Its the Right of the Employees to cast their Vote through Postal Ballot Process.

Procedure for Issuance of Postal Ballots to Employees

It is submitted that the following- procedure may be followed for issuing of postal ballots.

1. Service Voters:
Preparation /Generation of PBs for service voters (through ETPBS) should be completed within 24 hours of finalization of list of contesting candidates by 30.4.2024

2. PO’s, APO’s & OPO’s

Form-12 will be issued along with appointment letter through Returning Officers from 06.04.2024 to 08.04.2024.

All the PO’s and APO’s shall submit filled Form -12 at the time 1st training to be held on 12.04.2024 and 13.04.2024 to the respective RO’s.

All OPOs to submit filled Form-12 on 15.4.2024 during training session to the respective RO’s.

ROs to segregate Form-12 of PO’s, APO’s and OPO’s constituency wise and handover to RO of concerned constituency at District Coordination meeting on 15.4.2024. Form-12 belonging to other districts to be handed over to District Nodal Officer (Postal Ballots) .

Police Department Nodal Officer to submit Form-12/12D by 10.4.2024 to concerned RO and Form -12/12D belonging to other districts to be handed over to the District Nodal Officer (Postal Ballots) .

Other Essential Services departments to submit Form-12D by 12.4.2024 to the District level Nodal Officer who shall segregate them constituency wise and handover to respective RO’s of the district and segregate form-12D belonging to other district and handover to DEO who in turn will send to respective DEO.

District Election Officer to send Form -12 of other districts to the concerned district by special Messenger. The concerned district shall send the form-12/12D to their respective RO’s, collect the postal ballots from their RO’s and send to the requesting districts through special messenger.

Form-12 for Micro Observers to be collected during 1st training.

Form -12 from private individuals on election duty to be collected by ROs by 15.4.2024.

Answer: The following Persons are entitled to vote by post:
(A) special voters
(B) service voters
(C) voters on election duty and;
(D) electors subjected to preventive detention (Refer Rule 20 of the CE Rules 1961)

(Refer: Proviso to Section 62(5) of the Representation of the People Act, 1951 and Rules 18 (a) (iv) & 21 of Conduct of Elections Rules 1961).

What are Postal Ballots?

Postal ballots, also known as mail-in ballots, allow registered voters to cast their votes by mail instead of physically going to a polling station. This system serves as a convenient alternative for individuals unable to vote in person due to various circumstances, such as being away from their home constituency, facing a disability, or performing essential services on election day.


Who is eligible to cast their vote through postal ballots?

Eligible electors who can opt to vote through postal ballots include:

Service voters: Members of the armed forces, paramilitary forces, and government employees deployed on election duty far from their home constituencies.

Absentee voters: Individuals unable to vote in person due to reasons like work commitments, illness, or disability.

Electors on election duty: Government officials and polling staff assigned duties at polling stations other than their own.

Electors under preventive detention: Individuals detained under preventive custody orders during the election period.

Essential services covering polling day activities: Media persons with authorisation letters from the EC and those involved in essential services such as metros, railways, and healthcare have the option to vote using postal ballots in Lok Sabha and four state Assembly polls.
