ORDER
The Andhra Pradesh Public Employment (Organisation of Local Cadres & Regulation of Direct Recruitment) Order, 2025 (hereinafter referred to in short as the Presidential Order,2025) published in the Gazette of India:Extraordinary [Part II-Sec.3(ii)], dated 15-12-2025 has come into force with immediate effect from 15.12.2025, in supersession of the Andhra Pradesh Public Employment (Organization of Local Cadres & Regulation of Direct Recruitment) Order, 1975. 

The State Government have republished the same in the Andhra Pradesh Gazette, Part-I Extraordinary No-197, Amaravati, dated 20.04.2026 to comply and follow all the provisions of the said Order.

2. In the Presidential Order,2025 substantive changes have been made to the superseded Presidential Order, 1975, inter-alia with reference to local area and local cadres, as detailed hereunder.
(a) The Schedule to the Presidential Order 2025, specifies the organization of the local areas viz. Districts, Zones & Multi-Zones, as mentioned hereunder.
Multi-Zone Zone Districts
Multi-Zone-I Zone-I Srikakulam, Vizianagaram, Parvathipuram Manyam, Visakhapatnam, Anakapalli.
Zone-II Alluri Sitarama Raju, East Godavari, Kakinada, Dr.B.R. Ambedkar Konaseema.
Zone-III   West Godavari,Eluru, NTR,Krishna.
Multi-Zone-II Zone-IV Guntur, Palnadu,Bapatla, Prakasam, Sri Potti Sriramulu Nellore.
Zone-V Tirupati, Chittoor, Annamayya, YSR Kadapa
Zone-VI Nandyal, Ananthapuramu, Kurnool, Sri Sathya Sai.
 
(a) Paragraphs (3) & (6) of the Presidential Order,2025 specify the manner of organization of classes of posts in the civil services and classes of civil posts under the State into different local cadres for different parts of the State, in the manner provided hereunder.

Category of posts To be organised as Local cadre
  1. All posts in the category of Junior Assistant & equivalent to that of Junior Assistant and all categories lower than that of Junior Assistant.
  2. All posts carrying scale of pay or fixed pay of Junior Assistant and below.
  3.  All categories of posts in the Andhra Pradesh School Education Subordinate Services and all similar or equivalent categories of teacher posts under any Department of the State Government.
  4. All categories of teacher posts under local authorities or other managements carrying a scale of pay or fixed pay equal to those in the said services mentioned at (c) above.
District Cadre
  1. All posts above the category of Junior Assistant and up to and including the category of Superintendent, along with all equivalent categories.
  2. The category of First Level Gazetted post in each Department.
  3.   All posts carrying a scale of pay or fixed pay higher than that of a Junior Assistant, up to the category of Superintendent in each Department and including posts equivalent in scale of pay or fixed pay to the First Level Gazetted category.
Zonal Cadre
  1. All posts above the category of Superintendent & above the category of First Level Gazetted Posts, and up to and including the category of Deputy Collector.
  2. All other categories in each Department equivalent to the posts mentioned at 3(a) above.
  3. All posts carrying a scale of pay or fixed pay higher than that of a Superintendent, from the Second Level Gazetted categories in each Department and up to the scale of pay or fixed pay of Deputy Collector.
Multi-Zonal Cadre
Note:
  1. Scale of pay means scale of pay as per Pay Revision Commission (PRC), 2022.
  2. An equivalent category of post means a post carrying a minimum of the scale of pay or fixed pay which is equal to that of another post to which it is being compared in each Department.
  3. A District is a Revenue district. Zone and Multi-Zone are one of the groups of districts specified as set out in the Schedule to the Order.
 

(a) Paragraph 3(5) of the Presidential Order, 2025, provides that notwithstanding the above, if Government considers it expedient, it may organise posts belonging to any of the categories referred above, in any department, or any establishment thereof, in two or more contiguous districts(whether full or part) or zones, as the case may be, into a single cadre.

(b) Paragraph (14) of the Presidential Order,2025, provides that the provisions of the Order shall not apply to any post in: (i) the Andhra Pradesh Secretariat; (ii) an office of the Head of a Department; (iii) a Special Office or establishment;

(iv) a State-level office or institution; and (v) police posts in Commissionerate located in the Capital area. Accordingly, such posts shall be treated as exempt from application of the Order & need not be organised into local cadres.

3. Government, after careful examination of the provisions of Andhra Pradesh Public Employment (Organisation of Local Cadres & Regulation of Direct Recruitment) Order, 2025, considers it necessary for all the Secretariat Departments to organise the classes of posts in civil services and civil posts into different local cadres for various parts of the State in conformity with the order, and hereby directs as follows;

(a) The Secretaries to Government shall carefully examine all the provisions of Presidential Order, 2025, Paragraphs 3 & 6 in particular, and ensure that all posts governed by the relevant Special Service Rules, the Andhra Pradesh Ministerial Service Rules 1998, the Andhra Pradesh General Subordinate Service Rules 1995, and the Andhra Pradesh Last Grade Service Rules 1992,as amended from time to time, are organised in conformity with the Presidential Order,2025 and shall accordingly furnish proposals in Formats I(A), I(B), I(C) of the Annexure.

(b) Details of the posts not governed under any of the above Service Rules shall be furnished in Format II of the Annexure.

(c) Details of the proposal, if considered necessary, by the Secretariat Departments under Para 3(5) of Presidential Order, 2025, i.e. classes of posts to be organised into a single cadre in contiguous Districts (either full or part) or zones as the case may be in any Department, shall be submitted for consideration, along with the relevant details and justification in Formats III(A), III(B), III(C) in the Annexure. Though, the Paragraph 3(5) of Presidential Order, 2025 provides the scope, the same shall not be resorted until and unless the Secretary to Government concerned considers it absolutely necessary for cogent reasons.

4. The Secretary to Government concerned, after due diligence, shall certify the details in the Annexure under his signature and seal, and furnish the proposals in e-Office to the Chief Secretary to Government through General Administration (SPF&MC) Department, latest by 25- 05-2026.

5. The Special Chief Secretaries/Principal Secretaries/Secretaries to Government shall take immediate necessary action in the matter accordingly.
