Rc.815 Summer Vacation Prefix and Suffix Clarifications for TEACHERS - AP/TS Commissioner and Director of School Education, Andhra Pradesh issued the Summer Vacation Prefix and Suffix Clarifications Proceedings Rc.No.815/El/1999 on Dated:01.09.1999 and C and DSE AP given certain clarifications on ‘Absence on the re-opening day or on the closing day of the school’ in the following references. The proceedings details as follows.

Order:(1) as per Rc. No 815/E1/1999 Dated: 01.09.1999.
Case (i): If any Teacher who was present on last working day and is absent on the re-opening day of the School i.e., Present on April 23rd( Closing Day), and Absent on June 12th (reopening day)
Case (ii): If any Teacher was absent on last working day but is present on the re-opening day of the school, i.e., Absent on April 23rd, and Present on June 12th
For the above both cases he/she may be sanctioned Earned leave for the days he/she was absent, suffixing or prefixing the Summer Vacation.
Note: Similar action may also be taken in the case of terminal holidays which exceed 14 days and sanction the leave to which they are eligible duly suffixing or prefixing the terminal holidays.
Regarding Summer Vacation as per Rule 22A of A.P Leave Rules vacation may be availed in combination or in continuation of any other kind of Leave.
That means one should apply EL/HPL/EOL either on closing day or reopening day. vacation will be treated as vacation only.
Clarifications on Summer Vacation Prefix and Suffix
A holiday period exceeding 15 days is called a vacation. In the case of summer vacations it is sufficient to attend on school last working day or on school reopen day. Regarding Summer Vacation as per Rule 22A of Andhra Pradesh Leave (Rc.No10324 /E4-2 / 69, Dt: 7-11-1969)
Teachers on childcare leave, medical leave, and other than CL are in a dilemma as to whether to join duty on school last working day or school reopen day. Regarding Vacation as per the Rule 22A of AP Leave Rules vacation may be availed in combination or in continuation of any other kind of Leave. That means one should apply EL / HPL / EOL either on closing day vacation will be treated as vacation only.
So, EL / HPL / EOL / Childcare Leave / Other Holidays on the last working day of the school are considered as vacation. They may join duties after reopening of School. Normal vacation (CL / CCL) cannot be combined with vacation. It will be possible if the government issues special orders.

- The attention of the undermentioned Officers is invited to the references read above, wherein it has been clarified that the vacation may be combined with or taken in continuation of any kind of leave other than Casual Leave.
- Inspite of clear instructions issued in the references, certain doubts are arised. They are therefore once again clarified that as per the rules in force, if any Teacher who was present on last working day and is absent on the re-opening day of the School or was absent on last working day but is present on the re-opening day of the School, he/she may be sanctioned earned leave for the days he/she was absent, suffixing or prefixing the Summer Vacation.
