AP Municipal Teachers Administrative Control to DEO – GO 268, 269, 270 & 271 | Municipal Teachers Service Rules Amendments 2026. The Government of Andhra Pradesh has issued four important amendments to the Educational Subordinate Service Rules governing Municipal Schools, Municipal Corporation Schools, Greater Visakhapatnam Municipal Corporation (GVMC) Schools and Vijayawada Municipal Corporation Schools through G.O.Ms.Nos.268, 269, 270 and 271 dated 31-10-2026.
These Andhra Pradesh Municipal Teachers Service Rules amendments bring the concerned municipal school teaching services under the administrative control of the School Education Department, revise post classifications and appointing authorities, update promotion and disciplinary procedures, and align teacher qualifications with the AP School Subordinate Service Rules.

It updates the service-rule references to the School Education Department, revises the post classification, changes appointing authorities and promotion committees, aligns qualifications with AP School Subordinate Service Rules, and revises disciplinary and appeal provisions. Clause 2 is effective from 08.10.2026 and the remaining clauses from 09.02.2024.

O R D E R:
In the G.O. first read above, the Andhra Pradesh Municipal Educational Subordinate Service Rules 2016 were issued. Subsequently, certain amendments have been issued thereto from time to time.
2. In the G.O. second read above, Government have issued orders handing over the supervision and administrative responsibilities of the Municipal Schools under Municipalities, Municipal Corporations, Greater Visakhapatnam Municipal Corporation and Vijayawada Municipal Corporation to the School Education Department as was done by the Panchayat Raj Department, in case of ZP/MPP Teachers. The services of Municipal School Teachers shall be considered as a separate service and accordingly, the School Education Department will issue separate set of service rules of Municipal Teachers as was done in the case of ZP/MPP Teachers. Accordingly, Commissioners of all the 59 ULBs, where Municipal School exists, have handed over all the records pertaining to the Service Matters of the Municipal Teachers to the Regional Joint Directors/District Educational Officers/Mandal Educational Officers of School Education Department concerned.
3. In accordance with order of President of India vide S.0 5777 (E) Dated 15th December 2025 and in supersession of the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 1975, the State Government have republished the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025 and came into force with effect from 15.12.2025.

4. In the G.O. fourth read above, the Government issued orders organizing civil posts in Municipal Schools which are now under School Education Department, into District and Zone cadres. In the said G.O. it was directed that, consequent upon the organization of posts, the District and Zone, as the case may be, shall constitute separate units for the purposes of unit of appointment, recruitment, discharge, seniority, promotion, transfer and other service matters in terms of Paragraph 5(1) of the Presidential Order, 2025. The Appointing Authorities in respect of the said organized posts have been specified and reservation to the local candidates in respect of direct recruitment has been specified as ninety five percent as specified in the Presidential Order, 2025. It was further directed therein to make suitable amendments to the relevant Service Rules in conformity with the approved Scheme of organization of local cadres.
5. In the reference fifth read above, the Commissioner and Director of Municipal Administration has submitted proposals to the Government for issuing necessary amendments to the Service Rules.
6. The Government after careful examination of the matter, hereby accept the proposal of the Commissioner and Director of Municipal Administration and have decided to issue suitable amendments to the Andhra Pradesh Municipal Educational Subordinate Service Rules 2016.
7. Accordingly, the following Notification will be published in the Andhra Pradesh Gazette:
NOTIFICATION
In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India and read with sub-section 2 of Section 80 and Section 326 of the Andhra Pradesh Municipalities Act, 1965 (Act No.6 of 1995) and of all other powers hereunto enabling, the Governor of Andhra Pradesh hereby makes the following amendments to the Andhra Pradesh Municipal Educational Subordinate Service Rules 2016 issued in G.O.Ms.No.320, MA&UD (D1) Department, dated:07.12.2016, as subsequently amended from time to time.
2. Clause 2 shall be deemed to have come into force with effect on and from 04.10.2026 and the remaining clauses shall be deemed to have come into force with effect on and from 09.02.2024.

In the said Rules,
1. In Rule 2, for the words “Municipalities in the state”, the words “School Education Department” shall be substituted.

3. In Rule 6, in the Table:-
(a) For the entry in Column No.(5) against Category 1 of Class I for the words “Regional Director of Municipal Administration”, the words “Regional Joint Director of School Education” shall be substituted.
(b) for the entry in Column No.(5) against Categories 1 to 11 of Class II and Categories 1 to 7 of Class III and Category I of Class IV, for the words “Regional Director of Municipal Administration”, the words:-“District Educational Officer (DEO)” shall be substituted.

In Rule 25,
for sub rule (2), the following shall be substituted, namely,-
“(2) The appointing authority, who shall also be Disciplinary authority, may place a member of any category of any class this service under suspension pending inquiry/investigation into criminal complaints or on filing charge sheet in a court of law; or impose the penalties as per procedure laid down in Andhra Pradesh Civil Services (CC&A) Rules, 1991.”
for sub rule (4), the following shall be substituted, namely,-
“(4) Appeal against any order passed by the District Educational Officer shall lie to the Regional Joint Director of School Education and appeal against any order passed by the Regional Joint Director of School Education shall lie to the Commissioner/ Director, School Education.”

