In the letter 1st read above, the Director of Intermediate Education has furnished certain guidelines for transfers of employees working under Intermediate Education.
2. In the reference 2nd read above, the Finance Dept. has issued the certain guidelines for transfer of employees for the year 2025.
3. Accordingly, Government, after examination of the matter, hereby accord permission to the Director of Intermediate Education to effect transfers of the employees working in Intermediate Education through Web Counselling during the period from 22.5.2025 to 08.6.2025, as per the guidelines appended this order.
4. The Director of Intermediate Education shall take further necessary action in the matter accordingly.
5. This order issues with the concurrence of the Finance (HR.I-Plg.& Policy) Department, vide U.O.No.HROPDPP(TRPO)/156/2023, with Computer No.2097212, dated: 15.5.2025.
[1] Transfer by Web Counseling:
All transfers shall be made by way of Web Counselling by the competent authority.
[3] Competent Authority for Issue of Posting Orders:
a. Appointing authorities concerned i.e., Director of Intermediate Education in respect of Principals, Dy. D.V.E.O, Administrative Officers, and Superintendents and RJDIEs concerned in respect of Junior Lecturers (General/Vocational), Junior Lecturers in Physical Education, Library Science, and Non-Teaching staff up to Senior Assistant working in their jurisdiction with erstwhile district as the criteria shall issue transfer orders respectively based on the eligibility as per norms.
b. The Director of Intermediate Education is empowered to affect any kind of transfers on administrative grounds as per exigency of work load irrespective of whether they come under the purview of transfers or not.
The following vacancies will be notified for transfers of Principals, Non- Teaching Staff and Teaching Staff (Vocational):
Based on the no. of liable transfers and request transfers, following vacancies will be opened in order to ensure equitable proportion of Regular and Contract Junior Lecturers across all Colleges:
c) To avoid complete migration of the staff to the Focal (Urban) areas from Non-Focal (Rural) areas and to maintain suitable proportion among Regular, Contract and Guest Junior Lecturers, vacancies will be notified as detailed above based on the academic and administrative requirements.

