to all Primary School Students and 2.5 kgs to all Upper Primary / High School students) from the NAFED, New Delhi as per the details of students mentioned in the IMMS app. 
2. To distribute the received quantity to all students in the concerned school with proper acknowledgement. 
3. To feed the distributed details of Redgram Dal in IMMS App and also in the manual records for future audit purpose. 
4. If quantity is not received in specifications mentioned in the orders, the DEOs are instructed to instruct the Head Masters to return the Redgram dal immediately. 
5. To send the samples of Redgram Dal for Lab Testing whether the supplier supplied the Redgram dal as per the terms and conditions in the agreement. 
6. To submit the copy of Lab testing report to this office for record purpose immediately. 
7. To submit the certificate with in one month after completion / distribution of Redgram Dal to Students for the period 12.06.2021 to 31.07.2021 and also submit the consolidated report in the table prescribed in the annexure for release of payments
