ORDER:
The Government of India, Ministry of Home Affairs, New Delhi vide S.O.No.5777(E), has published the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025 (herein after referred to as the Presidential Order, 2025) in the Gazette of India : Extraordinary [Part II-Sec.3(ii)] dated:15.12.2025, in supersession of the Andhra Pradesh Presidential Order, 1975; the aforementioned order is republished in the Andhra Pradesh Gazette in the reference read above; & has come into force with immediate effect from 15.12.2025.
2. Under the Presidential Order, 2025, the (13) erstwhile Districts under the Presidential Order, 1975 have been organized into twenty six (26) Districts, with each erstwhile district being bifurcated or trifurcated into two (2) or three (3) new districts; the erstwhile four (4) Zones under the Presidential Order, 1975, have been organized into six (6) Zones; & two (2) new Multi-Zones are formed. [The term erstwhile District/Zone denotes the residuary erstwhile District / Zone (also called a residuary District/Zone) & means the remainder of an older, pre-organization District/Zone that retained the name and the headquarter of the original District/Zone, after the new Districts/Zone were carved out of it].
3. Further, under the Presidential Order, 2025, certain State level posts, such as Deputy Collector, Deputy Superintendent of Police, etc., have now been organized as Multi-Zone cadres. Similarly, certain State cadre posts have now been organized as Zone cadres, while others have changed from Zone to Multi-Zone, or District to Zone cadres.
4. Government, in order to ensure the uniform implementation across all organizations in the State, issue the following orders regarding the modalities for operation of the order of rotation of the roster cycle; apportionment and distribution of carry-forward vacancies amongst the units; & the revised percentage of reservation to the local candidates in direct recruitment, consequent to the organization of posts into various local cadres in terms of the provisions of the Presidential Order, 2025.
5. Rosters:
5.1 Separate Units: Upon the organization of posts into local cadres, all Districts, contiguous Districts, Zones, contiguous Zones & Multi-Zones shall constitute separate units for the purpose of appointment, discharge, promotion, seniority, transfers, & other allied matters for each category of post in each department.
5.2 Maintenance of Separate reservation Roster: Each of the aforementioned Units shall maintain a dedicated and separate Reservation Roster for the Scheduled Castes (covering Group-I, Group-II, and Group-III posts, adhering strictly to the prescribed 200-point roster cycle). In respect of Scheduled Tribes, each group of Backward Classes, and Economically Weaker Sections (EWS) separate reservation rosters of 100 point roster cycle shall be maintained under Rule 22 of the Andhra Pradesh State and Subordinate Service Rules, 1996, as amended from time to time.
5.3 Continuation of existing Rosters (or) opening of fresh Rosters: Consequent to the re-organisation of local areas and local cadres, the appointing authorities shall follow the method specified below for either continuing the existing rosters or opening the fresh rosters for each local cadre in each unit in the State in terms of Rule 22 of the Andhra Pradesh State and Subordinate Service Rules, 1996 :-
(1) Offices/Units where the existing roster shall continue: In the following Offices/Units, where there is (i) no change in the local cadre status of a category of post and also (ii) no change in the unit of appointment for that category of post due to organisation, the order of rotation of reservation roster shall continue from the roster point immediately succeeding the last appointment made in the (100) point roster cycle.
- (i) Exempted offices (E.O.) under para 14 of Presidential Order, 2025 viz. (a) Andhra Pradesh Secretariat; (b) Office of the Head of a Department; (c) A special office or Establishment; (d) State-level office or institution; (e) Police post in the Commissionerate located in the Capital area.
- (ii) Erstwhile District, which has now became residuary District for the category of posts organised as District cadre.
- (iii) Erstwhile Zone, which has now became residuary Zone for the category of posts which were Zone cadre and organised as Zone Cadre. i.e. Zone-I, Zone-III, Zone-IV, Zone-VI.
- (iv) Category of posts which are above Multi Zone cadre & in respect of which the feeder category is also above Multi-Zone cadre.
(2) Offices/ Units where a fresh roster shall start: In the following offices, where there is a (i) change in local cadre status of a category of post and also (ii) change in the unit of appointment for that category of post due to organisation, the order of rotation of reservation roster shall start afresh from roster point one (1) of a new 100 point cycle for each category of post organised as local cadre.
- (i) New District/s formed out of erstwhile district for the category of posts organised as district cadre.
- (ii) New Zone formed out of the erstwhile Zone for the category of posts organised as zone cadre i.e. Zone-II and Zone-V.
