Directorate of Employment & Training, (DE&T) is working under the Department of Skills Development and Training, Government of Andhra Pradesh.

DET functions with the major objectives of providing Employment Assistance Services, Vocational Guidance and Vocational Training to the youth in Andhra Pradesh State. To achieve these objectives registers the youth looking for employment and placement assistance through Employment Exchanges and runs the long-term and short-term training programmes in Industrial Training Institutes/ Centers in the State.

At present 22 Employment Exchanges working under Department of Training and Employment in Andhra Pradesh, out of which 14 are District Employment exchanges, 06 are Sub Employment exchanges and 2 University Employment Information and Guidance Bureau (UEIGB).

Major Functions of AP DET - Online AP Employment Exchange

To achieve the objectives of the National Employment Service, Department of Employment and Training, carries out the following functions

Registration and placement assistance of job-seekers so as to ensure a proper balance between demand and supply.

Collect comprehensive Employment Market Information on a quarterly basis for creation of data base for use in effective management of the demand and supply of labour, preparing career literature for counselling and vocational guidance.

Counselling and Vocational Guidance.

Conduct area specific specialized study/surveys to have an assessment of skills available and the marketable skills required for encouraging the job-seekers, establishing new ITI basing on the Industries/Employer requirements.

To provide guidance to job seekers related to overseas employment and career enhancement, Overseas Employment & Career Informational centers is operational at Vijayawada.

AP DET - Training Wing

India is a fast growing economy with a rising demand for skilled workforce which enhances the efficiency and flexibility of the labour market, reduces skills bottlenecks, and improves mobility and productivity. The Directorate General of Training (DGT), New Delhi, in the Ministry of Skill Development and Entrepreneurship, Government of India initiated Craftsmen Training Scheme (CTS) in 1950 for imparting skills in various vocational trades to meet the manpower requirements for technology and industrial growth of the country.

The objective of introducing CTS was to ensure a steady flow of skilled workers in different trades for the domestic industry, to raise the industrial production quantitatively and qualitatively by systematic training, to reduce unemployment among the educated youth by providing the employable training, to cultivate and nurture a important in the field of Vocational Training, has been shaping Craftsmen to meet the existing as well as future man power needs in various sectors, through “Industrial Training Institutes” popularly known as ITIs in the States / Union Territories of the country.

Initially, the ITIs were completely under the control of Government of India. Later on, the day-to-day administration of ITIs was transferred to the respective state Governments / Union Territories in the year 1956. The financial control of ITIs in the states and union territories was transferred to the respective State Governments / Union Territory on 01-04-1969. However, the National Council for Vocational Training (NCVT) New Delhi, set up by Govt. of India in 1956, prescribes standards and curricula of craftsmen training and advises the Directorate General of Training (DGT). Also, the DGT accords “affiliations”, controls curricula, admissions and examinations of all the Govt. and Private Training Institutes (ITIs) in India.

ITIs develop human resources in various technical disciplines and generate a steady flow of skilled artisans to meet the ever growing demand of workmen in various industries and service sectors across India by imparting training under `Craftsmen Training Scheme’ in various trades like Electrician, Fitter, Turner, Machinist, Diesel Mech., Draughtsman Civil, Refrigeration and Air Conditioning Mechanic, Electronics Mechanic, Stenography, Computer Operator & Programming Assistant etc.

The trainees are eligible to appear for All India Trade Test (AITT) only when the particular “Trade / Unit” is affiliated to NCVT (National Council for Vocational Training). After qualifying the AITT, the trainees are awarded with National Trade Certificate (NTC) by NCVT. The NTC is valid across India and World Wide and the certificate bearer is eligible for both State and Central Government jobs in technical areas. Moreover, the trainees get avenues for individual development and to contribute to various `skilled worker’ needs of various industries across Andhra Pradesh, India and abroad also.

In the erstwhile united state of Andhra Pradesh, the ITIs were under the control of Department of Technical Education. From the year 1964, the ITIs were brought under the control of the Department of Employment & Training. Now in the Andhra Pradesh State, there are 82 Govt. ITIs and 428 Private ITIs with intake capacity of 1,40,732 trainees (28,505 in Govt. ITIs and 1,12,227 in Private ITI’s). Govt. have accorded permission for the establishment of 2 new Govt. ITIs at Bethamcherla and Nandyal, Kurnool Dist.

