The attention of all District Educational Officers and Additional Project Coordinators across the State is invited to the reference 1st & 2nd read above, wherein instructions were issued directing the field functionaries not to withdraw the specified amount from the Parents Committee Accounts. These funds have been specifically allocated to meet the expenditure requirements for the implementation of 9,620 Modern Primary Schools across the State.
In this context, it is to inform that after issuing the instructions, some of the Head Masters and Public representatives requested the under signed to issue instructions to the filed functionaries to utilize the available amounts at the Parents Committee. Accordingly, the issue has been placed before the Government and the same is considered vide reference 3rd read above.
In view of the above, all the Additional Project Coordinators across the State are hereby instructed to follow the standing instructions on the utilization of the funds without any deviation:
a. Top priority shall be accorded to the components that are required to be completed 100% as a pre-condition for the release of funds. All such identified works and activities must be taken up on an urgent basis and completed within the stipulated timelines without any deviation.
b. In this regard, necessary instructions shall be issued to all Head Masters to ensure strict adherence to the prescribed guidelines. They shall closely monitor the progress of these components, maintain proper records of execution. Any issues encountered during implementation shall be promptly brought to the notice of the higher authorities for timely resolution.
c. The amounts available in the accounts shall be utilized strictly for the purposes for which they were earmarked. If it becomes necessary to utilize these funds for any other purpose, prior permission must be obtained from the respective Collector and District Magistrate.
d. In cases where a school requires construction of five (5) classrooms but the funds presently available are sufficient for only three (3) classrooms, permission may be accorded to proceed with the construction of the three classrooms within the limits of the available budget. The remaining classrooms may be taken up in a phased manner, subject to the availability of additional funds at a later stage.
e. Any balance amount remaining in the school account after completion of the approved works may be permitted to be transferred to other needy schools, particularly high-enrolment High Schools facing infrastructure gaps. Such transfer of funds shall be undertaken only with the prior approval of the Collector & District Magistrate concerned.