(b) Performance Points: Performance Points will be given to Principals and Junior Lecturers based on 2nd year Results of IPE March, 2025:
To make a claim under Spouse Category, the applicant needs to attach a self-declaration along with a certificate regarding his/her spouse also declaring that he/she did not avail the benefit in the preceding 05 years, duly attested by the DDO concerned.
Further, an entry must be made in the Service Register of the individual to this effect.
b. Differently Abled Employees with Disability 70% and Above as per Sadarem certificate will be given preference while providing a choice for transfers, giving them an opportunity to choose a place of their preference depending on their convenience for travel and other basic facilities necessary for their dignified movement and mundane survival. However, for implementation of this provision the working strength under this category in all cadres in a particular GJC should not exceed 30% of the total sanctioned strength of that GJC.
c. Employees/ their spouse or dependent children having life-threatening diseases and undergoing treatment i.e. Cancer, Open Heart Surgery, Major Neuro-Surgery, Bone TB, Kidney Transplantation / Dialysis, Organ Transplantation, Spinal Surgery will be considered under Preferential category. The applicant seeking transfer under this category shall produce the Medical certificate afresh issued by the District Medical Board/ State Medical Board and discharge summary and all detailed medical certificates from referral hospital.
d. Employees having Mentally challenged dependent children/spouse or dependent children suffering with Thalassemia/Hemophilia/Muscular Dystrophy or dependent children born with congenital heart defect (hole in heart) and who have undergone surgery within last 3 years will be considered under preferential category. All Medical certificates should be certified by the District/State Medical Board.
The benefit of Preferential treatment under Point c and d will be given only once in 5 years.
e. Persons who have been shifted due to redeployment of posts will be eligible for preferential transfers.
f. In case of Women Institutions, order of preference for posting on transfer, for Principal and Teaching Staff shall be as follows:
a) Women.
b) Male above 50 Years of age.
c) Male between 45-50 Years of age.
d) Others.
However, for the Junior Lecturers in Urdu Medium; Urdu Colleges may be considered where there is a clear vacancy and when nobody else has opted for that place.
g. NCC trained Junior Lecturers shall be considered for posting to the colleges where NCC units exist as far as possible. If no such place is available, the NCC-Trained JL shall be retained in the same place.
h. Transfers of Presidents and Secretaries of the State & District bodies of the recognized associations will be considered as per Circular Memo No.GAD01-SWOSERA/27/2019-SW General Administration Dept., Dt.15.06.2022 of the Govt. of A.P.
b. If any employee fails to submit the same, the entitlement points may be prepared at R.J.D.I.E. level based on the available information and any discrepancy due to lack of information shall not be entertained.
b. The Junior College-wise vacancy list [for Counseling purpose] will be displayed based on the criteria given under notification of vacancies.
c. No allotment for future arising vacancy will be considered during Counseling.
d. The employee is responsible for the correctness of the information furnished in the request transfer application. Hiding of facts and furnishing of erroneous information shall attract disciplinary action as per conduct rules.
e. Objections, if any, on the vacancy list or entitlement points have to be submitted to the Director, Intermediate Education by the applicant (in writing) or online with necessary evidences/justification, as per the Schedule. The Director, Intermediate Education after due verification, shall dispose off these objections and carry out necessary corrections, if any in the vacancy list or entitlement points and the final list shall be uploaded in the specified website by the Director, Intermediate Education accordingly and also displayed in the office of the RJDs and Director, Intermediate Education.
b. Necessary registers and records shall be maintained for web Counselling duly signed which shall be produced for scrutiny whenever required at Regional Joint Director Level.
A. Liable Transfers: Within liable transfers, the following sequence will be followed:
i) Disability of 70% and above as detailed at (8) (a) and(b).
ii) Medical Exigencies, as detailed at (8) (c) and (d).
iii) Staff under Redeployment.
iv) Others.
B. Request Transfers: Within request transfers, the following sequence will be followed:
i) Disability of 70% and above as detailed at (8) (a) and(b).
ii) Medical Exigencies, as detailed at (8) (c) and (d)
iii) Others
a. Within each category, priority will be given based on the entitlement points, starting with the highest. The highest scorer in the respective subject and respective zone will be given the first choice for transfer and so on.
b. The lists of employees for transfers in each category are to be prepared in descending order as per entitlement points accrued to them. Such lists shall be displayed on the web-portal.
c. All the applicants seeking transfer will exercise options online. The applicants may choose any of the vacant posts displayed at that point of time. They shall indicate maximum number of places (as per the vacancies notified in the order of preferences). In case of those who are not getting place as per their options, they shall be allotted posting after exhausting all the applicants who have exercised options. The applicants, in the order of merit shall be allotted to the vacant posts available as per his/her option online by the web Counselling software.
d. If any employee who is liable to transfer, fails to apply and attend the Counselling, such person will be allocated the leftover vacancy in the Counselling and no further correspondence will be entertained in this respect.
e. In case, the entitlement points of two or more applicants are equal then the preference shall be given to the employees who has put in longer service in the particular station.
f. The employees eligible for transfers shall not be posted in the Government Junior Colleges, which are located in the same Gram Panchayat/Municipality /Municipal Corporation, in which they are working during transfers by Counselling. This is to ensure that candidates do not remain long in a particular station.
g. The Minimum Teaching Strength shall be maintained in each Government Junior College i.e one regular Principal or one regular Junior Lecturer should be retained as Skeletal Staff. The employees who come under skeletal staff may be allowed to exercise their option. However, they will be relieved as and when the new incumbent joins in the college. For consideration of multiple requests for transfers from the skeletal staff, preference will be given to the staff based on station seniority.

INTERMEDIATE EDUCATION TRANSFER GUIDELINES-2025
These Transfer Guidelines apply to all employees working in the Department of Intermediate Education, A.P.[1] Transfer by Web Counseling:
All transfers shall be made by way of Web Counselling by the competent authority.
[2] Schedule of Transfers:
The Director of Intermediate Education shall draw the schedule for transfers between 22.05.2025 to 08.6.2025. Transfer orders shall be issued on or before 08.6.2025.[3] Competent Authority for Issue of Posting Orders:
a. Appointing authorities concerned i.e., Director of Intermediate Education in respect of Principals, Dy. D.V.E.O, Administrative Officers, and Superintendents and RJDIEs concerned in respect of Junior Lecturers (General/Vocational), Junior Lecturers in Physical Education, Library Science, and Non-Teaching staff up to Senior Assistant working in their jurisdiction with erstwhile district as the criteria shall issue transfer orders respectively based on the eligibility as per norms.
b. The Director of Intermediate Education is empowered to affect any kind of transfers on administrative grounds as per exigency of work load irrespective of whether they come under the purview of transfers or not.
[4] Eligibility for Transfer:
- a. Employees who have completed five academic years of service at a station, irrespective of cadre, as on 31.05.2025, are invariably liable for transfer. However, Junior Lecturers in Minor subject like Logic, Urdu, Tamil, Odiya and Sanskrit may be retained if no candidate applies for request transfer and no eligible candidate is available for transfer even on administrative grounds. Academic year means, June 1st of every year to May 31st of the next year. More than nine months of service in an academic year will be treated as one academic year.
- b. Employees who have completed two academic years of service as on
- 31.05.2025 are eligible to apply for transfer on request basis i.e. Academic Year 2023-24 and 2024-25 in the current station.
- c. Service in all cadres at a station shall be counted while calculating the period of stay, for which station means place (City, Town, and Village) of actual working for the purpose of transfers and not office or institution.
- d. Employees who are under compulsory transfer due to redeployment of posts are eligible for transfers.
- e. The employees retiring on or before 31.05.2027 shall not be transferred unless they make a specific request for transfer.
- f. Employees who worked in any cadre at any station and proceeded on long leave up to a period of 06 months, i.e., the maximum period of earned leave that can be availed by a Govt. employee at a time, shall be posted to the same station, except where otherwise liable to be transferred.
- g. The requests of the employees having any charges / ACB/Vigilance cases/POCSO cases pending against him/her shall not be considered for transfer and the same shall be indicated clearly against the name of that employee if there is any request made for transfer by such employee. However, the Director of Intermediate Education is empowered to transfer these employees to far away place on administrative grounds. Such employees should not be posted to focal places (A category locations)
[5] Grading of Places:
The stations are categorized into 4 categories as A, B, C and D. Transfers will be permitted category wise as given in the table below:Category | Employee’s working place | Permitted for Transfer to |

