Sub: Mana Badi Nadu Nedu Phase-II – Guidelines to do painting work of Govt. Schools - Regarding.

Ref: Instructions of CSI

Painting work is taken up under Mana Badi Nadu Nedu Phase-II. Berger and Nippon companies have been awarded this work. In this regard the following guidelines are issued for effective implementation of Painting work in Phase schools.

1. CONFIRMING SCHOOL READINESS FOR PAINTING:

When all repair works are completed the Field Engineer / Head Master has to confirm readiness of school for painting on the Nadu Nedu App on his mobile phone on the following 5 parameters provided in the App.
  • (i) Electrification Completed
  • (ii) Repairs to walls and ceilings completed
  • (iii) Repairs to doors, windows, grills completed
  • (iv) Construction of toilets completed in all respects
  • (v) Cement Patti around the existing black board dismantled and plastered.
However, for painting to start it would be prudent to give

1 day’s / after drying up/curing time after fresh cement plaster is applied.

2. RESPOND TO PHONE CALL FROM BERGER / NIPPON WITH CORRECT DETAILS:

A call will come from Berger/Nippon Team to confrm the readiness once again. The Field Engineer / Head Master to respond to this call and give the details requested by Berger /Nippon.

3. PRE-MEASUREMENT AND STANDARD DEDUCTIONS:

Pre-measurement should be done as per the standard practice and co-efficient being adopted in engineering departments which are given below.
  • i. No deduction shall be made for openings not exceeding 0.5sqm.
  • ii. Deductions for openings exceeding 0.5sqm but not exceeding 3sqm, the standard deductions should be followed. When both faces of wall are provided with same finish, deduction shall be made for one face only.
  • iii. In case of openings of areas above 3sqm each and also in case of RR/CRS masonry walls, deduction shall be made for openings, but jambs, softs sills and reveals shall be measured.
  • iv. The co-efficient applicable for pre-measurements is given below:

3. PREPARATION OF SURFACE BEFORE PAINTING: (Old walls & Ceiling)

a. Scraping of old surface like Gopi colour / Janatha Cem / Lime wash / Distemper etc., thoroughly brushing / scrubbing the surface to remove old paint / any other adhesives / all loose powdered materials by using mechanical devices (optimum pressure) like automatic sander and mechanical scrubber (or) manually (wherever mechanical scrubbing not possible) for old walls and ceiling.

b. Cleaning the surface by Bio-wash / Jet-wash and allow the surface to completely dry overnight for new walls, old walls and roof ceiling.

c. Repairs to cracks upto 5mm thick for old walls.
 
4. STEPS TO PAINTING THE SURFACE:

  1. i. While painting, the company should use Polythene / Tarpaulin / Plastic Sheets over existing furniture / fooring / sanitary ware / Windows / other valuable materials of the school. So, that the paint marks are not fallen on these valuable items.
  2. ii. Primary coat: Apply one primary coat by using spray cum roller equipment / manual roller.
  3. iii. First coat: (Emulsion paint)
  • a. Ensure clean and free from dust if primary coat is applied more than 7 days before top coat application.
  • b. Allow primary coat to completely dry for 4 - 6 hours.
  • c. Apply frst coat of Emulsion paint by using spray cum roller equipment / manual roller.
iv. Second Coat:
  • a. Ensure clean and free from dust if frst coat is applied more than 7 days before top coat application.
  • b. Allow frst coat to completely dry for 4 - 6 hours.
  • c. Apply second coat of Emulsion paint by using spray cum roller equipment / manual roller.

6) COMPOUND WALLS:

i. OLD COMPOUND WALLS:

• Scraping of old surface like Gopi colour / Janatha Cem / Lime wash / Distemper etc., thoroughly brushing / scrubbing the surface to remove old paint / any other adhesives / all loose powdered materials by using mechanical devices (optimum pressure) like automatic sander and mechanical scrubber (or) manually (wherever mechanical scrubbing not possible) for old compound walls.

• Cleaning the surface by Bio-wash / Jet-wash and allow the surface to completely dry overnight for new buildings and old buildings.

• Primary coat: Apply one primary coat by using spray cum roller equipment / manual roller.

• Single coat: (Emulsion paint): Ensure clean and free from dust if primary coat is applied more than 7 days before top coat application.

• Allow primary coat to completely dry for 4 - 6 hours.

• Apply single coat of Emulsion paint by using spray cum roller equipment / manual roller.

ii. NEW COMPOUND WALLS:
  • • Cleaning the surface by Bio-wash / Jet-wash and allow the surface to completely dry overnight.
  • • Primary coat: Apply one primary coat by using spray cum roller equipment / manual roller.
  • • First coat: (Emulsion paint): Ensure clean and free from dust if primary coat is applied more than 7 days before top coat application.
  • • Allow primary coat to completely dry for 4 - 6 hours.
  • • Apply frst coat of Emulsion paint by using spray cum roller equipment / manual roller.
  • • Second Coat: Ensure clean and free from dust if frst coat is applied more than 7 days before top coat application.
  • • Allow frst coat to completely dry for 4 - 6 hours.
  • • Apply second coat of Emulsion paint by using spray cum roller equipment / manual roller.