అభ్యర్థుల వివరాలు జిల్లాస్థాయి అధికారికి చేరి, వారి ఆమోదంతో ఎంప్లాయిమెంట్ రిజిస్ట్రేషన్ నంబర్ తెలి యజేస్తారని చెప్పారు. గత రెండేళ్లలో ఏపీఎస్ఎస్ఓసీ, ఎంప్లాయ్మెంట్, ట్రైనింగ్ ఆధ్వర్యంలో 1,00,170 మందికి ఉపాధి అవకాశాలు అందించినట్లు తెలిపారు. 192 స్కిల్ హబ్ లో సుమారు 30 వేలమందికి నైపు ణ్య శిక్షణ ఇచ్చామన్నారు. ప్రస్తుతం 297 బ్యాచ్లలో 7,837 మందికి శిక్షణ ఇస్తున్నట్లు తెలిపారు. ఇప్పటికే 863 బ్యాచ్ల ద్వారా 21,854 మందికి శిక్షణ ఇచ్చినట్లు ఉన్నతాధికారులు వివరించారు. అందులో 62 శాతం మందికి ఉద్యోగాలు ఇచ్చినట్లు తెలిపారు.

AP Employment Exchange Online Registration Guidelines

Online Registration for Employment assistance: -

Any citizen of India is eligible for Registration at an Employment Exchange for assistance in securing Employment/job.

The Candidate are eligible for Registration in One Employment Exchange only in the State, where are normal residents of the jurisdiction of the District.

The Employment Exchange may cause such enquiry of seek such confirmation to prove the residential status of the person in that area or that locality, as may be deemed fit.

No candidate shall be allowed to register at more than on employment exchange.

The Registration particulars obtained from the candidates are full Biodata of the candidates seeking employment and the Employment Exchange shall Endeavour to record all vital information about the candidates seeking assistance in the prescribed form.

The fact that a person seeks Employment Assistance and has registered in the Employment Exchange does not guarantee a job to him and this shall be made explicit to the candidates.

Any person to be eligible for registration in an Employment Exchange has to be not less than 14 years of age at the time of registration and not more than 45 years of age as on the 1st July of the year of registration.

Classification of SC/ST/BC candidates shall be done only on the basis of caste certificate issued by the competent authorities prescribed by the Government. The caste particulars once admitted at the time of registration cannot be altered without proper certification of the competent authority as prescribed by the Government.

The candidates shall be given registration slips (XC- 10) on which candidates certify the correctness of the data that is admitted into computer duly signed by the Employment Officer. No manual entry on this registration slip is valid.

The candidate has to be allotted all the relevant and appropriate NCO codes as per Latest National Classification of Occupations and National Industrial Classification equivalent to his general educational qualifications, technical or professional qualifications and experience.

Candidates can be categorized, as priority candidates accordingly to Government Orders from time to time.

The seniority of the applicant against each qualification shall be reckoned from the date on which he informs the Employment Exchange about such qualification. In respect of M.B.B.S. doctors, the date of passing of the examination shall be taken for reckoning the seniority of registration in that category only.

The candidate seeking registration shall be advised to keep the Employment Exchange informed of any additional acquired by them subsequent to registration immediately. The date of entry of such qualifications into the records shall be date from which the candidature of the applicants will be considered for posts requiring that qualification.

The candidates shall be advised to inform the Employment Exchange of any subsequent change in their residential address immediately. The Employment Officer is not responsible for any wrong address noted in the records to the candidates.

The candidates shall be advised to surrender the identity cards of registration slips (XC- 10), the moment they get themselves employed or when they are no longer in need of employment assistance from the Employment Exchange.

Candidates seeking to record their experience certificates in the Employment Exchanges shall be asked to produce True Copies of their Certificates. The Service Certificate issued by the Act Establishment in organized sector only should be accepted.

Transfer of registration along with seniority from one Employment Exchange to another is permissible at the request of the candidates.

However, the candidates whose records are transferred to another Employment Exchange, shall be in the state of dormancy for a period of 6 months for the purpose of sponsoring from the date of registration at the new employment exchange. This is mainly to ensure that candidates do not seek transfer in order to undue advantage at the new district of registration.

AP Online Employment Exchange UPDATING of Registrations

After the registration, a candidate my approach the Employment

Exchange for following (5) five types of “Updating of records.
  • a. Recording of additional qualifications
  • b. Entry of caste certificate, if not already done at the time of registration.
  • c. Recording of Experience
  • d. Recording of Change of Address
  • e. Recording of any other permissible entry necessitated by subsequent acquisition like apprenticeship training, ;language capabilities etc.,
For every such act of updating, the candidates shall submit a request online to the District Employment Officer, duly quoting his full registration particulars and uploading copy of certificate proposed to be entered by him.

Since the operations in Employment Exchanges are computerized, it is necessary that the changes in records are entered online and after proper examination and scrutiny by the competent authority as provided in the Web Application.

After registration, if a candidate acquires or produces additional qualifications then his seniority in that category or occupation shall be counted from the date of uploading of Relevant Certificate.