[6] Procedure for Notification of Vacancies:
A. Vacancies for Principals, Non-Teaching and Teaching Staff (Vocational)The following vacancies will be notified for transfers of Principals, Non- Teaching Staff and Teaching Staff (Vocational):
- a. Clear Vacancies as on the date of issue of transfer guidelines.
- b. Vacancies under Compulsory Transfer.
- c. Vacancies arising out of unauthorized absence for one year or more as on the date of issuance of transfer guidelines.
- d. Study leave vacancies.
- e. Resultant Vacancies during transfer Counseling.
Based on the no. of liable transfers and request transfers, following vacancies will be opened in order to ensure equitable proportion of Regular and Contract Junior Lecturers across all Colleges:
- a) Vacancies in ITDA Areas as detailed at 6(A) above.
- b)All other Govt. Junior Colleges having General stream student strength of 100 and above along with Vacant Sanctioned Posts(with no regular junior lecturers) of more than 50% in General Stream excluding Physical Directors and Librarians, will be opened in a sequential manner based on the number of applications as shown below:

The points shown as below shall be allowed to the candidates eligible/ liable for transfer:(a) Station Points:

Examinations [only for Principals and Teaching Staff] :
- (i) In case of Principals, the College performance (General and Vocational streams put together) will be taken as criteria.
- (ii) Where more than one Junior Lecturer exists in a College, the number of students appeared, passed and percentages shall be ascertained through a certificate of the Principal. The Principal concerned will be held responsible for the correctness of the Certificate.
- (iii) The results of the Intermediate Public Examination March, 2025 as
- communicated by BIE and published on the website will only be considered.
(c) Special Points: Special Points will be given under the following categories

They are also exempted from maximum period of 5 academic years i.e., liable transfers provided no request has been made for the post of the present incumbent by another Differently Abled Employee [Disability 70% and Above].b. Differently Abled Employees with Disability 70% and Above as per Sadarem certificate will be given preference while providing a choice for transfers, giving them an opportunity to choose a place of their preference depending on their convenience for travel and other basic facilities necessary for their dignified movement and mundane survival. However, for implementation of this provision the working strength under this category in all cadres in a particular GJC should not exceed 30% of the total sanctioned strength of that GJC.
c. Applications of all the eligible employees shall be uploaded in the transfers portal prescribed by the department for calculating the entitlement points with approval of the R.J.D.I.E. duly certified by the Principal concerned.b. If any employee fails to submit the same, the entitlement points may be prepared at R.J.D.I.E. level based on the available information and any discrepancy due to lack of information shall not be entertained.
[10] Display of employee details and Vacancy List :
a. The list of employees who are liable for transfer and request applications by candidate eligible for transfer with entitlement points shall be displayed at the offices of the R.J.D.I.E. and D.V.E.O/D.I.E.O and will also be uploaded in the web-portal.b. The Junior College-wise vacancy list [for Counseling purpose] will be displayed based on the criteria given under notification of vacancies.
c. No allotment for future arising vacancy will be considered during Counseling.

Necessary registers and records shall be maintained for web Counselling duly signed which shall be produced for scrutiny whenever required at Regional Joint Director Level.
[12] Counselling Procedure:
