Revised Converting All Classes to Eng Medium Orders - Continue 1 School for Telugu Medium

Read the following:-
ORDER:
  • Government have issued orders in the reference 1st read above for converting all classes from I to VI in Primary, Upper Primary, High Schools under all managements into English Medium from the academic year 2020-21.
  • 2. Whereas, in line with the stand taken by the Government in the affidavits submitted before the Hon’ble High Court in WP(PIL) No 183/2020 and 185/2020, the Commissioner of School Education, AP, Ibrahimpatnam has submitted a proposal for continuing one school in Telugu Medium at each Mandal Head-quarters in all districts for the students, who opt to study in Telugu Medium. He has also requested the government to permit all minor media schools to continue Urdu, Tamil, Kannada, Oriya and other minor media as medium of instruction in all managements except un-aided schools without converting the medium of instruction to English.
  • 3. After careful examination of the matter, Government hereby accord permission to the Commissioner of School Education to continue one Telugu Medium School at each Mandal Headquarters to students, who are opting for studying in Telugu Medium.
  • 4. Government further directs that also all minor media schools may continue with Urdu, Tamil, Kannada, Oriya and other minor media as medium of instruction in all managements except un-aided schools without converting the medium of instruction to English. 
5. The Commissioner of School Education shall ensure the following steps for implementation of Telugu Medium Schools:-
  • One School should be identified at each Mandal Level by the Mandal Educational Officer concerned to run/continue Telugu Medium School at Mandal Headquarters.
  • Wide publicity should be given about the location of Telugu Medium school in the said Mandal, so as to enable the parents to join/ continue their children who opt for studying in Telugu Medium in such schools.
  • Remaining all Minor Media schools i.e., Urdu, Tamil, Kannada, Oriya and other minor media Schools in all managements except Pvt. Un-aided Schools may continue with their respective medium of instruction.
  • SCERT shall take necessary action for designing and development of Textbooks and Teacher Hand Books for Telugu Medium Schools.
  • Telugu is a compulsory subject in all remaining Schools i.e., English Medium and all Minor Medium Schools in all managements in the State.
  • Director, Text Book Press, should take action to obtain correct indents and ensure supply Telugu Medium Text Books to the Schools as per student enrolment in the Schools well before the starting of the academic year.
6. Transportation charges shall be paid to the students travelling from villages beyond the neighbourhood of the school as per the rates and procedure laid down under the AWP&B of Samagra Shiksha from time to time for providing access to schooling. State Project Director, Samagra Shiksha, AP, Vijayawada shall take necessary action in consultation with Commissioner, School Education, AP, Ibrahimpatnam. 

7. The Commissioner of School Education, the State Project Director, Samagra Shiksha, the Director, SCERT, and the Director, AP Text Book Press shall take further necessary action accordingly.
