The Finance (HR.III-Pension & GPF) Department, Government of Andhra Pradesh, has issued two pivotal Government Orders—G.O.Ms.No. 121 and G.O.Ms.No. 122 dated 11-09-2026—sanctioning consecutive installments of Dearness Relief (DR) for retired State Government employees, family pensioners, and UGC pensioners. These official orders bring relief to senior citizens and retired staff who have faced delayed cost-of-living adjustments under the Revised Pay Scales (RPS) 2022.
Through G.O.Ms.No. 121, the State Government released a 2.73% DR hike (taking the rate from 37.31% to 40.04%) effective from 01-07-2024. Simultaneously, through G.O.Ms.No. 122, an additional enhancement of 1.82% DR was sanctioned (increasing the DR from 40.04% to 41.86%) effective from 01-01-2025.

O R D E R:
In the reference 1st read above, Government have issued comprehensive orders, for the Revision of Pay Scales, 2022 of the retired employees (Pensioners/Family pensioners) of Government of Andhra Pradesh.
2. In the reference 2nd read above, Government have issued orders for release of Dearness Relief (DR) for the period from 01-07-2019 to 31-12-2021 for the pensioners/family pensioners.
3. In the reference 3rd read above, Government have issued orders for release of Dearness Relief (DR) in respect of Pensioners/Family Pensioners, drawing their pay in the Revised UGC Pay Scales, 2006.
4. In the reference 4th to 9th read above, Government have issued orders for release of Dearness Relief (DR) @ 20.02% to 37.31% with effect from 01-01-2022 to 01.01.2024 respectively in respect of Pensioners/Family Pensioners.
5. Government, hereby orders the revision of the Dearness Relief (DR) sanctioned in the Government order 8th & 9th read above for the Pensioners/Family Pensioners, from 37.31% to 40.04% of the Basic pension with effect from 01-07-2024 in respect of:
Those who retired from service after 01-07-2018 and drawing pension in the Revised Pay Scales, 2022;
Those who retired prior to 01-7-2018 and whose pension was consolidated in the light of orders issued in the G.O.1st read above.
6. Government, also hereby orders to revise the rates of Dearness Relief with effect from 01-07-2024 to various categories of pensioners in the State with reference to the orders of GoI, as indicated below:

8. These orders are not applicable to the financial assistance grantees and others who are not entitled for Dearness Relief.
Payment of Dearness Relief @40.04% DR
9. The Dearness Relief sanctioned in above paras shall be paid in cash with pension of September, 2026 payable in October, 2026.10. The arrears on account of increase of DR for the period from 01-07-2024 to 31-08-2026 (26 months) shall be paid as follows:
- 10% of the arrears to be paid in April 2027.
- The remaining 90% to be paid in three equal instalments in the months of June-2027, August-2027 and October-2027.
12. All the Treasury Officers/Pension Payment Officers shall calculate and make payments of the Dearness Relief on pension sanctioned in this order in terms of orders issued in the G.O.Ms.No.122, Finance (Pen.I) Department, dated 22-05-2014.
13. The expenditure is allowable among the various States in accordance with provisions of Rule 24 of the incidence of Pension Rules in Appendix III-B of the Andhra Pradesh Accounts Code, Volume-I.
14. In respect of the categories of employees who are not covered for payment through the Treasuries, the expenditure shall be debited to the Pension Fund of Zilla Parishad and Pension Fund of the respective Municipal Councils.
15. In respect of the Pensioners of the Universities, the expenditure on account of the Dearness Relief now sanctioned above shall be met from the Block Grants allotted to them.
16. The CEO, APCFSS shall develop make necessary provision in the CFMS software to calculate the DR arrears and generate due drawn statement to facilitate generation of DR arrears bills by the Drawing & Disbursing Officers.

7. These orders are applicable to:

8. These orders are not applicable to the financial assistance grantees and others who are not entitled for Dearness Relief.- 9. The Dearness Relief sanctioned in above paras shall be paid in cash with pension of September, 2026 payable in October, 2026.
- 10. The arrears on account of increase of DR for the period from 01-01-2025 to 31-08-2026 (20 months) shall be paid as follows:
- 10% of the arrears to be paid in January 2028.
The remaining 90% to be paid in three equal instalments in the months of March-2028, May-2028 and July-2028.
11. All the Treasury Officers/ Pension Payment Officers shall calculate and make payments of the Dearness Relief on Pension sanctioned in this order without waiting for further authorization/ instructions from the Accountant General (A&E), Andhra Pradesh, Vijayawada in terms of the orders issued in the G.O.Ms.No.270, Finance & Planning (FW:PSC.I) Department, dated 7-10-1986.
12. All the Treasury Officers/Pension Payment Officers shall calculate and make payments of the Dearness Relief on pension sanctioned in this order in terms of orders issued in the G.O.Ms.No.122, Finance (Pen.I) Department, dated 22-05-2014.
