All the Regional Joint Directors (RJDSEs), District Educational Officers (DEOs), Assistant Project Coordinators (APCs) are informed that the third round of SLAS under SALT programme is scheduled to be conducted in this academic year i.e.,2026-27.

They are further informed that it is proposed that the third cycle of SLAS will be conducted on 28th August, 2026 for the students of classes 5th ,7th & 9th with the following objectives:
  • SLAS will assist in understanding students' grade-level proficiency & competencies with a smaller extent, to assist in understanding students’ proficiency in preparatory & middle stage grades.
  • The SLAS report will help to understand gaps in student learning. The results will be disseminated at a state-level and district-level. Further, this data will give detailed insights for each district and compare districts on the learning levels.
  • The data will enable the assessment of trends over time in key curricular areas and core competencies, thereby supporting the State in designing and implementing appropriate and targeted interventions.
  • It will facilitate the analysis and comparison of learning outcome trends across gender, rural–urban demographics, types of management (government, private, and government-aided schools), and different socio-economic groups.

The assessment framework of SLAS – 2026 is as follows.

  • Students from Classes 5, 7 and 9 will be assessed under SLAS.
  • SLAS will be conducted in three subjects. Each sampled student will appear for two subjects based on defined combinations: Combo 1 – Telugu and English; Combo 2 – Mathematics and English; Combo 3 – Mathematics and Telugu. The assessment tools are developed and provided by Educational Initiatives.
  • SLAS will be administered using objective-type, multiple-choice questions, and evaluation will be carried out through OMR-based assessment.
  • Sampling has been undertaken by Educational Initiatives using a stratified proportionate sampling methodology to ensure representation across all districts.
  • The assessment will be conducted using bilingual (Telugu and English) question papers in sampled schools across both government and private managements.
  • At the state level, approximately 2,88,820 students for Classes 5, 7, and 9 will be assessed in Telugu, English and Mathematics.
  • The services of Field Investigators (CRMTs/Cluster surplus teachers/ Adjacent school teachers) will be utilized for invigilation across all sampled schools.

The time table for the conduct of SLAS on 28th August,2026 is as follows:

Instructions:
  • The selected sample schools shall function with the identified sample classes from 9:00 a.m. to 4:00 p.m. On the day of assessment. Assessment must be completed as per the schedule.
  • The SLAS examination, scheduled on April 23rd of the last academic year for Classes 4, 6, and 8, was postponed. With the commencement of the new academic year, the examination will now be conducted for Classes 5, 7, and 9. Although the printed question papers mention Classes 4, 6, and 8, this is to be formally clarified that the examination applies to Classes 5, 7, and 9.
  • The School Questionnaire and Teacher Questionnaires shall be duly filled in by the concerned Headmaster and respective class teachers on the same day.
  • The Field Investigator (FI) shall draw and distribute the School and Teacher Questionnaires to the Headmaster and class teachers by 07:00 am and collect the completed forms before departing from the school.
  • Pupil Questionnaires for Classes 5, 7 and 9 shall also be administered by the concerned Field Investigator.
  • To ensure the smooth conduct of SLAS, necessary training/workshops shall be organized for all concerned personnel.
  • They are also informed that SLAS is designed to assess the education system and provide inputs for improving learning outcomes. It is not intended to evaluate individual students or schools. 

The results and analysis of SLAS shall not be used for performance appraisal or ranking purposes. Therefore, all District Educational Officers (DEOs), Academic Monitoring Officers (AMOs), officials of Samagra Shiksha, Mandal Educational Officers (MEOs), Cluster Resources Monitoring Teachers (CRMTs), Cluster Headmasters, and teachers are requested to ensure the fair and transparent conduct of SLAS so as to obtain maximum benefit for the State. 

Any malpractice will be viewed seriously and appropriate action will be initiated against the concerned individuals.

Further informed that the detailed guidelines for the conduct of the assessment are enclosed herewith in Annexure-I and the District-wise budget sanctioned is appended in Annexure-II. The final list of selected sample schools has already been communicated to all the DEOs.

The Regional Joint Directors of School Education and the District Educational Officers in the State are further requested to depute DCEB Secretary along with four other members for the State Level SLAS orientation programme scheduled to be conducted on 24.08.2026, for smooth and effective conduction of SLAS 2026 on 28.08.2026.

Therefore, all the Regional Joint Directors of School Education (RJDSEs), District Educational Officers, and Additional Project Coordinators(APCs) SS, in the State are requested to disseminate the above instructions to all the field level functionaries and ensure that the SLAS-2026 is conducted strictly as per the schedule duly adhering to the guidelines in the Annexure-I. They are also requested to utilise the budget released for the purpose for which it is being sanctioned. Any deviation/laxity in adhering to the instructions will be viewed seriously.