- (iii) Multi Zone-I and Multi Zone-II separately for the category of posts organised as Multi zone cadre.
- (iv) Contiguous Districts/contiguous Zone separately for the category of posts organised as contiguous District cadre and contiguous Zone cadre respectively.
- (v) Posts where the local cadre changes due to reorganization i.e., from State cadre to Multi-Zone cadre, State cadre to Zone cadre, State cadre to District cadre, Zone cadre to Multi-Zone cadre, Multi-Zone cadre to Zone cadre, and District cadre to Zone cadre.
Illustrations: The following tables exhibit situations in which the order of rotation in the existing rosters continue or fresh rosters are to be opened, due to re-organization of local areas and local cadres.

5.4 Feeder Category rotation Cycle where more than one feeder category exists: Where the feeder categories are more than one, and the units of appointment for these feeder categories have undergone changes, the prescribed rotation or ratio for promotion to the higher post shall commence afresh in terms of Rule 4(b)(iv) of the Andhra Pradesh State and Subordinate Service Rules, 1996.
5.5 Promotions: The procedure for continuation of the old roster or opening of a fresh roster, as mentioned above, shall apply mutatis mutandis in respect of promotions where reservation is provided to SCs (Gr-I, Gr-II, Gr-III), STs, PwBDs (horizontal reservation), and women belonging to these categories (33 1/3% horizontal reservation).
6. Carry-Forward Vacancies:
6.1 In terms of Paragraph 12 of the Presidential Order, 2025, the provisions made by the State Government regarding the reservation in appointments to posts in favour of the Scheduled Castes, Scheduled Tribes, Backward Classes and Economically Weaker Sections (EWS) shall continue to apply, insofar as such provisions are not inconsistent with the provisions of the Presidential Order.
6.2 Rule 22 of the Andhra Pradesh State and Subordinate Service Rules, 1996 provides for the carry forward of unfilled reserved vacancies earmarked for the Scheduled Castes (Group-I, Group-II and Group-III), Scheduled Tribes, Backward Classes, Economically Weaker Sections (EWS) and such other categories as may be provided under the Rules. Such carry forward vacancies shall be filled by appointing eligible candidates belonging to the respective reserved categories before filling the vacancies in accordance with the order of rotation applicable to the relevant recruitment year.
6.3 All carry forward vacancies existing as on the date of reorganization of the local cadres shall be identified and arranged recruitment year-wise, beginning with the oldest recruitment year/notification year. Separate lists shall be maintained for Scheduled Castes (Group-I, Group-II and Group-III), Scheduled Tribes, each group of Backward Classes and Economically Weaker Sections (EWS).
6.4 Apportionment and Distribution of carry forward vacancies among the units due to organisation: The carry forward vacancies pertaining to the erstwhile units shall be apportioned and distributed among the corresponding new units formed due to organisation, based on the cadre strength of each unit, as follows:
- (i) If the carry forward vacancy is one, it shall be allotted to the unit of appointment which has highest cadre strength amongst the newly formed units out of erstwhile unit.
- (ii) If carry forward vacancies are two or more, the posts shall be allotted amongst the units which are having highest cadre strength to lowest strength in the descending order.
6.5 While calculating the percentage of vacancies to be distributed amongst the units, a fraction of 0.5 or more shall be rounded off to the next higher whole number, while a fraction of less than 0.5 shall be ignored. The erstwhile unit shall get the first of the rounded-off vacancies and the next vacancy shall be allotted to the new unit(s). In case only one carry-forward vacancy exists for each category of posts, viz., SCs (Gr-I, Gr-II, Gr-III), STs, BCs (i.e., BC-A, BC-B, BC-C, BC-D and BC-E) and EWS, the first vacancy of either Group-I, II, or III shall be allotted to the unit having the highest cadre strength, the next vacancy to the unit with the next highest cadre strength, and so on. After the allocation of carry-forward vacancies of SCs, the carry-forward vacancies of STs shall be allotted. Similarly, after SCs and STs, the carry-forward vacancies shall be allotted in the order of BC-A, BC-B, BC-C, BC-D, and BC-E, EWS so as to ensure that each unit receives carry-forward vacancies.
6.6 The vacancies, apportioned as per the above procedure, shall be filled as carry forward vacancies, out of the order of rotation, in accordance with Rule 22 of the Andhra Pradesh State and Subordinate Service Rules, 1996 as amended from time to time.
