In the G.O. first read above, orders were issued on Panchayat Raj and Rural Development Service Rules, 2001. In the G.O. second read above, orders were issued amending the said rules for the posts of Extension Officers (PR&RD) and Extension Officers (PR&RD) Grade-I and made a single cadre as Extension Officers (Panchayat Raj & Rural Development). In the G.O. fourth read above, orders were issued amending Panchayat Raj & Rural Development Service Rules to include newly created post of Divisional Development Officer.
2. In the reference sixth read above, the Commissioner of Panchayat Raj and Rural Development has submitted a proposal stating that in continuation of integration of the cadres mentioned in para 1 above, the remaining cadres at Mandal and Divisional level (Mandal Parishad Development Officer & Divisional Panchayat Officer) and District level (District Panchayat Officer and Deputy Chief Executive Officer/Divisional Development Officer) have to be integrated. Accordingly, he has proposed amendments to the Andhra Pradesh Panchayat Raj & Rural Development Service Rules, 2001 for restructuring the Panchayat Raj and Rural Development services integrating various equivalent services within the department to avoid too many verticals in seniority and to reduce duplication of cadres with proper career prospects and more effective delivery of services to the rural people.
3. Government have examined the proposal of Commissioner of Panchayat Raj and Rural Development. After careful consideration of the proposal, Government have decided to make necessary amendments to Andhra Pradesh Panchayat Raj and Rural Development Service Rules, 2001 and accordingly, hereby direct that the appended Notification shall be published in an Extraordinary issue of the Andhra Pradesh Gazette. 4. The Commissioner of Printing Stationary and Stores Purchase (Printing Wing) Department, Andhra Pradesh, Vijayawada shall publish the notification in the Andhra Pradesh Gazette and furnish 100 copies to Government.
In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, read with sub-section (1) of Section 268 of the Andhra Pradesh Panchayat Raj Act, 1994 [Andhra Pradesh Act No. 13 of 1994] the Governor of Andhra Pradesh, hereby makes the following amendments to the Andhra Pradesh Panchayat Raj and Rural Development Service Rules, 2001 issued in G.O.Ms.No.347, PR &RD (E.VI) dept, dated:21.11.2001 as subsequently amended from time to time.
In the said rules,
1 (i) For the words "Extension Officer (Panchayat Raj & Rural Development)" shall be substituted with the words, "Deputy Mandal Parishad Development Officer".
(2) In Rule 2,
"Mandal Parishad Development Officer including Gazetted Instructor (Panchayat Raj) in A.Madhava Reddy Academy of Rural Development (formerly APARD) and Extension Training Centres/ Divisional Panchayat Officer".
(v) Under Class A, Category (9), the following shall be substituted, namely:-
"Deputy Mandal Parishad Development Officer".
(vi) Under Class A, the existing provisions under Category 4 (a) Divisional Development Officer, Category (5) District Panchayat Officer including Gazetted Instructor (Panchayats) in Extension Training Centres and Category (8) "Divisional Panchayat Officer" shall be omitted.;
(vii) The existing Categories under Rule 2 Class A, shall be renumbered, namely, Category (6) as Category (5) and Category (7) as Category (6) and Category (9) as Category (7).
(3) In the Rule 3,
1. Under the Table, the following shall be substituted against the entries at SI.Nos 2,3,4 and 7 as follows:
3. For Note:1, the following shall be substituted, namely:
"In the matter of appointment to the post of Chief Executive Officer, the existing District Panchayat Officer shall be appointed to the 1st vacancy in every cycle of 14 vacancies. The remaining 13 vacancies shall be filled by appointment of Divisional Development Officer (DDO)/Deputy Chief Executive Officer(Dy.CEO) till the existing DPOs list is exhausted."
4. For Note: 2, the following shall be substituted, namely:
(a) One-third of the substantive posts in the categories of divisional Development Officer(DDO)/District Panchayat Officer (DPO)/Deputy Chief Executive Officer(Dy.CEO) combined together shall be earmarked for filling by Direct Recruitment and the remaining two-third posts by promotion from the feeder categories of Mandal Parishad Development Officers and Divisional Panchayat Officers and Section Officers/PS from A.P. Secretariat under Single Unit of General Administration Department.
(b) In the matter of appointment to the post of Divisional development Officer(DDO)/District Panchayat Officer (DPO)/Deputy Chief Executive Officer(Dy.CEO), the existing divisional Panchayat Officers shall be appointed to the 10th Vacancy in every unit of 17 vacancies earmarked to the promoted quota posts (two-third posts in the cadre strength) till the existing divisional Panchayat Officers (DLPO) seniority list is exhausted.
Fifth vacancy of every third cycle shall be earmarked to Section Officers/PS of Andhra Pradesh Secretariat under Single Unit of General Administration Department. The remaining vacancies shall be filled by appointment of Mandal Parishad Development Officers."
5. Note 3 (a) and (b) the following shall be substituted, namely;
(a)The posts of Mandal Parishad Development Officer (MPDO) including Gazetted Instructor (Panchayat Raj)/ Divisional Panchayat Officer (DLPO) shall be filled by appointment by promotion in the cycle of 10 vacancies as specified below:-
(4) In Rule 8(a), the following shall be substituted, namely;
(i) Every person appointed by direct recruitment to the posts of Divisional Development Officer (DDO) and Deputy Mandal Parishad Development Officer shall immediately after appointment or thereafter undergo a course of training for the period of not less than one year and as per the such programme and syllabus as may be prescribed by the Government in consultation with the Commissioner, A.Madhava Reddy Academy of Rural Development (formerly APARD)
(ii) The Direct Recruited Divisional Development Officer shall work at least five years at the divisional headquarters prior to considering them for any district level posts;
(iii) In respect of persons appointed by promotion to all categories of posts in the service rules shall undergo at least one-month institutional training as per the such programme and syllabus as may be prescribed by the Government in consultation with Commissioner, A.Madhava Reddy Academy of Rural Development (formerly APARD)
(iv) Computer Proficiency Test (CPT) is mandatory for all categories of posts appointed by direct recruitment for getting promotions to next higher cadre.
(v) In order to get promotion to the higher category, officers of the department shall be transferred from one cadre to another cadre (inter-cadre transfers) so as to get exposure to various dimension of the development administration and should work atleast one year of service as on-job training. They should also undergo institutional training including computer skills while posting on inter-cadre transfers as per the guidelines prescribed by the Government from time to time.
(5) In Rule 9.
In the table under Category 4(a) 5,6 and 7 of Class-A, the following shall be substituted, namely;
Note: The post of District Panchayat Officer is upgraded to the cadre of Divisional Development Officer/Deputy Chief Executive Officer of ZP which is state cadre post, Class-A category 5 in the Table shall be omitted.
(6) In Rule 10
In the first proviso, after the words, "Mandal Parishad Development Officers", the following shall be inserted, namely; "and Divisional Panchayat Officers (DLPO)"
(7) (1) In the Annexure (see Rule 5) under Class-A and Categories (3), (4) and (7), the following shall be substituted, namely;

