1) In the reference cited, administrative sanction was accorded for providing Boundary Walls, Boys Toilets, Girls Toilets, Electrification and Major Repairs under the Non-Recurring Budget of the BIGs Programme (“Rejuvenation of Basic Infrastructure and Overall Cleanliness of Government Schools”). The sanction covered a total of 1000 physical units with a financial allocation of Rs. 6134.18 lakhs.
2) To facilitate procurement of essential materials such as steel, sand, stone, cement, etc., and to enable grounding of the works, it is proposed by the State Project Engineer, APSS to release an amount of Rs. 21,10,19,000/- (Rupees Twenty-One Crores Ten Lakhs Nineteen Thousand only) as 1st instalment advance as per Samagra Shiksha norms.
3) Accordingly, under the powers vested with the State Project Director, Samagra Shiksha, sanction is hereby accorded for release of Rs. 21,10,19,000/- (Rupees Twenty One Crores Ten Lakhs Nineteen Thousands only) as 1st instalment advance, duly adjusting against the budget allocation available for the spillover civil works sanctioned in AWP&B 2025-26.
4) The intervention-wise and district-wise details of fund release are furnished in the annexure appended to this order.
5) Accordingly, the Finance Controller, Office of the State Project Director, Samagra Shiksha, is instructed to release an amount of Rs. 21,10,19,000/- (Rupees Twenty-One Crores Ten Lakhs Nineteen Thousand only) to the District Project Office accounts of the respective districts for Civil Works as indicated in Table–I above, under the budget head:

6) The above release of 40% advance is intended to enable timely initiation and execution of works. The works shall be executed through the respective School Management Committees (SMCs).
7) The District Educational Officers / Additional Project Coordinators, Executive Engineers, and FAOs are instructed to:
Utilize the funds exclusively for the approved spillover works sanctioned under AWP&B 2025- 26, without any deviation.
Ensure that diversion or misutilization of funds for any other purpose will be viewed seriously.
