Background and Government Decision
The Andhra Pradesh Civil Services (Executive Branch) Rules, 1992 govern service matters relating to Special Grade Deputy Collectors, Deputy Collectors and Tahsildars in the Revenue Department. The Andhra Pradesh Revenue Subordinate Service Rules, 1992 governed the post of Deputy Tahsildar. The post of Deputy Tahsildar was also conferred Gazetted status.
Following the Presidential Order, 2025, the State Government republished the Andhra Pradesh Public Employment (Organisation of Local cadres and Regulation of Direct Recruitment) Order, 2025, which came into force with effect from 15.12.2025. The Government subsequently organized posts under the administrative control of the Chief Commissioner of Land Administration into District, Zone and Multi-Zone local cadres. These units constitute separate units for appointment, direct recruitment, discharge, seniority, promotion, transfer and other service matters. Direct recruitment also carries a 95% reservation in favour of local candidates as specified in the Presidential Order, 2025.
The Government accepted the proposal of the Chief Commissioner of Land Administration and Special Chief Secretary and decided to issue amendments to the Andhra Pradesh Civil Services (Executive Branch) Rules, 1992.
Notification – Deputy Tahsildar as Category-4
In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India and all other enabling powers, the Governor of Andhra Pradesh makes amendments to the Andhra Pradesh Civil Service (Executive Branch) Rules, 1992 issued in G.O.Ms.No.1066, Revenue (Ser.I) Department, dated 26.10.1992, as subsequently amended. The notification shall be deemed to have come into force with effect from 15.07.2026.
Category-4: Deputy Tahsildar

Method of Appointment
For Category-3, the relevant provision is amended to provide for appointment by promotion of Deputy Tahsildars, i.e. Category-4. A new Category-IV is added for Deputy Tahsildar with the following methods of appointment:

Deputy Tahsildar Educational Qualifications
For direct recruitment, a candidate must hold a Bachelor's Degree of any University in India established or incorporated by or under a Central Act, Provincial Act or State Act, or an institution recognized by the University Grants Commission, or an equivalent qualification.
Qualifications for Appointment by Transfer
For appointment by transfer from the category of Senior Assistants of the Andhra Pradesh Ministerial Service in the Revenue Department, the candidate must have passed the following tests:
- Revenue Test, Parts I, II and III.
- Civil Judicial Test, Part II.
- Criminal Judicial Test.
- Bharatiya Sakshya Adhiniyam, 2023.
- Accounts Test for Subordinate Officers, Part 1.
Deputy Tahsildar Age Limit
No person shall be eligible for appointment by direct recruitment if he/she has completed 34 years of age as on the first day of July of the year in which the notification for selection is made.
Minimum Service Requirement
For appointment by transfer or promotion to Categories (1), (2), (3) and (4), a person must be an approved probationer and must have completed not less than two years of service in the category from which promotion or appointment by transfer is made.
For Deputy Tahsildars (Category-4), a person appointed by transfer must be an approved probationer and must have completed not less than 4 years of service as Senior Assistant, of which 2 years shall be as Revenue Inspector.
If a candidate has worked as Special Revenue Inspector, service as Special Revenue Inspector to the extent of six months will count for the two-year service requirement mentioned above.
Training and Probation
Every person appointed by direct recruitment or appointed by transfer to the Category of Deputy Tahsildar (Category-4) shall undergo training immediately after appointment.
- Direct recruitment: Training for a period of one year.
- Appointment by transfer: Training for a period of six months.
- Training shall be according to the programme prescribed by the Chief Commissioner of Land Administration from time to time.
- The training period shall count for purposes of probation, increment, leave and pension.
- A direct recruit selected and appointed shall be eligible during the training period for the initial pay of the post with usual allowances admissible at the place of training.
Departmental Tests for Direct Recruits
Every person appointed by direct recruitment as Deputy Tahsildar shall, within the prescribed period of probation, pass the following tests:
- Revenue Test, Parts I, II and III.
- Civil Judicial Test, Part II.
- Criminal Judicial Test.
- Bharatiya Sakshya Adhiniyam, 2023.
- Accounts Test for Subordinate Officers, Part I.
Unit of Appointment and Appointing Authority
The amended Rule 11 specifies the unit of appointment and appointing authority for the categories of posts. For Deputy Tahsildar, the unit of appointment is organized into six Zones. The appointing authority is the Chief Commissioner of Land Administration.

Local Cadre and 95% Local Reservation
The unit of appointment specified in the table constitutes a separate unit for appointment, recruitment, discharge, seniority, promotion, transfer and other service matters in terms of Paragraph 5(1) of the Presidential Order, 2025.
The extent of reservation in favour of local candidates in direct recruitment to categories of posts to be filled by direct recruitment shall be 95 percent, as specified in the Presidential Order, 2025.
