This is India's 16th census overall and 8th since Independence. It will cover 36 States/UTs, over 7,000 sub-districts, 5,128 statutory towns, and nearly 6.4 lakh villages. The Union Cabinet has approved ₹11,718 crore for this massive exercise.

Portal Access & Login

Visit https://se.census.gov.in, select your State or Union Territory from the dropdown menu, and enter the Captcha code to proceed. A laptop or desktop is recommended for better visibility when marking your house on the digital map, though mobile devices work too.

Household Registration

Enter the Name of the Head of Household (a tooltip explains who qualifies), a 10-digit mobile number of any household member, and an optional email address. Critical: The head's name cannot be changed once registered, and each mobile number can only be used for one household.

Language Selection & OTP Verification

Choose your preferred language carefully — it cannot be changed later. Then verify your identity by entering the One-Time Password (OTP) sent to your registered mobile number. Ensure your phone has adequate network connectivity to receive the OTP.

Provide Location Details

Select your District, optionally enter your PIN code, then type the name of your Village/Town, Locality, and a nearby landmark. Click "Search" to continue.

Locate Your Residence on the Map

A map appears with a red marker. Drag this marker precisely to your residential building's location. Click "Save & Next" and confirm. This geo-tagging helps assign your SE data to the correct Houselisting Block, enabling the enumerator to verify it during their visit.

Complete the Questionnaire

Fill in the Houselisting and Housing Census questionnaire — the same 33 questions an enumerator would ask. Use the built-in Tooltips, Notes, and FAQs for any questions you find ambiguous. You must complete each screen before advancing, but you can go back to edit previous entries at any time.

Preview & Review

The Preview screen lets you review all entered data section-wise. You can still edit at this stage. Alternatively, use "Save as Draft" to come back and finalise before the deadline.

Final Submission

When satisfied, click "Final Submit". This locks your data — no changes can be made afterwards except by an enumerator. Upon successful submission, a unique 11-digit SE ID (prefixed with "H") is generated and sent via SMS (and email if provided). Take a screenshot and note it down safely.

Field Validation (Enumerator Visit)

When a Census enumerator visits your home, share your SE ID with them. If it matches a record on their device, your data is confirmed and accepted. If there's no match, the enumerator will collect your data afresh.

If you do not submit finally before your State/UT's closing date, your Self-Enumeration will not be considered complete. The submission deadline is displayed as a scrolling marquee on all portal pages.

About the SE Process

Q What is Self-Enumeration and is it mandatory?
Self-Enumeration is an optional online facility that allows households to fill in their census data before an enumerator visits. It is not mandatory — enumerators will conduct door-to-door visits regardless. However, doing SE saves time during the field visit and allows your data to be confirmed quickly.
Q Can I change the language I selected after OTP verification?
No. The language selected during Step 3 is final and cannot be changed afterwards. Choose your preferred language carefully before entering the OTP.
Q Can I edit my data after Final Submission?
No. Once you click "Final Submit," no changes can be made through the portal. However, if corrections are needed, the enumerator can update data during the field visit.
Q What if I lose my SE ID?
You can retrieve your SE ID at any time by logging back into the portal at se.census.gov.in using your registered mobile number. It is also recommended to take a screenshot when the ID is first generated.

About Household Definitions

Q Will a couple in a live-in relationship be considered a married couple?
Yes. According to the official FAQ on the SE portal: if a couple considers their relationship as a stable union, they should be treated as a married couple for census purposes. This is a self-declaration and does not constitute any legal redefinition of marriage.
Q My spouse is away temporarily. Will we still be counted as a couple?
Yes. If your spouse is a normal resident of the household (i.e., their usual place of residence is your home), they are counted as part of the household regardless of a temporary absence.

About Devices & Assets

Q We watch TV using a Fire Stick / streaming dongle. Which option applies?
Record it as "any other device." The standard TV option applies to conventional television sets only.
Q I don't have a landline but have smartphones and basic phones. What should I record?
Record "mobile phone/smartphone." You do not need a landline to answer Yes to the telephone ownership question.
Q My mobile works like a TV or computer. Should I record it as TV or computer?
No. Only record if you own an actual TV set or computer/laptop. A smartphone that can stream video or run apps does not count as a TV or computer for census purposes.
Q My mobile has FM radio. Should I count it as radio available?
Yes. Record "on mobile/smartphone" for the radio question. A smartphone with FM radio functionality counts.

About Data Privacy & Legal Provisions

Q Is my census data confidential? Can it be used against me in court?
Census data is strictly confidential under the Census Act, 1948. Individual data cannot be used as evidence in a court of law and cannot affect eligibility for government benefits. The mobile number collected is used only for census-related communication.
Q What happens if I provide false information?
Providing deliberately false information is a punishable offence under the Census Act, 1948. It can result in administrative fines and, in extreme cases of organised manipulation, prosecution. Accidental errors can be corrected by the enumerator during the field visit.

The Phase I questionnaire covers housing and household assets. It is identical whether you self-enumerate or are visited by an enumerator. The questions span several broad categories:

Note: Details like Building Number, Census House Number, and Household Serial Number are filled by the enumerator during the field visit — you don't need to worry about these during Self-Enumeration.

🌟 Why Census 2027 Is Historic

Census 2027 is historic on multiple fronts. It is the first fully digital census in India's history — paper forms have been replaced entirely by mobile apps for field workers and a web portal for citizens. Around 31 lakh enumerators, supervisors, master trainers, and technical staff will be deployed across all states and UTs, using smartphones and tablets with offline capability to ensure data collection even in areas with poor connectivity.
