Counting of pre regularization service for pension and pensionary benefits of Vocational Instructors GO 12
Read the following :-

ORDER:
In the reference 5th read above, the Director of School Education has stated that, Sri N.Lunald and Sri T.N.V.Suresh Babu, Vocational Instructors, APRS(Co Ed), Nimmakuru, Krishna District have filed Writ Petition No.19539 of 2023 before the Hon’ble High Court of A.P. with a prayer to declare the action of the Respondents in not granting the benefit to the Petitioners as granted to similarly placed persons in pursuant to the G.O.Ms.No.179, School Education (Prog.I) Department, dated.18.11.2022 as illegal & arbitrary etc., and direct the Respondents to count the period of service rendered by the Petitioners prior to their regularization on 13.02.2009 and 24.07.2009 for the purpose of pension and pensionary benefits as already been granted by the Hon’ble Administrative Tribunal, Hon’ble High Court and Hon’ble Supreme Court.
2. The Hon’ble High Court of Andhra Pradesh has passed its final orders dated 06.11.2025 as follows:
The State Government shall count the pre-regularization service of the petitioners as Part Time Vocational Instructor for the purpose of fixation of pension and shall extend the benefit of G.O.Ms.No179, dated 18.11.2022.
The responders are directed to implement the orders of this court with in a period of three (03) months from the date of receipt of this order.
3. Accordingly, the Director of School Education has requested the Government to issue necessary instructions or directions, in compliance with the orders on 06.11.2025 in WP.No.19539 of 2023 of Hon’ble High Court of Andhra Pradesh to take further action.
4. In the reference 6th read above, Government have issued orders authorising the Director of School Education to count the pre-regularization service rendered by the Vocational Instructors who are covered in connected WPs/WAs for the purpose of pensionary benifits under the Old Pension Scheme in terms of G.O.Ms.No179, School Education (Prog.1) Dept, dated 18.11.2022.
5. In the reference 7th read above, Sri N.Lunald and Sri T.N.V.Suresh Babu, Vocational Instructors, APRS(Co-Ed),Nimmakuru, Krishna District have made a representation dated.24.04.2026 submitted that their WP.No.19539 of 2023 also mentioned in G.O.Ms.No.7, S.E(Ser.1) Dept., Dated.13.04.2026 hence they have requested the Government to implement the same to them as they belongs to APREI Society.
6. Government after careful examination of the matter, is hereby permitted the Secretary, APREI Society to count the pre-regularization service rendered by Sri N.Lunald and Sri T.N.V. Suresh Babu vocational instructors in APR School, Nimmakuru duly following the orders issued in G.O.Ms.No.7, S.E(Ser.1) Dept., Dated.13.04.2026 for the purpose of pensionary benefits under the Old Pension Scheme in terms of G.O.Ms.No179, School Education (Prog.1) Dept., dated: 18.11.2022 to implement the final orders of the Hon’ble High Court dated.06.11.2025 in WP.No.19539 of 2023 filed by the above 2 petitioners.
7. The Secretary, APREI Society, shall take further necessary action accordingly, in the matter.
