ORDER:
Schools are not only centres of academic learning but also critical spaces for shaping lifelong habits related to health, hygiene, discipline and social responsibility. Field observations and health records indicate that a significant proportion of student absenteeism and poor attentiveness in classrooms can be attributed to preventable hygiene-related illnesses such as water-borne infections, skin diseases, parasitic infestations and seasonal viral fevers. These issues are largely linked to inconsistent personal hygiene practices and lack of structured daily routines in schools and hostels.
2. While infrastructure for water, toilets and handwashing has been created under Swachh Bharat Mission and WASH in Schools (WinS), behavioural adoption has remained uneven in the absence of a simple, uniform and compulsory daily practice. Hygiene instructions, when delivered sporadically or only through awareness programmes, have not resulted in sustained behavioural change. There is therefore a clear need for institutionalising hygiene and discipline as a routine, collective and positive practice within the school timetable.
3. Government have been consistently focusing on improving student health, hygiene, discipline, attendance and learning outcomes in schools through various flagship programmes under the Swarna Andhra – Swachha Andhra (SASA) Campaign and the WASH in Schools (WinS) framework. Despite these efforts, observations and field reports indicate that many avoidable health issues among school-going students continue to arise due to gaps in daily personal hygiene practices, lack of structured routines, and inconsistent behavioural reinforcement within the school environment.
4. In this context, under the Personnel and Community Hygiene theme of the SASA Campaign, the ParvathipuramManyam District has successfully conceptualised and implemented a school-based initiative titled MUSTABU – Daily Hygiene & Discipline Programme. The literal meaning of the word “MUSTABU” to get ready in a neat, beautiful, and well-arranged manner, conveys the sense of something that is essential, compulsory and non-negotiable. The programme name itself signifies that basic hygiene and discipline are not optional practices, but must become an integral and unavoidable part of every student’s daily life. The programme has demonstrated positive impact on students’ health, discipline and school environment.
5. The MUSTABU programme operationalizes the Behaviour Change Communication (BCC) and Hygiene Promotion components of the WASH in Schools and Junior Colleges (WinS) framework and contributes to the creation of safe, healthy, and inclusive learning environments.The MUSTABU Programme addresses the gaps in maintaining hygiene of the school students, by embedding essential hygiene and discipline practices into a short, structured daily routine that is student-friendly, non-intrusive and participatory. The very concept of MUSTABU underscores that basic hygiene is not optional or incidental, but fundamental to a student’s dignity, health and ability to learn. By making hygiene a shared responsibility of students, teachers and school leadership, the programme fosters self-regulation, peer motivation and leadership among students.
6. The programme also aligns with the objectives of Swarna Andhra – Swachha Andhra and Vision 2047 by translating the theme of Personnel and Community Hygiene into sustained grassroots action. Students trained under MUSTABU act as change agents, carrying hygienic practices into their homes and communities, thereby amplifying the public health impact beyond the school premises.
7. Government, after careful examination of the matter, and recognising the necessity, relevance, effectiveness and scalability of the MUSTABU Programme, is of the considered view that a uniform, structured and mandatory approach to daily hygiene and discipline, is essential for safeguarding student health and for achieving the broader objectives of Swarna Andhra–Swachha Andhra and Vision 2047.
8. Accordingly, Government hereby issue orders for implementation of MUSTABU, state-wide in all Government, Government-Aided, Private and Residential Schools/Hostels and Junior Colleges in Andhra Pradesh, with immediate effect, as per the Standard Operating Procedure (SOP) annexed to this order.
9. The Director of School Education; State Project Director, Samagra Shiksha; Director of Intermediate Education; Director of Tribal Welfare; Director of Minority Welfare; Secretary, MJPAP BC Welfare Residential Educational Institutions Society; Secretary, AP Social Welfare Residential Educational Institutions Society; and Secretary, AP Tribal Welfare Residential Educational Institutions Society shall take further necessary action accordingly, in the matter.

MUSTABU Background & Rationale:
1. Background & Rationale:Under the Swarna Andhra–Swachha Andhra (SASA) campaign, the November theme on Personnel and Community Hygiene emphasised the importance of strengthening daily hygiene practices, particularly among students and adolescents. In this context, Parvathipuram Manyam District conceptualised and implemented the MUSTABU Programme as a school and Junior College based initiative to promote regular hand-washing, personal hygiene, and healthy behaviours among students.