7. WOOD WORK:
  • i. Sand the wood with 80 grid sand paper along the grains of the wood to create uniform surface.
  • ii. To wipe of the surface with a clean dry cloth.
  • iii. Luppam should be used for smooth fnish and again sand paper should be used for uniform surface.
  • iv. Wood - Primer coat: • Apply a criss cross coat to achieve required thickness.
  • v. Enamel paint – First Coat:
  • • Dry overnight for primer coat.
  • • To wipe of the surface with a clean dry cloth.
  • • Apply one coat of synthetic enamel paint by using suitable brushes.
  • vi. Enamel paint – Second Coat:
  • • Dry overnight for frst coat.
  • • To wipe of the surface with a clean dry cloth.
  • • Apply second coat of synthetic enamel paint by using suitable brushes.
8. IRON WORK:

i. To clean the surface with wire brush so that it is free from any loose particles, dirt, loose rust etc.

ii. Clean thoroughly with thinner with a clean cloth to wipe out any oil dirt stocking to the surface and allow it to dry for 5 minutes.

iii. Red oxide - Primer: Apply a criss cross coat by brush to achieve required thickness.

iv. Enamel paint – First Coat:
  • • Dry overnight for primer coat
  • • To wipe of the surface with a clean dry cloth
  • • Apply one coat of synthetic enamel paint by using suitable brushes
v. Enamel paint – Second Coat:
  • • Dry overnight for frst coat
  • • To wipe of the surface with a clean dry cloth
  • • Apply second coat of synthetic enamel paint by using suitable brushes
9. COMPLETE SCHOOL TO BE PAINTED:

Once the school is taken up for painting work, the whole school is to be painted, irrespective of the entered quantity in Nadu Nedu phase-II Portal as indent and money available in sanctioned estimate, as only this would make the Nadu Nedu – Phase II project a complete success. We cannot afford to paint half school.
 
10. MEASUREMENT AND STANDARD DEDUCTIONS:

Measurement should be done as per the standard practice and co-efficient being adopted in engineering departments which are given below.

i. No deduction shall be made for openings not exceeding 0.5 sqm.

11. MEASUREMENTS AND CHECK:

a. SCRAPING:
i. After completion of the scraping, the detailed measurements shall be recorded by the feld Engineers in the presence of H.M, Berger/Nippon Team and one of the members from Parents Committee and got it Check Measured by the competent authority before Painting as it is taken as separate item in painting.

ii. The H.M and one of the members from parent committee will be a part of the measurement process and validate that measurements are taken properly by the Berger/Nippon team.

iii. This will not exonerate Berger/Nippon to show the correct measurements after work is completed.

b. EMULSION PAINT:

i. After completion of the Emulsion paint, the detailed measurements shall be recorded by the feld Engineers in the presence of H.M, Berger/Nippon Team and one of the members from Parents Committee.

ii. The H.M and one of the members from parent committee will be a part of the measurement process and validate that measurements are taken properly by the Berger/Nippon team.

iii. This will not exonerate Berger/Nippon to show the correct measurements after work is completed.

c. WOOD WORK:

iv. After completion of the wood work, the detailed measurements shall be recorded by the feld Engineers in the presence of H.M, Berger/Nippon Team and one of the members from Parents Committee.

v. The H.M and one of the members from parent committee will be a part of the measurement process and validate that measurements are taken properly by the Berger/Nippon team.

vi. This will not exonerate Berger/Nippon to show the correct measurements after work is completed.

d IRON WORK:

i. After completion of the iron work, the detailed measurements shall be recorded by the feld Engineers in the presence of H.M, Berger/Nippon Team and one of the members from Parents Committee.

ii. The H.M and one of the members from parent committee will be a part of the measurement process and validate that measurements are taken properly by the Berger/Nippon team.

iii. This will not exonerate Berger/Nippon to show the correct measurements after work is completed.

12 WORK COMPLETION CERTIFICATION BY Field Engineer /Head Master:

Once the work is completed, the Field Engineer / H.M will acknowledge the completion as ‘Completed/ partially completed / Not Started / Not required’ for each of the 7 elements given below. They will sign on this sheet with seal and handover to Berger/Nippon team when they leave the site. One Abstract copy of the Measurement Sheet will be handed over to the H.M. The H.M will hand over the same to the Field Engineer.

13. INVOICE UPLOAD:

Once work is completed for the school, Berger/Nippon will raise invoice and upload the same in Nadu Nedu Phase-II Portal along with Work Completion Certificate signed by the Head Master, Measurement sheet synopsis.

13. SUSPENSION OF CLASS ROOM OPERATION WHILE PAINTING:

Head Masters shall ensure that class rooms/ other rooms are vacated and made available for painting during execution of painting work.

All the District Educational Officers, Additional Project Coordinators, Executive Engineers shall implement the painting work as per the above guidelines and ensure that these guidelines be reach all the field level officials. Download the Proceedings Copy Click Here