Guidelines for conduct of SLAS 2026-27:

SLAS is scheduled to be conducted on 28th August, 2026, as per the above schedule, in the identified sample schools across all districts.

District Educational Officers (DEOs) are requested to communicate the SLAS schedule to all stakeholders. The assessment will be conducted for Classes 5,7 and 9 in three subjects, with each student appearing for two subjects in defined combinations, across selected schools under Government and Private managements.

District Education Officer:

  • DEOs shall instruct all Headmasters of selected sample schools (across all managements) to ensure full attendance of students of Classes 5,7 and 9 on the day of examination, i.e., 28th August, 2026.
  • DEOs shall take necessary measures to ensure strict confidentiality of question papers at all levels.
  • DEOs shall ensure that the selection and deployment of Field Investigators (FIs), including their shuffling across mandals/clusters for impartial conduct of the assessment, is carried out through the District Common Examination Boards (DCEBs).
  • The Field Investigators list, as mapped by the IT team with the sample schools, shall be verified and finalized, and the same shall be submitted to SCERT on or before 17.08.2026.
  • DEOs shall convene preparatory meetings with Mandal Educational Officers (MEOs), Deputy Educational Officers (Dy.EOs), and Samagra Shiksha (SS) officials to ensure smooth conduct of SLAS without any untoward incidents.
  • DEOs shall constitute a district-level monitoring team comprising MEOs, Dy.EOs, and SS officials to oversee the conduct of SLAS in their respective districts.

DCEB Secretary

  • The DCEB Secretary shall ensure the supply of question papers for Classes 5,7 and 9 along with background questionnaires and OMR sheets, to the designated mandal-level storage points.
  • The DCEB Secretary shall ensure that all question papers and OMR sheets are maintained under strict confidentiality and that such confidentiality is upheld at all levels.
  • Any instances of question paper leakage, mass copying, or other malpractices shall be strictly prevented and will be viewed seriously, with appropriate action initiated against those responsible.
  • Field Investigators shall be suitably shuffled and deployed to adjacent mandals/clusters to ensure transparency and fairness in the conduct of the assessment.
  • A suitable district-level venue shall be identified for the receipt and consolidation of OMR sheets and other SLAS materials.
  • The DCEB Secretary shall collect the confidential material after completion of assessments of sealed packets containing OMR sheets for Language and Mathematics, along with Pupil Questionnaires and submit to the office of SCERT, Andhra Pradesh by 29th August,2026 without fail.
  • A district-level control room shall be established to address queries during the conduct of SLAS, with designated contact numbers communicated to all concerned stakeholders.

Mandal Education Officer:

  • Mandal Educational Officers (MEOs) of the selected sample mandals shall ensure that all question papers and OMR sheets are securely stored in the designated strong room one day prior to the examination.
  • MEOs shall inform all Field Investigators (FIs) to collect the question papers on the morning of the day of the SLAS examination.
  • MEOs shall ensure that confidential materials are distributed from the mandal storage point to the allotted schools through the designated FIs by 07:00 a.m. on the day of examination.
  • MEOs shall constitute a two-member team (preferable HMs) at the mandal level to oversee the distribution of school-wise assessment packages and the collection of the same on the day of examination.
  • While receiving packets from schools, MEOs shall ensure that all materials are collected as per the prescribed checklist and that no sample school is omitted.
  • All collected materials, including OMR sheets (Telugu, English, and Mathematics), questionnaires, and both used and unused test materials, must be submitted to the designated district-level centre on 28.08.2026.

Field Investigators (FI):

  • The Field Investigators finalised by the DEOs shall attend the district-level training workshop on 26.08.2026 without fail.
  • All Field Investigators shall go through the invigilation manual thoroughly to ensure the effective and smooth conduct of SLAS.
  • Field Investigators shall verify the seals of the question paper bundles at the time of receipt from the designated authorities concerned.
  • All Field Investigators of each district shall be added to a WhatsApp group for smooth communication and dissemination of information with State- and district-level officials.
  • Field Investigators shall collect the question paper bundles and
  • OMR packages only on the morning of the day of examination by 07.00am.
  • The Field Investigator shall act as the first-level monitoring officer to ensure the smooth conduct of SLAS without any deviation from the prescribed procedures.
  • Field Investigators shall also ensure the accurate collection of background information relating to the school, Headmaster, teachers, and students.
  • After completion of the examination, the OMR sheets shall be neatly packed without any damage and submitted to the concerned MEO office, from where they shall be forwarded in the same sealed condition to the District level venue.

Head Masters of selected sample schools:

  • Ensure the 100% attendance of students on assessment day.
  • Support to the FIs to complete to complete the assessments.
  • Ensure the completion of assessments to the all students of sample classes on that day without any deviation.
  • Any duty entrusted by DEO must be followed.
