All the Regional Joint Directors of School Education and all the District Educational Officers in the State are aware that a classroom practise of teaching learning called

Teaching at the Right Level (TaRL) is being implemented in the state. The objective of TaRL is to improve the learning outcomes in language and math for students in 3 to 5 classes.

Teaching at the Right Level (TaRL) ensures basic foundational skills for all, with clearly articulated goals for basic reading and math. Teaching starts at the level of the child rather than at the level of the grade, with simple and engaging daily learning activities that can be adapted as children progress. Students engage in activities in large groups, small groups, and individuals.

In this connection, the TaRL Master Trainers Training Programmes are already conducted at state and District levels.

Further it was decided to conduct the training programme to all teachers who deal with classes 3, 4 and 5 in all government management schools in the state at each Mandal Level in two/three spells (each spell for 4 Days) from 17.10.2022 to 31.10.2022.

Therefore, all the district educational officers in the state are instructed to conduct the programme in the most beneficial manner.

Guidelines to implement the TaRL Training programme in successful manner

i. The District Educational Officers in the state are to ensure that the teachers and CRPs who trained at state level and district level and implemented the TaRL programme in their respective schools are deployed as Mandal level resource persons.

ii. Depute one strong nodal officer, who may be a district sectorial officer of SS /DIET faculty in the district who can dedicate more or maximum time to the Teaching at the Right Level (TaRL) Programme at the district level. 

iii. District Education Officer to instruct the MEOs to make teachers conduct the baseline test and end line test as directed by the resource persons in training and ensure to enter the data (base/end line) within a week of the test being conducted without fail. (This will help to take immediate remedial actions at the ground level).

iv. In the case of high schools having 3-5 classes and no SGT is available, depute one Telugu and one Mathematics teacher for this programme. v. Before the start of the program, ensure that the teaching learning materials are printed and delivered to the school. i.e 17-10-2022. vi. Teachers from Single teacher schools should be drafted for training only after making alternative arrangements and ensure that there is no disruption in classes.

vii. Issue instructions to all headmasters of primary, upper primary and high schools under government and aided management schools to implement the TaRL programme for standard 3-5 children every day for two hours; one hour for language (Telugu) and one hour for mathematics as per the given schedule.

viii. Issue instructions to all MEOs to run TaRL Sessions in the schools, 50% in the morning and 50% in the afternoon, in order to receive proper support from CRPs and the Pratham Team.

ix. Ensure the conduct of review meetings every fortnight with CRPs at mandal level to get updates about the TaRL Programme and the same should be reported to the district and state level officials.

x. To issue necessary instructions to the Mandal Education Officers/Complex Headmasters to monitor the TaRL programme.

xi. On the 10th of each month, all DEOs must review the project with APCs of SS and submit a review report, including highlights, achievements, issues, and challenges, to the Director of SCERT AP.

The State Project Director, Samagra Shiksha, AP is requested to meet the said expenditure from the available funds and release the funds to the District Educational Officers for the expenditure on conduct of trainings
