FLN Trainings 2026: SSA has released the detailed proceedings, schedule vide Rc 15023 that the FLN Trainings for DRPs will begin from 29th May to 2nd June 2026. The Teachers Trainings will start from 4th June to 9th June 2026.

The attention of the Regional Joint Directors, District educational Officers and Additional Project Coordinators in the state are invited to the references read above and they have informed that the Foundational Literacy and Numeracy (FLN) is the most critical and essential stage in a child’s learning journey, as it forms the basis for all future learning outcomes.

The National Education Policy (NEP) 2020 and NIPUN Bharat Mission emphasize that every child should attain foundational literacy and numeracy skills by the end of Grade 3. In this regard, strengthening classroom transaction, activity-based pedagogy, child-centered learning practices, competency-based assessments, and effective remedial support at the primary level has become a priority of the School Education Department.

The primary school teacher plays a pivotal role in ensuring that children develop reading comprehension, writing abilities, basic mathematical understanding, and conceptual clarity during the foundational years. Therefore, it is essential to continuously build the capacities of teachers through structured academic support and intensive training programmes so that they are equipped with appropriate pedagogical strategies, classroom practices, learning assessment techniques, and innovative teaching methodologies aligned with FLN goals.

In order to ensure effective implementation of FLN interventions across the State and to strengthen the academic support system at all levels, the Department has decided to conduct intensive residential training programmes for identified District Resource Persons (DRPs), who will further train the ground level teachers handling class 1-2 teachers in the cascade mode to be conducted at Divisional Level/Constituency Level in the State.

The DRP Training was initially scheduled to be conducted from 28.05.2026 to 01.06.2026 for a period of five days. However, in view of the declaration of Bakrid Holiday on 28.05.2026 , the training programme has been rescheduled and now be conducted from 29.05.2026 onwards
Accordingly, the revised schedule shall be followed for the conduct of the training programme.

The list of identified DRPs for the above training programme is attached in Annexure-I.

The Ground Level Training for 40,000 Secondary Grade Teachers (SGTs) handling Grades 1 & 2 should be conducted in the venues at Government High Schools located at Divisional Level/Constituency Level across the State from 04.06.2026 to 09.06.2026 for a period of 6 days in non-residential mode. 

The training shall be conducted simultaneously in multiple venues within each district to accommodate all identified SGTs in a single spell. During the training period, the vendors shall provide breakfast, morning snacks, lunch, and evening snacks to all the participants as per the approved norms.

All the Regional Joint Directors of School Education, District Educational Officers and Additional Project Coordinators in the State are hereby instructed to act on the following immediately.
  • 1. Relieve the identified KRPs well in advance to enable them to attend the training programme on the scheduled dates.
  • 2. Ensure that the deputed participants attend the entire duration of the training without interruption.
  • 3. Instruct the participants to report at the venue on the evening prior to commencement of the training or as per the reporting instructions communicated by the organizers.
  • 4. Ensure that no academic or administrative duties are assigned to the identified participants during the training period.
  • 5. Extend necessary coordination and support for smooth conduct of the training programme.
  • 6. Ensure strict compliance with the training schedule and maintain proper communication with the State and District teams.
  • 7. Instruct the participants to actively participate in all academic sessions, practical demonstrations, group activities and assessments during the training.
The District Educational Officers and Additional Project Coordinators shall closely monitor the participation of the DRPs from their respective districts and ensure 100% attendance during the training period.
Any deviation in relieving the participants or delay will be viewed seriously, as the programme is of utmost academic importance for strengthening FLN implementation across the State.