6.7 Any carry forward vacancies arising after the organization of the local cadres shall be maintained and filled by the respective newly constituted units in accordance with the provisions of Rule 22 and the rules in force from time to time.
6.8 Carry-forward vacancies arising after the organization of the Local Cadres shall be maintained and operated independently within each local cadre in each Department.
7. Reservation in the matter of Direct Recruitment:
7.1 In the matter of direct recruitment to any local cadre of District, contiguous District, Zone, contiguous Zone, and Multi-Zone cadres under the State Government or any local authority for any category of post, ninety-five percent (95%) of the posts shall be reserved in favour of the local candidates in relation to the local area of such cadre.
7.2 Reservation of ninety-five percent (95%) of the posts shall also be applicable to the local candidates in respect of any category of Non- gazetted posts at District level, declared as not expedient to be organised under Para 3(7) of the Presidential Order, 2025, & for which direct recruitment is specified.
7.3 A candidate for direct recruitment to any post shall be regarded as a local candidate in relation to a local area, as specified in paragraph 7 of the Presidential Order, 2025.
7.4 While working out the number of posts to be filled in favour of Local Candidates in accordance with the Presidential Order, 2025, ninety-five percent (95%) of the total posts shall be earmarked for Local Candidates, and the remaining five percent (5%) shall be unreserved, which will be available for both local candidates and non-local candidates on the basis of open competition. Out of the posts filled up by direct recruitment at any time to any local cadre, at least one post has to be left for unreserved candidates when the total posts to be filled up by direct recruitment.
7.5 While calculating the ratio of posts to be filled in favour of Local Candidates and Open Category (Unreserved - both local and non-local) candidates, fraction and decimals shall be added to the local candidates allocation.
Illustration/Example:
7.5.1 If 36 posts are to be filled up, the ratio of 95:5 yields 34.2 for local candidates and 1.8 for unreserved candidates. In this case, 0.8 shall be added to the local candidates quota to round up 34.2 to 35 posts for local candidates, leaving 1 (one) post for unreserved candidates.
7.5.2 However, if the number of posts to be filled up is 19 posts, the ratio for local candidates works out to 18.05 and for unreserved candidates 0.95. However, as per Paragraph 8(4)(a) of the Presidential Order, 2025, there shall be at least one post left unreserved and therefore, 0.95 shall be treated as one.
7.6 Furthermore, in respect of local candidates, if the number of posts is more than one, there shall be allotted for local candidates at least one post in respect of each local area. When only one post is to be filled up by direct recruitment, it will go to local candidates only.
8. Assessment of Vacancies for the Purpose of Direct Recruitment:
8.1 Consequent to the organization of local cadres under the Presidential Order, 2025, the appointing authorities shall determine the cadre strength & assess the vacancies separately for each category of posts in each District, contiguous District, Zone, contiguous Zone, and Multi-Zone local cadre, as the case may be, as per Rule 4 of Andhra Pradesh State and Subordinate Service Rules, 1996, and the relevant Special Rules governing the category of posts.
8.2 As per Paragraph 13 of the Presidential Order, 2025, the appointments and the promotions/appointment by transfer made by the competent authorities in accordance with the existing Special Rules and General Rules, on or after 15.12.2025, shall be valid, subject to review and readjustment of such promotions and appointments by transfer in accordance with the provisions of the Presidential Order, 2025.
9. Furnishing of Requisition Forms to Recruiting Agencies:
9.1 Consequent to the finalization of vacancies under each local cadre, the unit officers/ appointing authorities shall prepare the reservation roster separately for each local cadre and identify the vacancies to be filled by direct recruitment.
9.2 Thereafter, after obtaining clearance from the Finance Department, for the total vacancies to be notified, through Administrative Department, the Head of the Department shall prepare the requisition forms local cadre-wise, category-wise and reservation-wise break-up of vacancies and shall submit the same to the Andhra Pradesh Public Service Commission or the respective recruiting agency, as the case may be, duly adhering to the provisions of the Presidential Order, 2025, the Andhra Pradesh State and Subordinate Service Rules, 1996 and instructions issued by the Government from time to time.
9.3 The Departments shall strictly ensure that each requisition form to the recruiting agency contains only one category of post.
10. All the Special Chief Secretaries, Principal Secretaries, Secretaries to Government, Heads of Departments, Appointing Authorities & Recruiting agencies, shall implement these orders accordingly.
