The attention of all Regional Joint Directors of School Education and District Educational Officers in the state are informed that, the government has issued memo to communicate Standard Operating Procedure to Village /Ward secretariat staff scheme wise and prepared action plan for effective monitoring by fixing up the duties to Village /Ward secretariat staf at filed level.
Standard Operating Procedure (SOP) for the staff of Village/Ward Secretariat in respect of Jagananna Gorumudda (MDM), Toilet Maintenance Fund(TMF) is as follows.

1.Role of Mahila Police in TMF and MDM Monitoring

  • Creating awareness about Emergency Numbers Dail:112, dail:100 so as to enable students to get in touch with police.
  • Provide useful material to school children for medium of access to police 
  • Conduct of monthly visits to schools and analyse No. of visits and No. of students attended to the awareness camps.

2.Role of Education Welfare Asst./War Education Secretary

  • Visit the schools three times a week
  • Observe the Quality of MDM update the feedback and upload the photos in IMMS app
  • Verify the maintenance of records and registers
  • Observe the cleanliness of cooking area and utensils and assist the HMs in maintain the cleanliness.
  • Share the Observations with Parents Committee (PCs)
  • Observe cleanliness of toilets, wash basins, urinals and other associated items and upload remarks and photos in the IMMS app

3.Role of Engineering Assistant:

  • Engineering Assistant shall visit the school periodically once in a month along with Head Master, PC members for maintenance of Toilets in schools. 
  • Feedback received form students, Teachers along with personal inspection reports shall be uploaded in data base.
  • Assist Head Master and Parents Committee to take up execution of all repairs under TMF.
  • Engineering Asst shall be available physically while taking up repairs, identifying the tools, cleaning material required for maintenance of toilets including running water.

4. Role of ANMs

  • ANM should visit schools monthly along with ASHA and GSWS Staff 
  • Should check Height Weight and Growth appropriate to age, visible signs of anaemia of the children
  • Children with poor indicators to be identified and tagged to HM, SHG, GSWS Staf for monitoring
  • Should identify water stagnation, mosquito breeding and quality of the water should be checked
  • Should check the quality of the ingredients and menu for nutrition status

In view of the above, all the district Educational Officers in the state is requested to issue necessary instructions to filed functionaries so as to enable effective monitoring on the implementation of Jagananna Gorumudda (PM POSHAN), Toilet Maintenance Fund (TMF).