The programme demonstrates how simple, structured, and routine hygiene practices, when integrated into the daily routine of school and Junior Colleges, can positively influence student’s health, attendance, and overall well-being, while also fostering responsible hygiene behaviour within families and communities.

2. Objectives of MUSTABU:
- · To institutionalize daily personal hygiene habits among students.
- · To prevent water-borne, skin, parasitic, and viral diseases.
- · To improve attendance, attentiveness, and learning outcomes.
- · To build discipline, self-confidence, and leadership qualities among students.
- · To create clean, healthy, dignified, and student-friendly school/Junior College and hostel environments.
- · To promote age-appropriate, gender-sensitive, and inclusive hygiene practices in line with WASH in Schools/Junior Colleges norms.
- · To support Swachh Andhra – Vision 2047 (Pillar-9) at the grassroots.
3. Scope & Applicability:
This SOP shall be mandatory for:- All Government, Government-Aided and Private Schools and Junior Colleges.
- Residential Schools/Junior Colleges and Hostels under: APSWREIS – APTWREIS–APREIS–MJPAPBCWREIS. KGBVs–Social Welfare / Tribal Welfare Hostels • Applicable to Classes I to XII.
- The programme shall be implemented in convergence with Swachh Bharat Mission (Urban &Grameen) and the WASH in Schools and Junior Colleges (WinS) initiatives of the State.
4. Core Components of MUSTABU:
4.1. Daily Personal Hygiene Practices
Each student shall ensure:- · Clean uniform and footwear
- · Trimmed nails
- · Neat and clean hair (combed as appropriate)
- · Clean face and ears
- · Hand-washing with soap at critical times (after toilet use, before eating)
- · Use of safe and clean drinking water
4.2. MUSTABU Corner (Mandatory)
Every classroom and hostel wing shall establish a MUSTABU Corner, containing:- · Hand-washing steps chart (as per SBM/WinS IEC)
- · Nail, hair, and personal hygiene chart
- · Student-friendly IEC material on toilet use and safe water
- · Mirror (where feasible)
- · Soap and/or hand-wash availability
- · Weekly hygiene checklist
- · Display of “MUSTABU Stars”
5. Roles & Responsibilities:
5.1. Role of Teachers/Lecturers/Wardens:- · Establish and maintain the MUSTABU Corner
- · Nominate two Student Hygiene Leaders on a rotational basis
- · Conduct a daily 5-minute, non-intrusive hygiene observation
- · Ensure hand-washing at critical times
- · Organize hygiene talks, games, poster-making, skits, and activities
- · Identify and reward “MUSTABU Star of the Week”
- · Record compliance in class/hostel registers
- · Coordinate with School/Junior College Health Programme teams for hygiene and health education sessions
5.2. Role of Student Hygiene Leaders:
- · Encourage classmates to wash hands and maintain personal hygiene
- · Observe cleanliness of hair, nails, and uniform
- · Maintain cleanliness of the MUSTABU Corner
- · Report issues discreetly to teachers/wardens
- · Motivate peers positively without punishment or stigmatization
5.3. Role of Headmaster/Principal:
- · Ensure 100% implementation of MUSTABU
- · Integrate MUSTABU into morning assembly and hostel routines
- · Review weekly compliance and hygiene indicators
- · Facilitate availability of water, soap, and functional handwashing facilities
- · Submit monthly compliance reports to the District Office
5.4. Role of District Educational Officer / District Vocational Educational Officer/District Intermediate Educational Officer/Regional Inspection Officer:
- · Monitor MUSTABU implementation during inspections
- · Ensure convergence with Swachh Bharat Mission, School and Junior College Health Programme, and WinS
- · Include MUSTABU indicators in school/hostel/Junior College grading systems
- · Coordinate with Health Department, Panchayats, and ULBs
- · Recognise and reward best-performing schools, Junior Colleges and hostels
6. Daily & Weekly Schedule:
Daily:- · 5 minutes after morning assembly or hostel roll-call
- · Visual hygiene check (student-friendly and non-intrusive)
- · Mandatory hand-washing before meals in schools, Junior Colleges and hostels
- · Hygiene awareness activity or demonstration
- · Selection of MUSTABU Stars
- · Display of names on notice boards
7. Incentives & Recognition:
- · MUSTABU Star of the Week (Class/Hostel)
- · Cleanest Classroom / Hostel Wing (Monthly)
