All District Educational Officers and Additional Project Coordinators of Samagra Shiksha are informed that, as per reference 1st cited, the Ministry of Education, New Delhi, approved a budget of Rs. 4791.60 lakhs for 79,860 students (41,697 Elementary and 38,163 Secondary) for the year 2025-26.

All District Educational Officers and Additional Project Coordinators of Samagra Shiksha are informed that, as per reference 1st cited, the Ministry of Education, New Delhi, approved a budget of Rs. 4791.60 lakhs for 79,860 students (41,697 Elementary and 38,163 Secondary) for the year 2025-26.
Based on eligibility, transport allowance will be credited directly to the mother’s bank account through DBT. As per RTE norms, this allowance is provided to students from habitations without nearby schools to improve access and reduce dropouts.
Objectives of the Programme:
Children residing in habitations without a schooling facility within 1 km (Primary) and 3 km (Upper Primary) are eligible.
Secondary Schools:
1. CRMT (Cluster Resource Mobile Teacher ):
Objectives of the Programme:
- Promote access to education for children in remote areas.
- Reduce dropout rates among school-aged children.
- Support inclusive education for all.
- Bridge the geographical gap in schooling facilities.
- Enhance student enrollment in government and local body schools.
- Implementation Mechanism
- The School Education Department, Amaravati, has developed the LEAP (Logistics and Educational Assistance Portal) application to identify and manage eligible students for transport allowance.
- Upon successful identification and approval of eligibility through the LEAP App, the transport allowance will be credited directly to the mother’s bank account via Direct Benefit Transfer (DBT).
Eligibility Norms for Transport Allowance:
Primary & Upper Primary Schools:Children residing in habitations without a schooling facility within 1 km (Primary) and 3 km (Upper Primary) are eligible.
Secondary Schools:
- Children residing with in the 5 km away from the nearest secondary school are eligible.
- The student must travel by public transport (e.g., Bus, Mini Bus, Auto, Cycle etc.) to attend school.
- The student must be studying in the nearest neighbourhood school managed by the Government or Local Body.
- Children attending private schools are not eligible for transport allowance under any circumstances.
Financial Norms:
- Unit Cost per Child: ₹600 per month
- Duration: 10 months per academic year
- Total Annual Allowance: ₹6,000 per child per annum
Roles & Responsibilities:
1. CRMT (Cluster Resource Mobile Teacher ):
- Log in to the LEAP App using CRMT credentials.
- Select "Student Bucket" and then "Student Actions."
- Search for the student using the PEN ID.
Confirm eligibility by:
of the Director of School Education, Andhra Pradesh, Amaravati. Based on the district-wise approved list provided by the IT Cell, the amount will be released to the respective APCs every three months for disbursement directly to the mothers' bank accounts through Direct Benefit Transfer (DBT).
This initiative plays a crucial role in enabling children from remote and inaccessible areas to pursue education without transportation barriers. Timely and accurate data entry, verification, and coordination among CRMTs, MEOs, and APCs are essential for the successful implementation of the transport allowance scheme.
All the ALSCOs and Assistant ALSCOs are hereby instructed to strictly follow the above instructions regarding the entry of Transport Allowance in the LEAP App. They will be held responsible for any deviation in this regard, including lapses in the budget and the utilization of the Transport Allowance.
The District Educational officers & Additional Project Coordinators of Samagra Shiksha in the State are hereby instructed to take necessary action to upload accurate data of eligible children for Transportation Allowance duly verifying the eligibility as per the above criteria in coordination with CRMTs, MEOs for the successful disbursement of the transport allowance through DBT mode.
- Indicating if transport is required.
- Entering the distance (in kilometers) from school if transport is needed.
- Select eligible students as per RTE norms and PEN ID data.
- Coordinate with School Headmasters to ensure all student data is accurate and up-to-date.
- After uploading the information, click on the Submit button
2. MEO (Mandal Education Officer):
- Verify the list of eligible students submitted by CRMTs via the LEAP app.
- Ensure data is accurate school-wise and child-wise.
- Cross-check distances and school details as per RTE guidelines.
- After verification Click on the submit Button
3. APC (Additional Project Coordinator):
- Review and verify the student data submitted by CRMTs and MEOs through the APC login on the LEAP app.
- Approve the list after thorough verification.
- Ensure payments are made through DBT only after proper approval. Confirm that:
- The child’s PEN ID is linked to the mother’s Aadhaar number.
- The mother’s Aadhaar is linked to an active bank account.
- The bank account belongs to the mother only, as per eligibility criteria.
- This process will have been completed on or before 10.08.2025.
