Amendment 1: Addition of Sub-Rule 2(a)(ii) to Rule 22

New Provision Added:
Sub-classification of SC reservations in promotions with three distinct groups:
  • Group-I SC: 1% reservation in promotions
  • Group-II SC: 6.5% reservation in promotions
  • Group-III SC: 7.5% reservation in promotions
Key Feature: Separate roster points to be followed for each of the three SC groups as per Rule 22(e)(i) and (e)(ii).

Amendment 2: Addition After Sub-Clause E of Rule 22(2)(a)(ii)

Four new sub-clauses added to address operational aspects:
(i) Non-availability of Eligible Candidates

Vacancy carries forward to next panel year if no eligible candidate from a particular group is available

(ii) Carry Forward Vacancies Procedure
Detailed cascading mechanism:
  • Year 1: Vacancy reserved for specific group
  • Year 2: If still unfilled, moves to next group (Group-I → Group-II → Group-III)
  • After Year 2: If no SC candidate available from any group, filled by general merit
  • Important: Carried forward SC vacancies must be filled first in subsequent panel year, irrespective of roster points
Note: Special provision for Group-I - roster point carries forward to next year; if still unfilled in year 2, filled by Group-II candidate
(iii) Calculating Adequacy

Adequacy/inadequacy calculated separately for each group (Group-I, Group-II, Group-III)
Overall SC representation must not exceed 15%

(iv) Maintaining Roster Register
  • Mandatory: Separate register for each of the three SC groups
  • Requirement: Two cycles of 100-point vacancies
  • Applicability: Cadres with more than 5 posts
  • Seniority Lists: Must specify which SC group the person belongs to

Amendment 3: Addition of Sub-Rule 4(A) to Rule 22-A

New Provision: Horizontal Reservation for SC Women in Promotions
Key Features:
  • 33⅓% horizontal reservation for women within each SC group
  • No separate roster points assigned
Implementation method:

First through seniority-based filling
If woman not available by 3rd cycle at designated roster point (e.g., RP No.2 for Group-I), then consider eligible woman irrespective of seniority to ensure 33⅓% reservation


Example Given:
Roster Point No.2 allocated to Group-I SC
If filled by woman through seniority → horizontal reservation fulfilled
If no woman available up to 3rd cycle → at RP No.2 in 3rd cycle, eligible woman considered regardless of seniority

 O R D E R:
Government have issued orders, vide the Ordinance No.02/2025, for implementation of the rule of reservation to Scheduled Castes of three Groups.

2. In pursuance of the aforementioned Ordinance, in the G.O second read above, the Government in Social Welfare Department have issued the Andhra Pradesh Scheduled Castes (Sub-Classification) Rules, 2025.

3. Based on the above rules, vide the G.O third read above, necessary amendments have been issued to Andhra Pradesh State and Subordinate Service Rules, 1996.

4. In the G.O fourth read above, in order to implement rule of reservation in promotions to Scheduled Castes of three Groups, the Government in Social Welfare Department have issued amendments to the Andhra Pradesh Scheduled Castes (Sub-Classification) Rules, 2025.

5. After careful examination of the matter, Government have decided to issue necessary amendments to Andhra Pradesh State and Subordinate Service Rules, 1996 accordingly.

6. All the Departments, Local Authorities, State Owned Corporations, Societies, Universities, etc. shall follow the Rules, as amended below, while effecting the promotions and also amend their rules in conformity with the general rules being amended.

7. The following Notification will be published in the Andhra Pradesh Gazette:-

NOTIFICATION
In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India and of all other powers hereunto enabling, the Governor of Andhra Pradesh, hereby makes the following amendments to the Andhra Pradesh State and Subordinate Service Rules, 1996, issued in G.O.Ms.No.436, General Administration (Services-D) Department, dated the 15th October, 1996, as subsequently amended from time to time.

This notification shall be deemed to have come into force with effect on and from 18.04.2025. The panels which were prepared prior to 18.04.2025 and operated totally or partially shall continue without changes and shall not be re opened. The panels for the year 2024-25 which were prepared and or not prepared as on 18.04.2025 shall have to be reviewed to implement the Rule of Reservation in promotions to the each of the three Groups of Scheduled Castes.