After Rule 29, the following shall be added, namely:
”30. The service conditions, administration and control of the above categories/classes shall be under the administrative control of the Commissioner/Director, School Education as per the orders issued in G.O.Ms.No.84, MA&UD (D1) Department, dated 24.06.2022. The School Education Department will issue appropriate service rules to govern the said categories. “

O R D E R:
In the G.O. first read above, Greater Visakhapatnam Municipal Corporation Educational Subordinate Service Rules, 2016 were issued. Subsequently, certain amendments have been issued thereto from time to time.
2. In the G.O. second read above, Government have issued orders handing over the supervision and administrative responsibilities of the Municipal Schools under Municipalities, Municipal Corporations, Grater Visakhapatnam Municipal Corporation and Vijayawada Municipal Corporation to the School Education Department as was done by the Panchayat Raj Department, in case of ZP/MPP Teachers. The services of Municipal School Teachers shall be considered as a separate service and accordingly, the School Education Department will issue separate set of service rules of Municipal Teachers as was done in the case of ZP/MPP Teachers. Accordingly, Commissioners of all the 59 ULBs, where Municipal School exists, have handed over all the records pertaining to the Service Matters of the Municipal Teachers to the Regional Joint Directors/District Educational Officers/Mandal Educational Officers of School Education Department concerned.
3. In accordance with order of President of India vide S.0 5777 (E) Dated 15th December 2025 and in supersession of the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 1975, the State Government have republished the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025 and came into force with effect from 15.12.2025.

4. In the G.O. fourth read above, the Government issued orders organizing civil posts in Greater Visakhapatnam Municipal Corporation Schools which are now under School Education Department, into contiguous District and Zone. In the said G.O., it was directed that consequent upon the organization of posts, the contiguous Districts and Zone, as the case may be, shall constitute separate units for the purposes of unit of appointment, recruitment, discharge, seniority, promotion, transfer and other service matters in terms of Paragraph 5(1) of the Presidential Order, 2025. The Appointing Authorities in respect of the said organized posts have been specified and reservation to the local candidates in respect of direct recruitment has been specified as ninety five percent as specified in the Presidential Order, 2025. It was further directed therein to make suitable amendments to the relevant Service Rules in conformity with the approved Scheme of organization of local cadres.
5. In the reference fifth read above, the Commissioner and Director of Municipal Administration has submitted proposals to the Government for issuing necessary amendments to the Service Rules.
6. The Government after careful examination of the matter, hereby accept the proposal of the Commissioner and Director of Municipal Administration and have decided to issue suitable amendments to the Greater Visakhapatnam Municipal Corporation Educational Subordinate Service Rules 2016. Accordingly, the following Notification will be published in the Andhra Pradesh Gazette:
NOTIFICATION
In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India and read with sub-section 1 of Section 11 read with sub section 1 of Section 7 of the Visakhapatnam Municipal Corporation Act, 1979 (Act.No.19 of 1979) and Section 139 of the Greater Hyderabad Municipal Corporation Act, 1955 (Act No.2 of 1956) and of all other powers hereunto enabling, the Governor of Andhra Pradesh hereby makes the following amendments to the Andhra Pradesh Municipal Corporations Educational Subordinate Service Rules 2016 issued in G.O.Ms.No.323, MA&UD (D1) Department, dated 07.12.2016, as subsequently amended from time to time.
2. Clause 2 shall be deemed to have come into force with effect on and from 08.10.2026 and the remaining clauses shall be deemed to have come into force with effect on and from 09.02.2024.
AMENDMENTS
In the said Rules,
In Rule 2, for the words “Greater Visakhapatnam Municipal Corporation”, the words “School Education Department” shall be substituted.

(ii) for entry (b), the following shall be substituted, namely,-

Provided that the date and time of the meeting will be fixed by the Chairman of the committee and the meeting shall be presided over by him. The quorum for the meeting is two members.
For Rule 7, the following shall be substituted, namely,-
“7. Qualifications: The qualifications prescribed under the A.P. School Subordinate Service Rules for the respective posts of teachers in Zilla Praja Parishad (ZPP), Mandal Praja Parishad (MPP) and Government schools, as amended from time to time, shall be applicable.”
In Rule 25,
"(i) for sub rule (2), the following shall be substituted, namely:-
(2) The appointing authority, who shall also be Disciplinary authority, may place a member of any category of any class in this service under suspension pending inquiry/ investigation into criminal complaints or on filing charge sheet in a court of law; or impose the penalties as per procedure laid down in Andhra Pradesh Civil Services (CC&A) Rules, 1991.

(ii) for sub rule (4), the following shall be substituted namely,-
“(4) Appeal against any order passed by the District Educational Officer shall lie to the Regional Joint Director of School Education and appeal against any order passed by the Regional Joint Director of School Education shall lie to the Commissioner/ Director, School Education.”
(iii) sub rules (5) and (6) shall be omitted.
After Rule 30, the following shall be added, namely,-
“31. The service conditions, administration and control of the above categories/classes shall be under the administrative control of the Commissioner/Director, School Education as per the orders issued in G.O.Ms.No.84, MA&UD (D1) Department, dated 24.06.2022. The School Education Department will issue appropriate service rules to govern the said categories.”
