1. Government of Andhra Pradesh has embarked on a journey of providing quality education to the children of Government schools for making them globally employable. One of the skills required for being globally employable is command over the English language. Comprehensive proficiency in English Language comes not only from studying English as a language but also from understanding English terminology and usage in mathematics, social science, and science subjects. Keeping this in mind, since 2019, Government of Andhra Pradesh has introduced English as a medium of instruction in all Government schools, starting from Class 1 itself.

2. For managing the transition to English as a medium of instruction, Government of Andhra Pradesh has taken a large number of steps such as bilingual textbooks, training of teachers, subject teachers from Class 3 onwards, providing audiovisual content in relevant subjects in bilingual forms, entering into an agreement with Education Testing Service, Princeton, for improving spoken English skills etc. Due to these constant efforts of the Government, 91.33% of students from class 3 to 9 wrote their first formative assessment examination in the present Academic Year (held in the first week of August 2023), in English medium. This has been achieved due to the extraordinary efforts of teachers.

The Government acknowledges the efforts of teachers in this regard and has decided to recognize them through an additional category of awards on Teacher's Day, for 'Teachers showing Pedagogical Competencies in English medium'. The awards will be given at the State level, District level, Constituency level and Mandal level. The Commissioner of School Education will decide on the number of sub-categories and the number of Awards in each sub-category. This category of awards is in addition to the categories of awards that are given on Teachers' Day every year.

4. A large number of teachers in the State have put in extraordinary efforts to transform the medium of instruction to English in their schools. However, the number of awards that can be physically given on Teacher's Day is limited. Therefore, it has been decided that teachers who will be felicitated on Teachers' Day will be selected based on an objective high quality Assessment Process.

5. For making the selection objective, Government of Andhra Pradesh has partnered with Centre for Teacher Accreditation (GENTA} Private Limited. CENTA is one of the world's largest professional platforms for teachers, working with 1.3 million teachers, 80°/o of them across India, and the remaining spread out in 100+ countries. GENTA has expertise in the area of training of teachers and teacher accreditation and will help Government of Andhra Pradesh in selecting teachers for the awards in an objective manner, based on its widely accepted GENTA Teaching Quotient test, though without direct proctoring. Terms of reference are being issued to GENTA separately. However, the Commissioner of School Education should make it clear to teachers that participation in the assessment is optional. The Commissioner of School Education, with the help of GENTA, will complete the assessment by 1st of September and send the proposal to the Government for finalizing the names in the additional category of awards, namely, "Teachers showing Pedagogical Competencies in English medium".

6. The Commissioner of School Education and the State Project Director, Samagra Shiksha, are therefore, requested to take further necessary action accordingly, in the matter
