Sub:- Public Services School Education - Academic Monitoring - visit of the Undersigned to Vizianagaram District Certain lapses found on the part of the Regional Joint Director, Visakhapatnam and the District Educational Officer, Vizianagaram Warning issued - Reg.

The Government of Andhra Pradesh have put in several dedicated efforts to bring a radical transformation in School Education. Attention of the Regional Joint Director of School Education, Visakhapatnam and District Educational Officer, Vizianagarm is invited and they are informed that Government have directed huge resources with the single objective of improving the learning outcome of students.

 In order to make this vision of the Government into reality, among other efforts, one crucial effort is directed through regular academic inspections by the Regional Joint Director(RJD)/District Educational Officers(DEO)/Deputy Educational Officers/Mandal Educational Officer (MEO) focusing and observing the quality of education being delivered as per the guidelines of the Government. For this, they need to

2. a. Highlight the good practices in schools to everyone relevant in the School Education Department.
b. Moreover, if there is a gap in any of the areas of Education delivery, the same has to be brought to the notice of Higher officials through regular timely inspections.

However, during the visit to Vizianagaram, the undersigned was unfortunate to found that even though the schools were re-opened on 12th June, 2023 i.e, have been under operation for the past 100 days; still not a single Mandal Educational Officer has neither performed any Academic inspection, nor submitted any report to the District Education Officer. 

The same is the case with the Dy.Educational Officers, they also haven't performed inspections or submitted any report to the Regional Joint Director of Vizianagram. This feigned approach and attitude in Vizianagaram District by the officials of the School Education department is a disgrace towards the Government's vision and for the future of the students of Andhra Pradesh.

3. Ideally the Mandal Educational Officer and Deputy Educational Officer should have done 5-6 inspections/month. This laxity in work speaks about the casual approach which was evident in both the schools visited by the undersigned in Vizianagaram District. The visited schools didn't even have 30% compliance of the Academic Requirements and the meeting of the deliverables required by the Government guidelines.

4. The Regional Joint Director, Visakhapatnam and the District Educational Officer, Vizianagaram District is hereby warned and given last opportunity to improve their functioning and to perform their work sincerely to improve their attitude towards monitoring to submit the inspection reports by the Mandal Educational Officers/Deputy Educational Officers punctually. Any another such case comes in future inspection of the undersigned the action of 'Removal from Service' will be initiated under CCA Rules.

5. During all the future visits of the undersigned to the districts, it is informed that he will dedicate 45 minutes of time for investigating only the reports of the Mandal Educational Officers, Deputy District Education. Officers, District Education Officers and Regional Joint Directors, etc.