NOTIFICATION

AMENDMENTS
In the said rules,
1 (i) For the words "Extension Officer (Panchayat Raj & Rural Development)" shall be substituted with the words, "Deputy Mandal Parishad Development Officer".
(2) In Rule 2,
- (i) Under class A, Category (2), the following shall be substituted, namely:-
- "Deputy Commissioner including Additional Director (Panchayat Raj) in A.Madhava Reddy Academy of Rural Development (formerly APARD) and Principals of Extension Training Centres";
- (ii) Under Class A, Category (3), the following shall be substituted, namely, "Chief Executive Officer of Zilla Parishads";
- (iii) Under Class A, Category (4), the following expression shall be substituted, namely:-"Divisional Development Officer (DDO)/District Panchayat Officer including Gazetted Instructor (Panchayats) in Extension Training Centres/ Deputy Chief Executive Officer of Zilla Parishads including Deputy Director of "A.Madhava Reddy Academy of Rural Development (formerly APARD)".
"Mandal Parishad Development Officer including Gazetted Instructor (Panchayat Raj) in A.Madhava Reddy Academy of Rural Development (formerly APARD) and Extension Training Centres/ Divisional Panchayat Officer".
(v) Under Class A, Category (9), the following shall be substituted, namely:-
"Deputy Mandal Parishad Development Officer".
(vi) Under Class A, the existing provisions under Category 4 (a) Divisional Development Officer, Category (5) District Panchayat Officer including Gazetted Instructor (Panchayats) in Extension Training Centres and Category (8) "Divisional Panchayat Officer" shall be omitted.;

(iii)10th vacancy in 2nc118thand 10th cycle shall be filled from Administrative Officers in the office of District Panchayat Officer and Divisional Panchayat Officer and Administrative Officers of Commissioner of Panchayat Raj 8( Rural Development office;
Provided that 8th cycle shall be filled by the Administrative Officers of 0/o Commissioner of Panchayat Raj and Rural Development.
Note: The posts of Mandal Parishad Development Officers (MPDO) and Divisional Panchayat Officers (DLPO) shall be inter transferable. Provided that, this provision shall not be applicable to the existing MPDOs and DLPOs.
6. Under the Table, the existing Note 4 shall be omitted. Note 5 and 5 (a) shall be read as Note 4 and 4(a). Note 6, Note 7 and Note 8 shall be renumbered as Note 5, Note 6 and Note 7 respectively;
Note: The posts of Mandal Parishad Development Officers (MPDO) and Divisional Panchayat Officers (DLPO) shall be inter transferable. Provided that, this provision shall not be applicable to the existing MPDOs and DLPOs.
6. Under the Table, the existing Note 4 shall be omitted. Note 5 and 5 (a) shall be read as Note 4 and 4(a). Note 6, Note 7 and Note 8 shall be renumbered as Note 5, Note 6 and Note 7 respectively;