AMENDMENTS

In the said rules,

1. after sub rule 2 (a) (i) of Rule 22, the following shall be added namely:-
  • (2) (a) (ii): In respect of Scheduled Castes, the procedure for implementation of the rule of reservation in promotions:
(i) In order to implement the rule of reservation in promotions to the Scheduled Castes,
  • 1. One percent (1%) of appointments by promotion in each cadre in public service shall be reserved for the persons belonging to Group-I of Scheduled Castes.
  • 2. Six and half percent (6.5%) of appointments by promotion in each cadre in public service shall be reserved for the persons belonging to Group-II of Scheduled Castes.
  • 3. Seven and half percent (7.5%) of appointments by promotion in each cadre in public service shall be reserved for the persons belonging to Group-III of Scheduled Castes.
(ii) In respect of Scheduled Castes, reservation in promotions shall be followed for each Group-I, Group-II and Group-III of Scheduled Castes, as per sub classification wise, and the roster points for each of three groups as specified in Rule-22 (e) (i) and (e) (ii) of A.P State and Subordinate Service Rules, 1996 shall be followed.

2. In the said rules, after sub clause E of 2 (a) (ii) of Rule 22, the following shall be added namely:-
  • (i) Non-availability of eligible candidates: If eligible candidates for promotion belonging to a particular group are not available in a particular panel year, the said vacancy shall be carry forwarded to the next panel.
  • (ii) Carry forward Vacancies: Regarding carry forward vacancies, if no qualified Candidate is available, the following procedure shall be followed:
In case qualified Scheduled Castes Candidates belonging to Group-I, Group-II and Group-III as specified in Rule 3 of the A.P Scheduled Castes (Sub-Classification) Rules are not available for a particular panel year, the vacancy shall be carry forward to the subsequent panel year for the same Group. If 2nd year also, non availability of eligible candidates, the vacancies shall be filled up with the following group (Group-I to Group-II and Group-II to Group-III) and so on and so forth. In the second year also if no Scheduled Castes Group-I, Group-II and Group-III are available, the vacancies meant for them shall be filled up by the candidates from the feeder category based on merit cum seniority. The number of such vacancies meant for Scheduled Castes should be carried forward and filled up first in the immediate subsequent Panel year irrespective of their roster points in the previous years.

Note:- In respect of non-availability of eligible and qualified candidates from Group-I, the corresponding roster point shall be carried forward to the subsequent year. If no eligible candidate from Group-I is available in the second year as well, the vacancy shall be filled by an eligible and qualified candidate belonging to Group-II and so on and so forth.

(iii) Calculating Adequacy: For the purpose of achieving adequacy for each group of Group-I, Group-II and Group-III of Scheduled Castes in each cadre, the rule of reservation shall be followed and adequacy of representations or inadequacy of representations shall be calculated for each group separately and overall adequacy for Scheduled Castes and shall not exceed 15%.

(iv) Maintaining Roster Register in respect of promotions:- In every Administrative Department/Unit Officers shall maintain post wise a separate register for two cycles of 100 point vacancies for determining /effecting reservation in promotions for the three Groups of Scheduled Castes, where the cadre strength is more than five (5) of posts. In the seniority lists also, the name of the person along with Group of Scheduled Castes which he/she belongs to, shall be specified.

3. In the said rules, after proviso of sub Rule (4) of Rule 22-A , the following shall be added namely:-
  • 4 (A). Horizontal Reservation for Women in promotions in respect of Scheduled Castes:- Roster point shall not be assigned for implementation of horizontal reservation for women. Horizontal reservation for women belonging to each of Group-I of Scheduled Castes, Group-II of Scheduled Castes and Group-III of Scheduled Castes is provided @ 33 1/3%.
  • Roster Point No.2 which was allotted to Group-I of Scheduled Castes, if Women candidate by virtue of her seniority is filled in, horizontal reservation to the women @ 33 1/3% of Group-I of Scheduled Castes is fulfilled horizontally. If Women candidate is not available upto the 3rd 100 cycle of Group-I, then in the 3rd 100 cycle at RP No.2, eligible Women candidate irrespective of the seniority shall be considered to fill in the 3rd cycle to ensure 33 1/3% horizontal reservation to Group-I of Scheduled Castes.
