Municipal Teachers Service Rules Amendment GO 7 Dated 9.2.24

In the G.O. 2nd & 3rd read above, Government have issued Andhra Pradesh Municipal Educational Subordinate Service Rules, 2016 for the posts of all categories of teachers working in the Municipal Schools under the control of Municipalities in Andhra Pradesh.
2. In the G.O. 4th read above, orders were issued entrusting the supervision and administration of Municipal Schools to School Education Department to administer on par with the system followed in Government and Panchayat Raj Schools.

3. In the reference 6th read above, the Commissioner of School Education, has submitted necessary proposals regarding administration of Municipal teachers.

4. Government after careful examination of the matter, hereby adopt the Andhra Pradesh Municipal Educational Subordinate Service Rules, 2016 for the posts of all categories of teachers working in the Municipal Schools under the control of Municipalities in Andhra Pradesh issued vide G.O.Ms.No.320, Municipal

Administration and Urban Development (DI) Department, Dated.07.12.2016 and issue the following suitable amendments on par with Government and ZPP/MPP Head Masters and teachers service rules.

Rule-6 Method of Appointment: Table - Column 4 & 5 against Category I of Class I:

Method of Appointment: 
By Promotion from Categories I to 14 of Class-II. 
Appointing Authority: Regional Joint Director of School Education.
Table - Column 5 against all categories of Class II to IV):
Appointing Authority: District Educational Officer. +

Note-1 (a):
Appointment by promotion to Category- I of Class-I, shall be made from a panel prepared by a committee consisting of the following members:
  •  Regional Joint Director of School Education concerned - Chairman.
  • Regional Director of Municipal Administration concerned - Member.
  • District Educational Officer concerned - Member Convenor. 
Appointment by promotion to categories 1 to 14 of Class-II, shall be made from a panel prepared by a committee consisting of the following members:
  • i. District Educational Officer concerned Chairman.
  • ii. Deputy Educational Officer Headquarters - Member Convenor.
  • iii. Commissioner of a Municipa!ity which is having largest population m the District - Member.
Note-1 (b): The date and time of the meeting will be fixed by the Chairman of Committee. The quorum for the meeting is two members, the presence of Municipal Authority IS compulsory.

Rule (7) Qualifications:
Qualifications as prescribed in Andhra Pradesh School Educational Service Rules & Andhra Pradesh School Educational Subordinate Service Rules for the posts of teachers, working m ZPP/ MPP/Government and amendments issued from time to time, shall applicable. 

Rule (12) Age: No person shall be eligible for appointment by direct recruitment to any post in this service if he/she in less than 18 years of age and not more than the upper age as prescribed
under A.P. State and Subordinate Service Rules, 1996 from time to time, as on first day of July of the year in which the notification for recruitment 1s made. Concessions of age extended by Government from time to time to BCs, SCs and STs and other categories are applicable to any post which is filled up by direct recruitment. 

Rule (13) Minimum Service: No person shall be eligible for appointment by transfer or by promotion to any post in the service unless he/she has put in not less than the minimum service as prescribed in A.P. State and Subordinate Service Rules, 1996 from time to time in the category/class from which promotion or appointment by transfer is to be made. 

Rule (19) Postings and Transfers: The members working m classes I to IV are liable for transfer within the Revenue District concerned. The Authority competent to order postings or transfers within the District is the appointing authority concerned. 

Rule (25) Discipline and Control: The appointing authority concerned may place a member of any category of the service under suspension pending inquiry/investigation into criminal complaints or on filing charge sheet in a court of Law. An appeal against any order passed by the appointing authority for the post of Category-I of Class-I of Rule (6) shall lie to the Commissioner of School Education. 

An appeal against any order passed by the appointing authority for all categories of posts mentioned in Class II, III & IV of Rule (6) shall lie to the Regional Joint Director of School Education concerned.
